Dan Phuong is currently experienced rapid urbanization. In 2015, Dan Phuong was the first district to meet the new rural standard of Hanoi City. From 2019, the district has focused on construction of advanced and model new rural area, and fulfilling criteria to build it into district, communes and towns into wards. However, it still exists garbage, polluted wastewater, and environmental landscape is not bright – green – clean – beautiful in many villages, residential clusters, and public places. The environmental sanitation movement has not been disciplined; the situation of households encroaching upon corridors, roadbeds to put construction materials, do business, gather market, hang up billboards at the wrong places still exists at some roads, which affects the urban aesthetics. The community awareness about environmental sanitation and building green – clean – beautiful landscapes is still limited….

In order to construct and embellish infrastructure for a green – clean – beautiful streets & villages of the district in industrialization and modernization period, People’s Committee of Dan Phuong has launched “Keeping villages and residential clusters bright, green, clean, beautiful and safe” contest from 10/2019 and awarded every month. After launching, the Steering Committee has set up 04 teams to survey each alley, hamlet in the villages and streets, unified in evaluation, scoring, recorded the workdone, pointed out the limitations. At the same time, they have provided guidance, propagated for people to understand, agree and implement regulations on ensuring urban order, traffic order and safety, social order and safety, environmental sanitation and hygiene, building a civilized urban lifestyle.

Alleys and streets to be embellished.

The district has also held a monthly awarding conference and exchange of experiences, field visits in villages, residential clusters and groups that won the First prize of the month with participation of hundreds of delegates being head of villages and clusters, representatives of leaders of communes and towns.

The “Keeping villages and residential clusters bright, green, clean, beautiful and safe” contest is based on 5 criteria, including: Ensure lighting system; Build green environment; Ensure environmental hygiene; Environmental landscape; Ensure safety.

After a period of implementation, the contest has brought many positive effects, changing the appearance of alleys and streets. Lighting system from main roads to alleys and hamlets; community houses, flower gardens, public places are installed. Over 3,000 energy-saving light bulbs, 600 lamp stands, lampshades, over 15,000m wire and accessories is renovated, repaired and newly installed for alleys and hamlets. Villages and residential clusters have completely socialized the renovation, repairing and installing of new electric light systems to ensure lighting covered all over.

Most villages and clusters actively plant trees on main roads, public areas and places with favorable conditions. Many households plant fruit trees, green trees to create fresh environment, have more stable income, and improve living condition. The socialization of planting trees in public places and residential areas is ensured. People has planted over 5,000 trees, built over 600 new tree planters on sidewalks; 100% of flower gardens in communes and towns. Up to now, there are 20,538 trees in villages, residential clusters and groups.

Environmental sanitation has undergone many changes. Many villages and clusters have implemented solutions based on actual situation of grassroots. From the contest, people have set up habits and civilized lifestyles; there are more and more clean and efficient production models. These actions gradually spread to the residential community, contributing to build a green, clean and beautiful living space.

The environmental landscape has also been embellished, the appearance of residential area has become a “makeover”; the villages and hamlets are bright with green space, clean alleys and roads, walls & fences painted, repaired or decorated with brilliant murals. The contest receives positive response from the people, with a total budget of over 27 billion VND and thousands of working days of the people used for embellishment work. Up to now, the people have built 450 flower routes, painted 11,165 m3 murals, planted over 15,000 m2 flowers and grass, installed 5,000 flag stands, painted 58,766m old fences. Many hamlets and alleys have been concreted, installed greeting gates and decoration.

With the aim to ensure safety, many villages and people do not let roofs encroach on sidewalks and roadbeds. Security, social order and safety are ensured, there are no conflicts or incidents occurring in residential areas. People adhere to the practice of not burning straw, garbage and waste. Ponds are installed fences to ensure safety, planted many trees and flowers.

 Particularly, from the contest, many new and creative ways have been implemented by localities such as giving financial support for each village, which has brought a good effect, stimulated the spirit and positive participation of residents; Put the contest content into the Resolution of the Cell; Establish the Advocacy Committee; Develop internal regulations for each hamlet and alley; Assign specific team to undertake and complete specific targets; Establish environmental sanitation pioneering group, maintain self-management group, set up group caring flower routes, …

Assessing quality of “Keeping villages and residential clusters bright, green, clean, beautiful and safe” movement through inspection and grading of villages, clusters and groups in Dan Phuong district, most of alleys, hamlets, community houses, flower gardens and public places are equiped lighting systems. Planting trees is actively carried out at main roads, public places, or places with conditions. Many households plant fruit trees, green trees to create fresh environment, have more stable income, and improve living standards. The socialization of planting trees in public places and residential areas has been effectively promoted. Many villages properly complete environmental sanitation, especially in collection of daily domestic waste. Some villages encourage people to buy trash cans with covers to ensure hygiene.

After implementation period, the appearance of villages, clusters and groups has been spacious and clean, with 110/129 (82.27%) villages, clusters and groups participating in the contest, of which 72/129 (55.81%) villages, clusters and groups won prizes.

With practical significance, the contest receiving positive response from huge classes of people in keeping villages and clusters bright, green, clean, beautiful and safe.

With the active participation of grassroots organizations, the street embellishment movement has been spread in many villages, alleys and hamlets, people have enthusiastically responded to the socialization and embellishment of environmental landscape. Propaganda and mobilization work have been carried out regularly, in many forms and extensively so that everyone can understand benefits of the Contest. With result achievement, the contest has very practical, effective and widespread meaning in the emulation movement to keep villages and residential groups bright, green, clean, beautiful and safe, creating positive response of huge classes of people.
