In June 2012, the United Nations (“UN”) announced the 20th of March as the International Day of Happiness on the ground that it was the only day in the year when day and night time were equal, symbolizing the balance and harmony of the universe. This day also embodied the message that balance and harmony were two of the key factors to happiness. Accordingly, 193 member nations (including Vietnam) were committed to promoting this day by striving to improve the quality of life, to build a fair society, and to develop in a sustainable way with an aim to bring happiness for their citizens.
In aiming the goal of developing social security and building prosperous, progressive and happy Vietnamese families, and in response to the International Day of Happiness of March 20 promoted by the UN, on December 26, 2013, the Prime Minister issued Decision No. 2589/QD-TTg approving the policy on “Organizing yearly activities in celebration of the International Day of Happiness of March 20” to raise awareness of all levels, sectors, organizations, individuals, families, and the entire society on the International Day of Happiness, from which specified actions were to be determined and implemented to build happy families and happy communities of the Vietnamese. The policy also aimed at enhancing the participation of and coordination among all levels, branches, and mass population, and the cooperation and assistance of international and domestic organizations and individuals for the events to be held on the International Day of Happiness.
