In the first 6 months of 2021, the communication is carried out by Thanh Xuan district in many practical and rich forms such as regular communication on the radio system twice a week. 11 of 11 wards have implemented plans to the political system of residential areas/neighborhood groups; The residential branches have deployed to Party members in regular activities; The residential groups have met with households to deploy information, propaganda and announcement of the registration of the “5 No’s” cultural residential group; change propaganda forms/banners to positively influence people’s consciousness such as “Please do not throw garbage in public places”, “Join hands with the community to protect the environment – collect and collect garbage in the right place”also, the organization signed a commitment on the implementation of the “5 No’s” cultural residential group to each household of the registered residential groups; publicly post up the content of the criteria for building a “5 No’s” cultural residential group at meeting houses, community houses, bulletin boards of residential areas/neighborhood groups, with more than 200 panels hanging in the streets and nearly 600 leaflets, etc.
11 of 11 wards continue to maintain sub-committees or groups to propagate and mobilize the implementation of the “5 No’s” residential group with many good and practical ways such as Khuong Trung ward, Thanh Xuan Nam ward, Kim Giang ward. In order to create a green, clean and beautiful landscape, many neighborhood groups have organized to renovate the peeling walls, paint the whole route, paint murals mainly from socialization sources, build many sections of the Women’s Flowers Road, many areas that used to be garbage gathering places have now become a corner for ornamental plants and beautiful flowers… Many places have mobilized people to sign commitments, obey the parking and parking regulations at the right places, not encroaching on sidewalks, roadways, etc.

In the two years of 2019, and 2020, the whole district has 56 residential groups that have won the title of “5 No’s” Cultural Group. In the first 6 months of 2021, based on the evaluation of the units/sectors on the implementation of the model of the wards, out of 28 residential groups registered to implement the “5 No’s” cultural residential group, there are 22 residential groups which well implemented, the remaining residential groups have not met because the implementation of the criteria “no garbage”, “no encroachment on sidewalks and roadbeds” has not met the set requirements. In order to continue to maintain the model, in the coming time, Thanh Xuan district will associate the implementation of the “5 No’s” cultural residential group with the implementation of the movement “All people unite to build a cultural life”, implement Code of conduct in public places, implement urgent, irregular/periodic inspection, assessment and re-recognition of the recognized “5 No’s” cultural residential group in 2019, 2020 and for registered residential groups for implementation in 2021.
The district continues to mobilize and propagate to the people about the “5 No’s” criteria in many practical and diverse forms; direct the People’s Committees of wards to direct and guide the political system of residential groups to synchronously deploy many solutions to maintain the operation of the recognized residential groups in 2019, 2020 and real registered residential groups. current year 2021; also, build self-governance models among the people, promote the people’s self-conscious participation in environmental sanitation, remove illegal classified ads, actively participate in beautifying the landscape, environmental management, renovating garbage spots into mini flower gardens; fresco road; electricity poles, mural power stations…; ensure to keep the environment clean in the bright – green – clean – beautiful area; continue to promote self-management of mass organizations: Women’s Union, War Veterans, Youth Union to self-manage the route; exemplary of the good and creative ways of the neighborhood groups in implementing the criteria, especially the criterion of “No grabage”; timely praise and propose to reward individuals and groups for good practice and good implementation of the model. It can be affirmed that the model of the “5 No’s” cultural residential group in Thanh Xuan district has spread to the people, attracting the active participation of leading cadres, party members and members, supported by households to participate, together to build a green, clean, beautiful and civilized living environment.
