12th Hanoi Mobile Propaganda Festival: When Drinking The Water, Think of It’s Source

In implementing the work program 2017, the Hanoi Department of Culture and Sports held the 12th Hanoi Mobile Propaganda Festival celebrating the 70th anniversary of the Viet Nam’s War Invalids and Martyrs Day (July 27, 1947 – July 27, 2017).   

The 12th Hanoi mobile propaganda festival is a great activity to make people understand the special meaning of the Viet Nam’s War Invalids and Martyrs Day; educate the sense of responsibility, gratitude and obligation of all classes of people to heroic martyrs and their families, war invalids and people with meritorious services to the revolution. The festival is also a practical activity to promote the work of gratitude in the city.

The Exhibition Information Center, which was assigned for implementation by the Department of Culture and Information, appointed its local staff to monitor, attend training sessions and preliminary rehearsal, prepare schedule for final approval of programs by the district and town mobile propaganda teams. Accordingly, from June 15,, the Organizing Committee attended the full-dress rehearsal with programs contributed by the district and town mobile propaganda teams, raised their comments to improve the quality and content of the program.

The 12th festival witnesses participation of 29/20 districts and towns with over 100 actors and actress, communicators and musicians. The mobile propaganda teams received the attention and direction of the Hanoi Department of Culture and Information, the Party Committee, the district and town Party Committees, People’s Committees of the districts and towns. Particularly, some localities set up the Steering Committee of the program to attend the city festival, such as Dong Anh, Thuong Tin, etc.

The festival took place from July 20 to July 20 in 7 different outdoor venues in districts of Chuong My, Nam Tu Liem, Hai Ba Trung, Quoc Oai, Long Bien and Thuong Tin District and Son Tay town. The festival every night attracted a lot of locals to see and cheer, contributing to its overall success.

With the main theme in “When Drinking The Water, Think of It’s Source”, most of the performances at the festival focused on respecting heroic martyrs, war invalids who sacrificed for the cause of national liberation and protection; praising the role models in the rear during the wars, implementing the policy of gratitude, etc. In addition, there were some units arranging their performances for local propaganda such as: implementing the year of administrative order, managing urban order, implementing rules on cultural behavior in public places, building new rural area, etc.

The participants made great progress in the program development, sticking to the criteria of the festival. The main couple communicators are very young, showing good oral propaganda skills. Some programs integrated the propaganda on music and dance to create the attraction, contributing to highlight the topic, content of propaganda. However, some units, communicators did not memorize the words, limiting their expressing ability

Dance – music for propaganda is the strength of the mobile propaganda teams; vibrant lyrics and dances attracted the viewers. Many units not only sang their songs and danced, but also built different images of Vietnamese heroic mother, heroic martyrs, war invalids, etc. as well as used props such as kites, silk bands, paper fans, flowers, etc., forming a very beautiful stage. There were many great and successful songs about the war Invalids and martyrs and our country as well.

Feuilleton perhaps a “weak” part in some mobile propaganda programs. It can be seen that the mobile propaganda teams were quite passive, embarrassing to find an appropriate script. It perhaps is not easy to convey a message through a story, situation or dialogue of characters in a persuasive manner just within 15 minutes. However, some teams paid a lot of attention to have good scripts, including Hoan Kiem, Hoang Mai, Cau Giay, Nam Tu Liem, Chuong My districts.

Regarding visual propaganda, the mobile propaganda teams showed a lot of forms, such as panel, poster, banderol, slogan, visual aids which were all very impressive, consistent with the content and improving the propaganda efficiency.

The 12th mobile propaganda festival closed with a lot of success in both quality of participation programs and organization work. This was also an opportunity for actors, actresses and mobile communicators to meet each other and exchange information and to learn how to improve their professional skills in information and mobile propaganda and art activities, partially serving the demand for spiritual enjoyment of the people and encouraging the entire society to well implement the guidelines and policies of the Party and the State, contributing to construction of a wealthier country.
