To quickly realize Program 06-Ctr/TU of the Hanoi Party Committee on “Cultural development; improvement of the quality of human resources; building of elegant and civilized Hanoi people in the period 2021 – 2025”, Quoc Oai district has implemented many specific works actively.
Immediately after the Hanoi Party Committee issued Program No. 06-CTr/TU, the Standing Board of the National Oai District Party Committee issued Decision No. 578-QD/HU dated May 5, 2021 on the establishment of a Steering Committee for implementation of program No. 06 of the Hanoi City Party Committee”. The Steering Committee for Program No. 06 of Quoc Oai District Party Committee promptly advised the District Committee to issue a system of documents concretizing the Program into appropriate goals, targets and solutions for effective implementation.
Quoc Oai district met the Steering Committee for the implementation of Program 06 of the Hanoi Party Committee.
Accordingly, the district clearly identifies the need to continue to pay attention to cultural development in parallel with economic development, strengthen cultural exchange cooperation, promote, propagate and introduce cultural and artistic achievements and tourism products of Quoc Oai district, meet with the Steering Committee for the implementation of Program 06 of the Hanoi Party Committee, investment in the renovation and embellishment of the degraded state-ranked relics in the area, and good management and organization of traditional festivals and preserve the folk rituals and games of the people.
In the first 6 months of 2021, the work of improving the quality of human resources and building elegant and civilized Hanoi people initially achieved important results: Cultural institutions and cultural models at the grassroots continued to be cared for and consolidated; The rate of workers receiving vocational training increased; Many tangible and intangible cultural heritages have been preserved, embellished and promoted; The system of cultural institutions is subject to the investment in new construction along with a series of cultural, artistic, physical training and sports activities which are strongly developed from district to grassroots level to enrich the culture and spirit of the people, contribute to the socio-economic development of the district. 95/95 villages and residential groups are equipped with outdoor sports equipment to serve the people’s regular exercise.
The movement “All people unite to build a cultural life” has had many positive changes and impacts on the construction of cultural life at grassroots level, especially in building families, villages, agencies and cultural units. As of June 2021, the whole district has 49,154/51,327 households with cultural household titles, accounting for 95.77%; 90/90 cultural villages, accounting for 100%; 5/5 cultural residential groups accounting for 100%; 139 agencies and units recognized as cultural standards; 20/20 communes meeting new rural cultural standards; Quoc Oai town meeting urban civilization standards.
For the effective implementation of Program 06 of the City Party Committee, Quoc Oai district determined that it was necessary to promote the strength of the entire political system, the Fatherland Front and socio-political organizations, launch the patriotic emulation movement in association with the implementation of the movements “All people unite to build a cultural life”, “All people unite to build new rural areas and civilized cities”, effectively implement a civilized lifestyle in weddings, funerals, festivals and longevity celebrations, effectively implement 2 codes of conduct in public places, preserve and promote spiritual and intangible cultural values, improve the quality of activities of cultural houses and community living spaces and set up the scheme for developing the strong sports in the district…”
Quoc Oai continues to preserve and promote typical cultural values of the district, promote historical and cultural relics.
According to Mr. Dam Cong Loi – Standing Deputy Secretary of the District Party Committee and Chairman of the People’s Council of Quoc Oai District, the district will continue to review the contents, plans and objectives that need to be implemented to supplement and complete the implementation plan of the Program 06 of the City Party Committee in the district for high performance, effectively mobilize and use resources, promote socialization to increase investment in cultural infrastructure; continue to preserve and promote typical cultural values of the district, promote historical and cultural relics such as Thay Pagoda, So Communal House and relics ranked by the state, ensure the adequate cultural institutions from district to grassroots level; link the implementation of the movement “All people unite to build a cultural life” with the advanced movement “building of new urban areas”, organize a variety of activities to build grassroots cultural life, create strong changes in civilized lifestyle, marriage, and mourning, promote the development of physical training and mass sports to improve health, fitness and stature, especially the young generation, strengthen the management and promote the effectiveness of cultural houses, physical training and sport centers of the District and communes and townships, implement effectively the new general education program as directed, improve the quality of comprehensive education, the quality of excellent students, the quality of teachers and educational administrators…
