Continuation of values from old conventions, in the years from 1998 – 2010, the villages in the commune supplemented and edited the village convention, emulated to construct cultural village convention. From 2012 – 2016, some villages separated such as Thuong village, Dong Ma village, Tru village, Giua Quyt 1 village, Giua Quyt 2 village, Giua Quyt 3 village, and Giua Quyt 4 village continued to edit and supplement regulations to build a cultural village. When revised and supplemented, the conventions adhered to guidances of the superior, especially the campaign “All people unite to build cultural life in residential areas, build new countryside”, and still kept the core traditional values of each village.
In the 3rd quarter of 2021, implementing the plan to build, amend, supplement and carry out regulation, convention of the villages and residential clusters in My Duc district, the Culture Department of Tuy Lai advised the People’s Committee to develop a plan to amend and supplement the convention formulation and implementation in the commune. On that basis, the People’s Committee assign the Culture Department, Commune Fatherland Front Committee, and Commune Justice Department to coordinate and guide the villages in amending, supplementing and implementing convention, in which the focus is on supplementing regulations on control and prevention of epidemics, code of conduct in public places, conduct in cyberspace, compliance with provisions of the law and in accordance with the new situation.
Immediately after organizing the guidance and implementation of the amendment & supplement plan, the villages set up Drafting Committee to adjust and enhance the convention. The core force of Drafting Committee include people in charge of the work of party, government, unions and some elderly people understanding village’s traditions and having good reputation in the community, owning experiences and understanding about the law, culture, customs and practices of each village.
After being revised and supplemented, the village conventions include 4 chapters with 23 articles, which are agreed by all people, departments, associations in the village. Simultaneously, it is regularly propagated in mass gatherings, all-people conferences, on the radio system of villages and hamlets, and kept in bookcases of community houses for people to easily find and read. The convention integrates implementation of grassroots democracy regulations, the movement of all people to unite to build a cultural life in residential areas, the national target program on building a new rural area and disease prevention measures, a code of conduct for people in public places, etc. All conventions are revised with same layout and contents according to legal standards, but the core values of culture and identity are always respected and preserved by the people.
As still retaining Cheo singing, the convention of Giap Bon village, Tuy Lai commune states that each villager has the responsibility to preserve and promote the value of Cheo. Particularly, each member of Cheo club and the people actively propagate the roles and meanings of Cheo in the life. The club actively helps the village to organize Cheo performances on holidays and Lunar New Year. Organize transmission of Cheo lyrics and singing for the next generations through activities and admitting new members. Being a village with a tradition of learning promotion, the conventions of Tre village stipulates that the annual study promotion fund shall be maintained to promptly reward and encourage children with high academic achievements. Based on the convention, a Sunday in the period from 15-20/2 (lunar calendar) every year after basically completing the transplanting, harvesting spring crops is chosen to hold festivals and cultural exchanges, play folk games for entertainment, tighten solidarity after hard working days… Village convention also prohibits organization of illegal activities that take advantage of festivals and cultural exchanges.
In this revision, the villages supplement the content of handling those who violate provisions of the convention such as: arbitrarily building illegal works or having behaviors affecting environment, stating untrue information on social network space…….. For these acts, the villages apply forms of education and criticism from families and community collectives, not giving into the list of cultural family assessment.
With directional contents and widely deployed, the conventions bring positive effects to people’s lives. The old customs have been erased in weddings, funerals and festivals. Along with the State legal system, the conventions of Tuy Lai commune have been effectively supporting campaigns to maintain security and order, environmental sanitation, control and prevention of social evils, develop production, encourage learning, settle disputes and minor violations among the people. Thereby contributing to the City building “Culture of Hanoians” in the new era.
