Overview of the meeting.
At the meeting, Deputy Director of the Hanoi Department of Culture and Sports, Tran Thi Van Anh announced the results of the work of the Hanoi Culture and Sports sector in 2020. Accordingly, 2020 is the last year of implementing the Hanoi City Party Committee 17th Congress’ Resolution and the Socio-Economic Plan for the 2016-2020 period; the year of many important events of the country and the Capital; Party Congress at all levels and the 17th Hanoi City Party Congress; also the year when the COVID-19 pandemic broke out and spread around the world. With the determination to tighten discipline and spirit of creativity, renew the ways and working style, drastically implement epidemic prevention and control in parallel with the implementation of assigned political and professional tasks, the whole sector has made great efforts and tried to complete the proposed work plan, achieved many important and comprehensive results in all 3 areas of Culture, Sports and Family.
In 2020, the Department has strictly implemented the task of preventing the COVID-19 pandemic in accordance with the direction of the Prime Minister, the City Party Committee, and City People’s Committee. State management, inspection and control have been strengthened; 100% (89/89) of administrative procedures under the jurisdiction of the Department are implemented at level 3.4. The administrative procedures are handled on time. The administrative reform index of the Department increased by 04 ranks, ranking 8/22 departments and branches of the city.
The Department actively advised the City People’s Committee to develop the City Party’s Program No. 06-CTr/TU for the 2020-2025 term on “Cultural development, improving the quality of human resources in the capital, building civilized and elegant Hanoi people for period 2021 – 2025”; amending the Regulation on management, protection and promotion of the value of historical-cultural relics and scenic spots in Hanoi city in line with the actual situation; reviewing and completing the Project of rearranging the art units towards streamlining and efficiency, advising the City People’s Committee to submit to the City People’s Council to issue resolutions on Naming and adjusting the length of a number of streets, streets and public works in Hanoi by 2020; stipulating the expenditure and the use of funds for the implementation of archaeological exploration and excavation from the City budget.
The Department has successfully completed its role as a standing agency of the City Party Committee’s Program Steering Committee 04-CTr/TU on “Cultural development, improving the quality of human resources in the capital, building civilized and elegant Hanoi people for period 2021 – 2025”, coordinated with related departments and branches to complete the design form, proposed the City People’s Committee to allocate funds and the quantity of building 239 village culture houses which are lacking in the city. The task of building elegant and civilized Hanoi people, focusing on propaganda and implementation of the 02 Code of Conduct has been implemented with many innovative and creative forms and models, especially in propaganda and implementation of Codes of Conduct in Public Places; mobilized and encouraged all classes of the people of the capital to promote “respect for the law”, seriously implemented the direction of the Central and the city on solutions and measures to prevent and combat COVID-19 pandemic in the City.
In particular, in the serious situation of the Covid-19 pandemic, the relics directly managed by the Department (Temple of Literature – Quoc Tu Giam Special National Relic, Hoa Lo Prison, Ngoc Son Temple) took the initiative in researching solutions to innovate and improve operational efficiency at the unit to overcome difficulties caused by the COVID-19 pandemic, welcoming and serving nearly 1.07 million visitors and tourists.
The work of building the cultural life, the movement “All people unite to build a cultural life” is concerned and implemented with many rich and practical activities. The whole city had 88% of families recognized the title of “Cultural Family”; 62% of the villages recognized as “Cultural Village”; 72% of the residential groups recognized as “Cultural Neighborhoods”. The districts, towns have been coordinated and guided to organize 139/1,206 festivals in the city (due to COVID-19, the remaining festivals must stop). The festivities took place safely.
The Theaters hold nearly 800 art performances; won 28 medals when participating in professional art festivals and contests nationwide in 2020, organized 03 mass art festivals, 06 mass art training classes at the grassroots level, 1,022 movie screenings. In 2020, there were 125 performing arts programs of agencies and enterprises licensed for performance in the city. The Department has coordinated and guided 93 events in the area of Hoan Kiem lake pedestrian street and surrounding areas.
Also in 2020, the city will organize 23 mass sports activities and competitions; awarded 800 medals to the city-level awards and the prizes jointly organized by the Culture and Sports sector. Districts and towns organized 680 sports competitions; communes, wards and towns organized 2,500 mass sports tournaments; agencies, units and businesses and schools organized 1,650 prizes. 190 excellent and good units in sports at blocks of communes, wards and towns were recognized. The indicators on mass physical training and sport movement in 2020 in the city have all been completed according to the proposed plan; the rate of the population practising sports regularly reaches 42%, the number of sports families reached 30%.
Hanoi’s high-performance sports achieved 2,153 medals of all kinds, including 2,134 domestic medals (838 gold medals, 636 silver medals, 660 bronze medals), 19 international medals (6 gold medals, 7 silver medals, 4 bronze medals). Hanoi hosted and successfully organized 07 national sports tournaments with the participation of 1500 athletes.
The preparation for the organization of the SEA Games 31 and the ASEAN Para Games 11 in 2021 in Vietnam was implemented by the Department of Culture, Sports and Sports in coordination with the Departments of the City and the General Department of Physical Training and Sports, with the focus on reviewing works and projects that need to be invested in, renovated and upgraded in service of SEA Games 31 and ASEAN Para Games 11; developing a plan to organize SEA Games 31 and ASEAN Para Games 11; developing a plan to prepare the force of athletes and coaches for SEA Games 31 and Para Games 11; advising the City People’s Committee to organize the implementation of the content of the first SEA Games Organizing Committee meeting; developing the Inception Program Plan with SEA Games 31; promulgating the Propaganda Plan to host SEA Games 31 in Hanoi and summarizing the typical events of Hanoi Sports in 2020.
Responding to the press at the meeting, Mr. To Van Dong – Director of the Hanoi Department of Culture and Sports, said more about some activities of the industry in 2021 such as the preparation for the SEA Games 31, the management and organization of the festival in 2021, the exhibition work of the Hanoi Museum… as well as a number of activities within the management framework of the Department.
Also at the meeting, the Hanoi Department of Culture and Sports held a poll to vote for typical events and activities of Hanoi Culture and Sports in 2020.
