But for some industries, the transition from soft resources through the selection of the right elements has created a chain of creative values; production of cultural products and services has the ability to attract the domestic and foreign cultural markets as a successful transformation of cultural soft power which has not achieved the desired effect.

To overcome such difficulties, Hanoi needs to promote the coordination among related sectors and units in promoting the cultural industries in the common direction of meeting the needs of cultural enjoyment of the society; Complete, amend and supplement the legal documents related to cultural and artistic activities, create the conditions for organizations and individuals to be more convenient in organization and implementation; Invest in infrastructure development, science and technology for the development of cultural industries; Create a connection between tradition and modernity in cultural industrial products; Create a financial investment mechanism, attract the capital and form an ecosystem that promotes the creativity. In particular, Hanoi needs to clearly identify the advantageous and potential areas in a focused direction and bring certain results, as a premise and motivation for the development of other fields.
