After listening to the reports from the units and the Department of Health on the implementation of disease prevention and control in the city, Vice Chairman of the City People’s Committee, Mr. Chu Xuan Dung – Head of the City Steering Committee for Covid-19 Prevention and Control concluded the following contents:
The pandemic situation in many countries around the world is still very complicated, the number of new cases and deaths is increasing continuously in many countries, including Southeast Asian countries such as Thailand, Malaysia, especially Cambodia and Laos which are countries sharing a border with Vietnam.
In Vietnam, from April 27 to now, the whole country has recorded 64 cases of community-acquired cases in 10 provinces and cities, and since the outbreak of the Covid-19 pandemic until now; Vietnam has recorded 3030 cases including 35 deaths.
In Hanoi, from April 29 to May 6, 2021, there were 09 community-acquired cases and 42 cases of cluster cases at the National Hospital for Tropical Diseases. Currently, many cases have complicated travel schedules, some cases have Indian and British variants that are capable of spreading quickly. After the holidays of April 30 and May 1, people from pandemic-affected areas return to the city to work and study, posing a very high risk of community transmission of the Covid-19 pandemic.
To effectively implement measures to prevent and control the Covid-19 pandemic in Hanoi, especially during the election of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term, the Vice Chairman of the City People’s Committee, Mr. Chu Xuan Dung – Head of the City Steering Committee for Covid-19 Prevention and Control, requested units to continue to implement the following main contents:
Do a good job in preventing and cutting off the source and the mechanism of infection transmission
Continuing to strictly implement the directions of the Secretariat, the Government, the Ministry of Health, the City Party Committee, the City People’s Committee, especially the Directive No. 11/CT-UBND dated May 5, 2021 by the Chairman of the City People’s Committee
Communicating and mobilizing people not to leave their homes if not necessary, limiting contact when going out, strictly implementing the 5K message, strictly following the City’s direction on suspending activities and services at the Directive No. 11/CT-UBND dated May 5, 2021 by the Chairman of the City People’s Committee. Strengthening communication so that people can grasp information, thereby creating consensus and supporting the direction of the government, the political system, and it’s vital to communicate actively and extensively for people to grasp and support, join hands with the government and the political system in the prevention and control of the pandemic, besides, conducting strict sanctions, publicizing information to deter and prevent violations.
It is recommended that localities be more active, take appropriate measures, and limit person-to-person contact in public areas, especially in flower gardens and parks.

Tracing, isolating, testing
In the face of the continuous occurrence of F0 cases in many areas in the City, it is recommended that localities urgently trace and take samples for testing of F1, F2 cases related to positive cases to promptly record and prevent transmission in the community. Immediately localize the isolation area with an appropriate scale, after the test results are available, re-evaluate and gradually narrow the isolation scope but still ensure the right subjects. Organize and arrange enough forces outside the isolation area, have a plan to supervise and thoroughly understand people in the isolation area, absolutely do not let contact during the isolation period.
Localities need to base on the announcements by the Department of Health to urgently take samples for testing related subjects in the risk area, especially paying attention to cases related to epidemiological factors with the disease outbreak at the National Hospital for Tropical Diseases 2 (from April 14 to May 5, 2021) and requested all these cases to actively isolate at home for an epidemiological assessment by health authorities
The management of concentrated isolation areas
Organize the strict implementation of the isolation process to ensure the process to be in accordance with the direction of the Central, the Ministry of Health, the City, training for medical staff, forces participating in the isolation area on the process (from pick-up at the airport to the isolation area, during the isolation period, at the end of the process, handover).
The Department of Health urges and thoroughly understands the concentrated isolation areas and relevant departments to fully comply with regulations, paying attention to the implementation of this Public Notice No. 600/CD-BCD dated May 5, 2021 by the National Committee for Covid-19 Prevention and Control on adjusting the time of centralized isolation, the management time after the end of concentrated isolation and testing for Covid-19 prevention, especially clearly assigning people and clear tasks in parts, to avoid the occurrence of negligence.
Governments at all levels strengthen directing functional units together with local people to review and detect cases of illegal entry.
Promoting the role of the Community Covid Team in detecting violations, demographic changes in the area, medical declaration, the observance of regulations on the pandemic prevention and control at service and business establishments (shield, person-to-person distance, medical declaration via QRCode, etc.)
The City Public Security direct the public security of districts, towns, communes, wards and townships to strictly handle violations, prosecute and hold people responsible for spreading infectious diseases.
Organizing the assessment of the safety level of Covid-19 prevention and control at medical examination and treatment facilities, production and business establishments
Focusing on drastic direction, ensuring safety in administrative agencies, hospitals, medical examination and treatment establishments, production and business establishments
The Department of Health thoroughly understands the process of hospitals and medical examination and treatment facilities, regularly assesses the safety against Covid – 19. Reviewing to constantly improve and organize the strict implementation of pandemic prevention and control within the scope of management following the pandemic situation and actual requirements. Not to be passive in possible outbreak scenarios, ensuring strict, correct functions, tasks, authority, easy implementation, easy monitoring, easy inspection and clear responsibilities of organizations and individuals. No infection occurs in medical examination and treatment establishments and from medical examination and treatment establishments to the community, affecting economic activities, social security of the Capital, reducing the trust of the people for the city’s general pandemic prevention and control.
In Industrial Parks with a large number of employees, traders often going back and forth, it requested to the Management Board of Hanoi Industrial Parks and Export Processing Zones, People’s Committees of districts, towns to urgently check the health declaration, epidemiological factors of cases related to outbreaks in localities throughout the country who have moved to Hanoi. Especially the cases related to the outbreak at the National Hospital for Tropical Diseases 2, assess the level of impact, the risk of infection in the community, in case of necessity, request to suspend production to avoid the risk of infection establishment of outbreaks at production facilities in industrial zones.
It is proposed that the Northern Airports Authority implement measures to prevent and control the pandemic according to regulations, proactively ensure conditions by itself according to the motto of 4 on-the-spot resources.
Actively develop plans for the pandemic prevention and control
The Department of Health and the Steering Committees of districts and towns actively develop a plan to ensure adequate facilities, equipment, and backup biological products in the organization of isolation and testing, prepare isolation facilities, organizational apparatus, and deployment plans according to the motto of 4 on-the-spot resources, proactively deploying before all situations related to Covid – 19.
And before the complicated development of the current Covid-19 pandemic, according to the Vice Chairman of the City People’s Committee, Mr. Chu Xuan Dung – Head of the City’s Steering Committee for Covid-19 Prevention and Control: This is a time that urgently needs the drastic intervention by all levels of the City government and mobilizes the people to work together with the City to quickly localize the pandemic.
