Village roads are concretized to improve the quality of people’s lives

Accordingly, the state management of culture, information and sports has made great progress. The system of grassroots cultural institutions has been invested with active operation. There are totally 129 in 169 villages having new or upgraded community centres, reaching 69.82%. The conservation, embellishment and promotion of cultural heritage values ​​have been strengthened. Currently, the whole district has a total of 108 monuments. Many changes have been seen in the “All people join hands to build a cultural life” movements, “Building elegant and civilized Thuong Tin people” campaign, and the implementation of the civilized lifestyle in weddings, funerals, festivals, etc. There are 85% of households winning the title of cultural families; 107 cultural villages accounting for 64.85%; 138 agencies, units and enterprises meeting cultural standards reaching 69.69%; and 03 cultural residential groups taking 75%. As the city’s leader in high achievement sports, the district’s mass sports have become a large movement, attracting a huge population with 24 among 29 communes having sports facilities, accounting for 82.7%; 28.7% of the people regularly practising sports and 17.82% of the households practising sports.

Education and training have been further innovated and developed comprehensively with high-quality educational scale, school network and education and an increasing number of students achieving high prizes in the exams. In effectively and synchronously implementing the fundamental and comprehensive renewal of education and training in the spirit of the Resolution of the 8th plenum of the 11th Party Central Committee and the building of a high-quality school model under the Capital Law, the quality of teachers and educational administrators has been improved. Up to now, the district has 48 national standard schools and 100% of managers, teachers and staffs of all fields reaching the standard level. The annual rates of secondary, high school and remedial high school graduates reach 99.2%, 98.5%,  and 86.6%, respectively.

Renewal has been observed in scientific and technological activities with intensive application of scientific and technological achievements and advances to production and life, thus contributing to the socio-economic and cultural development and gradual improvement of the capital citizens’ quality of life in terms of both material and spiritual aspects. Positive changes have also been highlighted in the field of people’s health care and disease control. The food hygiene and safety inspection and supervision have been strengthened and food safety certificates have been granted to 248 food processing and trading establishments accounting for 81.25%. The quality of medical examination and treatment has been improved. Many hospitals and health facilities have been upgraded and newly built. The grassroots health and preventive medicine network has been consolidated, strengthened and operated effectively. To date, the health sector has 519 health workers, of which 97 physicians have graduate and postgraduate degrees; 25 out of 29 communes and towns meet national standards on health in the 2011-2020 period. Population – family planning targets are guaranteed.

Thuong Tin district’s physical training and sports movement has been booming

The effective implementation of social policies and social security assurance has made significant contributions to improving and enhancing people’s lives. Over the past five years, VND 301.8 billion of allowances has been paid to revolutionary contributors; over VND 2 billion has been raised for the “gratitude fund”; VND 255.3 billion of regular allowances has been distributed to 10,169 people; VND 7.7 billion of unexpected subsidies has been granted to 2,085 people; and a total of VND 8 billion of cremation support has been paid for 1,335 cases. The district has facilitated 4,500 poor households to borrow money for developing their domestic economy with an average of VND 15-20 million per household. Jobs have been created for 13,252 workers. In addition, 139 vocational training courses have been opened for 4,830 workers at the cost of VND 7.7 billion.

Notwithstanding the achievements, the socio-cultural development has not matched the district’s potentials and strengths and the community’s need for enjoyment. Preservation, maintenance, exploitation and promotion of the heritage values have not really effective. Cultural and sports institutions have been limited in terms of both quantity and efficiency. Superficiality and uneven quality have been found in the movement of building “cultural families”, “cultural villages” and “cultural residential groups” in some places. Organizing and managing the festivals have still confronted shortcomings. People’s behavioural culture has not much changed. Limitations have lied in cultural lifestyle, order, discipline and urban civilization.

In order to promote achievements, in the coming time, by late 2020 the district strives to meet the main targets such as using 8-10% of the annual budget for cultural-social development, improving Thuong TIn district human resource quality, and building elegant and civilized Thuong Tin people; basically completing the project on building the district cultural and sport center; having 100% of villages and hamlets with community centres or community spots; having 100% of communes with sports facilities according to criteria for building new rural areas; having 88% of families recognized as and maintaining the title of “cutural families; having 68.5% of villages and hamlets recognized as and maintaining the title “Cultural Villages; having 100% of residential groups recognized as and maintaining the title of “cultural residential groups”; having 50% of communes meeting new rural culture standards and 01 town meeting urban civilization standards; having 40% of people participating in cultural, art and physical training and sports activities; and having 20% of household practicing sports.

Moreover, the district will do the best to get over 70% of schools (kindergartens, primary schools, and secondary schools) and 100% of public high schools meeting national standards and secondary school attendance compulsory to everyone in the district; have 100% of communes and towns meeting the national health standard; create jobs for 2,500 laborers or more; build and develop handicraft villages in association with tourism development such Nhi Khe, Quat Dong, Duyen Thai, Thang Loi and Van Diem.
