Urgent need to develop a master project on promoting the value of relics in Hanoi

On the afternoon of June 3, 2022, Vice Chairman of the Hanoi People’s Committee Chu Xuan Dung chaired a meeting on the management, restoration, embellishment, and promotion of the value of relics in Hanoi city. Hanoi is one of the leading localities in the country in terms of the number of relics in the area. The whole city currently has 5,922 relics that had been under inventory (including 1 world cultural heritage, 21 clusters of special national relics, 1,160 national relics and 1,456 city-level relics).  The relics rich in types and rich in values are the pride of the Cultural Capital, and pose many challenges for the management, renovation, embellishment, and promotion of values.

Over the years, the management, renovation, embellishment, and promotion of the value of relics in the city have always been interested and invested by the Party committees and authorities from the city to the grassroot level, achieving many important results. Hanoi Department of Culture and Sports have well implemented the investment in restoration and embellishment of the relics under the management and well organized many conservation and promotion activities. On average, every year (since 2015 up to now), Thang Long Imperial Citadel, Hoa Lo Prison relic, Van Mieu – Quoc Tu Giam relic site… welcome millions of domestic and foreign tourists, earning tens of billions of dong.

Meanwhile, in districts, towns, the coordination with relevant departments and branches in organizing the implementation of tasks is concerned and focused, so that measures have been implemented timely and synchronously at the grassroots level. Many districts have actively made and well implemented investment plans to restore and embellish relics in the area as well as coordinate in opening training courses to improve the management and protection of relics.

In addition to positive results, the management, renovation, embellishment, and promotion of the value of relics in the city still have some difficulties and limitations. At the event, representatives of departments, branches, districts and people directly involved in the protection and care of relics gave opinions on the current status of management, renovation, embellishment and promotion of heritage values in the area; at the same time, propose initiatives and solutions to effectively implement this work in the coming time.

Speaking and giving direction, Vice Chairman of Hanoi People’s Committee Chu Xuan Dung emphasized that the meeting aimed to mobilize initiatives and solutions to remove obstacles in the work of restoring, embellishing and promoting the value of relics in the city in recent years, focusing on effectively implementing Resolution No. 02/NQ-HDND dated April 8, 2022 of the Hanoi People’s Council on Supplementing the 5-year medium-term public investment plan for 2021-2025, allocating the capital plan in 2022 to implement the investment plan on construction and improvement of public schools to be eligible to meet national standards, upgrading the health system and renovating and embellishing monuments in the period 2022-2025 and the following years and a number of fundamental construction projects with the city capital.

“Unlike the above two tasks, the task of renovating and embellishing relics is much more special. Due to the specific architectural characteristics, the content of cultural value in each project, each work has a specific set of requirements on the implementation process, knowledge, and skills. It’s is a need to clarify how to effectively deploy the restoration but still preserve and promote the original values,” said Vice Chairman of Hanoi People’s Committee Chu Xuan Dung.

In order to perform this task well, Vice Chairman of the Hanoi People’s Committee Chu Xuan Dung suggested that the Capital Culture sector urgently implement four key tasks, namely developing a master plan on promoting the value of relics in the city as a basis and orientation for localities to implement tasks; establishing a steering committee for the management of restoration, embellishment and promotion of the value of relics in the area of Hanoi city; completing the inventory and accelerating the digitization of relics; researching and developing a mechanism to support the management of relics at the grass-root level, having a remuneration regime for the custodians, funds for professional training for the staff directly involved in conservation and embellishment of the relics at the grass-root level./.
