The directive stated that, on March 30, General Secretary cum President Nguyen Phu Trong issued a call to all Vietnamese people at home and overseas to participate in the prevention and control of COVID-19 pandemic. The Prime Minister issued Directives No. 15/CT-TTg and No. 16/CT-TTg on the implementation of urgent measures to prevent and control the COVID-19 pandemic.
As the capital of the country, Hanoi is in urgent need of participating in preventing and controlling the pandemic. In order to continue to maintain the good achievements in pandemic prevention and control in the past time, and proactively prevent and control the pandemic in the coming time, the Standing Committee of the Hanoi Party Committee requires all levels of the Party Committee, authorities, and The Fatherland Front, socio-political organizations and the people of the Capital to strictly implement 8 following key tasks:
- The entire political system from the city to grassroots level, agencies, units, businesses, hospitals, schools, organizations, etc. in the area, the armed forces and the people of the Capital actively respond to the Call of the General Secretary cum President Nguyen Phu Trong; closely follow the leadership of the Politburo, the Secretariat, the direction and administration of the Government, the Prime Minister; and highly focus on preventing and repelling the COVID-19 pandemic, protecting the health and lives of the people.
- The Party committees, authorities, the Fatherland Front, socio-political organizations from the city level to the grassroots level continue to conduct propaganda and mobilization to create high consensus in implementing social distancing in line with the direction of the Prime Minister in Directive No. 16; request people to raise their sense of self-protection, strictly comply with the provisions of law and the guidance of the Ministry of Health and local authorities, considering that each Hanoian is a soldier on the pandemic prevention and control front.
- Leaders of party committees, local authorities, heads of agencies and units take comprehensive responsibility for COVID-19 pandemic prevention and control activities in their respective areas; assign leaders, cadres, civil servants, public employees and employees to be on duty and promptly handle any situation that arises; lead and direct the cadres, civil servants, public employees and employees to strictly comply with pandemic prevention and control regulations; take responsibility for the case of infection among cadres and employees due to their non-compliance with pandemic prevention and control regulations; hold online meeting; require cadres, civil servants, public employees and workers to work at home, except for those who must go out to work as required by job duties; direct the implementation of economic development tasks, ensure social security, and successfully organize the congresses of the Party at all levels; implement recurrent expenditure saving, reduce jobs that are unnecessary at the moment so that resources may be used for the pandemic prevention and social security support activities (units in the city must cut down at least more 5% of recurrent expenditure, plus 10% as planned from the beginning of the year).
- The Party Civil Affairs Committee of the City People’s Committee directs the review and update of pandemic prevention and control plans and scenarios in the area, closely follow the instructions of the Prime Minister, and is willing to respond in case of large-scale blockade in the City when necessary; direct to continue to promptly review, closely monitor, detect, localize and quarantine those who have come into contact with a suspected or infected person, so as to prevent the pandemic from spreading; direct functional sectors to fully meet the conditions of facilities, equipment, materials, manpower, food, foodstuffs, and essentials for pandemic prevention and control of the whole city, and adequately supply electricity, water for production and daily life of the people; and strictly handle any case of speculating and increasing prices of medical supplies and foodstuffs.
In particular, focus on directing the implementation of the “dual” task: combination of pandemic prevention and enhancement of business and production to restore the economy; review and support the workers who are in difficulty, lose their jobs, significantly affected by the COVID-19 pandemic (including workers in non-state enterprises, autonomous public non-business units, non-public educational institution, etc.); propose specific support policies (in addition to the Government’s regulations); direct the implementation of support program and social security so that “no one will be left behind” in the fight against the pandemic, and monitor the compliance with applicable regulations.
- The Party, Union, and People’s Council of the City, in collaboration with the Party Civil Affairs Committee of the City People’s Committee, arrange and allocate resources for the pandemic prevention and control in the city; consider and promptly make decisions on measures to support vulnerable individuals, groups, organizations and businesses affected by the pandemic, contributing to solving difficulties in production and business activities, and ensuring social security.
- The Vietnam Fatherland Front and socio-political organizations at all levels of the City must propagate and mobilize cadres, party members, and people to raise their awareness and strictly abide by the regulations on pandemic prevention and control; mobilize organizations, people and philanthropists to promote the spirit of patriotism and social responsibility in jointly fighting against the pandemic and stabilizing the life.
- The Party Committees and the Office of the Party Committee, based on their assigned functions and tasks, firmly grasp the situation, inspect, urge and promptly advise the Standing Committee of the Party Committee to lead, direct and resolve difficulties and problems in the process of preventing and controlling COVID-19 pandemic.
The Propaganda and Training Commission of the City Party Committee directs the City’s press agencies and collaborates with the Central press agencies, to enhance the propaganda about the pandemic prevention, praise good people, good deeds, and orient public opinion in the implementation process, at the same time prevent and handle any false and incorrect information related to the pandemic.
- The Party committees, authorities, the Fatherland Front, socio-political organizations from the City level to the grassroots level thoroughly and strictly implement the Directive, regularly report to the Standing Committee of the Party Committee on the implementation results (as summarized from the Propaganda and Training Commission of City Party Committee). Any case of difficulties or unexpected problems shall be promptly reported to the Standing Committee of the Party Committee for settlement.
The Standing Committee of Hanoi City Party Committee strongly believes that the whole political system from city to grassroots level, agencies, units, businesses, hospitals, schools, etc. in the area, as well as all cadres, party members, civil servants, public employees, employees, armed forces and the people in the capital shall jointly overcome difficulties and challenges during the COVID-19 pandemic time.
