Coordinating to summarize and evaluate pilot activities “Family Code of Conduct”

Accordingly, the plan was issued to evaluate the piloting of the “Family Code of Conduct” according to the Plan No. 4747/KH-BVHTTDL dated October 19, 2018, by the Ministry of Culture, Sports and Tourism on the organization of pilot implementation of “ Family Code of Conduct “ to clarify the achieved results, limitations and shortcomings (if any); propose solutions to complete the “Family Code of Conduct” to be deployed nationwide. At the same time, the plan also aims to organize the dissemination of lessons learned, good models, effective ways of the units and localities in the media.

The content of the plan includes the development of a pilot summary report “Family Code of Conduct” in 12 provinces and centrally-run cities (receiving funding from the Ministry), including Lao Cai, Yen Bai, Cao Bang, Quang Ninh, Hanoi, Thai Binh, Thua Thien – Hue, Binh Thuan, Lam Dong, Dak Lak, An Giang, Ho Chi Minh City and other provinces and cities actively piloting the “Family Code of Conduct” from the local budget, it is necessary to focus on the following main contents: Assessing the situation of people’s understanding in the pilot area about the criteria for family behavior (with data specific evidence before and after pilot implementation); Assessing the situation and impact of the pilot application of the “ Family Code of Conduct” as well as the socio-economic development of the pilot area, causes and solutions; and comparison with sites that are not piloted.

To make statistics on the achieved results on the situation of developing and promulgating the guiding documents, the results of organizing the pilot implementation; Proposals and recommendations of the locality on the completion and implementation of the “Family Code of Conduct” in the coming time. The final report of agencies, units and localities should have sufficient information, figures and data on the results of implementation and organization of the pilot implementation of the “Family Code of Conduct”, illustrated by media products, materials, documents that have been produced and released.

The review conference will be held centrally in Hanoi or online depending on the actual situation and closely follow the direction of the Government and the Prime Minister on the prevention and control of the Covid-19 pandemic. The plan also sets out requirements for the Departments of Culture, Sports and Tourism/Culture and Sports of the following provinces: Lao Cai, Yen Bai, Cao Bang, Quang Ninh, Hanoi, Thai Binh, Thua Thien-Hue, Binh Thuan, Lam Dong, Dak Lak, An Giang, Ho Chi Minh City and the Departments of Culture, Sports and Tourism/Culture and Sports/Culture, Information, Sports and Tourism actively pilot “Family Code of Conduct” from the local budget, report to the People’s Committee of the same level to summarize the assessment and send a report to the Ministry of Culture, Sports and Tourism before June 30, 2021. The Central Committee of the Vietnam Women’s Union is requested to direct the Association at all levels to evaluate the coordination in the pilot implementation of the “Family Code of Conduct” in localities. The People’s Committees of the provinces and centrally-run cities shall coordinate with the Ministry of Culture, Sports and Tourism in directing the review and evaluation of the pilot activity of the “Family Code of Conduct” in their localities.
