At the start of the Conference, delegates enjoyed a reportage film showing the prominent results of the Capital Culture and Sports sector in 2018. The film’s contents emphasized that the year of 2018 was a year of vital significance for implementing the Resolution of the 16th Municipal Party Congress; the third year implementing the socio-economic plan for the period from 2016-2020; the year of many major events of the country and the Capital; the 10th anniversary of implementing Resolution No. 15/2008/NQ-QH12 dated May 29, 2008 of the National Assembly regarding the adjustment of the administrative boundaries of Hanoi city and a number of related provinces (August 01, 2008 – August 01, 2018). Determining to tighten discipline, the creativeness spirit, innovation and responsibility, Hanoi Department of Culture and Sports has focused on guiding the implementation of administrative reform and key tasks under the theme of the year “Enhancing the enforcement and efficiency of the political system.” The entire sector has strived to fulfill the set out work plan and achieved many important and comprehensive results in three fields of Culture, Sports and Family.

Remarkably, in 2018, the administrative reform was paid a lot of attention in the implementation. The Administrative reform index of the Sector increased by 7 levels, ranking at the 14/22 position among the City’s Departments, sectors and agencies. The inspection and examination work saw a lot of positive transformation. The propaganda and implementation of two Codes of conduct were gradually effective and brought about clearly good results. In 2018, 87% of families among the whole city were recognized as “Cultural Family”; 60% of villages were recognized as “Cultural Village”; 70.5% of the civil groups were recognized as the “Cultural Civil Group.”

The organization of activities and  events saw renovation and enhancement in quality with 2,876 art shows, 5,938 film shows, 50 mass sports competitions in the city. Also in 2018, Hanoi Department of Culture and Sports coordinated to successfully hold 162 events in Hoan Kiem Lake pedestrian street, of which included 07 events, programs promoting the unique culture of many other regions and cities nationwide right at the Capital; 21 events, festivals, cultural days of other countries in Hanoi. Those have made contribution in promoting and introducing Vietnam country and its people as well as the Capital’s domestically and internationally; preserve and promote the intangible cultural heritages of the Capital; upgrade spiritual life for residents, promote the development of tourism.

The preservation and promotion of the relics’ values in the City continued to gain a lot results. The number of tourists coming here for sightseeing, exploration and doing research at 03 relics under the direct management of Department of Culture and Sports including Hoa Lo Prison, Temple of Literature and Ngoc Son Temple are increasing with more than 3 million visitors coming here for sightseeing and travelling, with revenue of more than 82 billion dong. In particular, special national relics of Temple of Literature attracted nearly 1.6 million visitors coming here for sightseeing and travelling with revenue exceeding 46.6 billion dong.

The organization and management of festival activities in 2018 saw a lot of positive changes. In the festival season of 2018, Hanoi city no longer has hot spots and offensive images as in the  previous years’ festivals. And Hanoi was praised, recognized and appreciated by the Ministry of Culture, Sports and Tourism for the changes and achievements in the management and organization of festivals in 2018.

In the arts field, in 2018, Hanoi Theater won a total of 48 medals of all kinds upon its participation in the Festivals and National professional theater competitions. For high achievement sports, Hanoi continues holding its position as the top locality nationwide upon participation in domestic and international sports tournaments with 2,705 medals, of which including 2,316 domestic medals and 389 international medals. In particular, Hanoi not only successfully organized the Eighth National Sports Games – Hanoi in 2018 but also held the first position among 65 sports delegations attending the Games with a total of 464 medals (176 gold medals, 149 silver medals and 139 bronze medals). In 2018, Hanoi athletes participated in the National Team, making up nearly 30% of the athletes and 16 medals – accounting for 42.1% among 38 medals, significantly contribute to 17/37 rank in ASIAD 18 of Vietnam sports delegation, in which, the most prominent is the winning of the first gold medal for Vietnam Athletics in the ASIADs of Bui Thi Thu Thao Athlete, who is also the best athletes of the year of Vietnam Sports.

In 2018, Hanoi Football won the National football championship, gold medal in men’s football at the Games; contributed 7 players to participate in the National team to win the championship in ASEAN Football Federation Championship in 2018. Player Nguyen Quang Hai of Hanoi Football Club won the title of Best Player of the ASEAN Football Federation Championship and Best Player of the year of Vietnam Football. In particular, in 2018, Hanoi – Vietnam officially became the 22nd member of the Formula One World Race- the world’s prestigious race; will officially host the  31st SEA Games, 11th Para Games in 2021 …

With these outstanding achievements, in 2018, Hanoi Department of Culture and Sports was honored to be awarded the Excellent Emulation Flag by the Government and the Ministry of Culture, Sports and Tourism.

Addressing at the Conference, Vice Chairman of Hanoi City People’s Committee Ngo Van Quy acknowledged, promoted and congratulated the successes achieved by Hanoi Culture and Sports sector in 2018. Vice Chairman Ngo Van Quy said that the successes achieved by Culture and Sports sector of the Capital in the past year have contributed to the fulfillment of 20/20 socio-economic targets of the city in 2018 and even exceeded the set targets. Vice Chairman of Hanoi City People’s Committee hoped that in 2019, Hanoi Department of Culture and Sports will have measures to overcome shortcomings and limitations to perform best the tasks of the sector in the year of 2019. Particularly, within 3 first months of 2019, the Department must closely coordinate with Boards, Branches and authorities at all levels to perform good management of festival as well as organization of street decoration as well as cultural and artistic activities to propaganize for holidays, anniversaries of the country such as Ky Hoi Lunar New Year – 2019 …

 Collectives received emulation flags of Hanoi City People’s Committee

Acting on behalf of leaders, cadres, civil servants, officials and employees in the Culture and Sports sector of the Capital, Director of Hanoi Department of Culture and Sports To Van Dong sent sincerely thank and welcomed feedbacks and comments, acknowledgement and promotion of Vice Chairman of Hanoi City People’s Committee to the sector. At the same time, in order to perform well the tasks set out in 2019, Director of Hanoi Department of Culture and Sports To Van Dong also launched the emulation movement for the year of 2019 to all cadres, civil servants, officials and employees of the Culture and Sports sector of the Capital with the following key contents:

Firstly: Developing detailed plans by closely following the assigned political tasks, effectively launching and implementing the organization of themed emulation movements, excellent and creative labor emulation movements associated with the performance of task “Year for enhancing the enforcement and efficiency of the political system.”

Secondly: Each cadre, civil servant, official and employee to strictly comply with administrative disciplines, internal rules, working regulations, procedure for resolving and handling affairs of the Department; enhance responsibility, emulate for creativeness, successfully completing assigned tasks.

Thirdly: Strenthening the administrative reform; enhancing the application of information technology. Effectively and properly using the fund allocated by the State Budget; implementing inspection, self-inspection and economical and anti-waste practice.

Fourthly: Concentrating on enhancing the effectiveness of state management, inspection and examination; overcoming limitations and shortcomings in the fields of culture, family, physical  training and sports; striving so that Culture and Sports sector can successfully fulfill all socio-economic development targets in 2019 in all fields under the management of the Sector.

Fifthly: Being exemplary, pioneering and strictly implementing two Codes of conduct of cadres, civil servants, officials and employees working in the agencies of Hanoi city and the Code of conduct in public places in the City to be spread among people.

Sixthly: Improving the quality of emulating and rewarding work, ensuring the accuracy, promptness, publicity, transparency, and being in line with regulation in order to timely encourage cadres, public servants, officials and employees to strive, try and emulate to improve the quality and efficiency in carrying out public duties.

Director of Hanoi Department of Culture and Sports is confident that with the spirit of “Solidarity, discipline, responsibility and efficiency”, the emulation movement for the year of 2019 will be a driving force for all cadres, civil servants, officials and employees of Culture and Sports sector of Hanoi to successfully fulfill the key tasks of the Sector set out in 2019, the year of continuing the theme of “Year for enhancing the enforcement and efficiency of the political system.” The duties include:

  1. Continuing to implement 5 key tasks, 3 breakthrough stages stated in the Resolution of Hanoi’s 16th Municipal Party Congress, Program No. 04 of the Municipal Party Committee and the contents of the socio-economic development plan for 5 year period from 2016 – 2020.
  2. Strengthening the state management, inspection, examination, post-inspection, control, good management of activities, incurred issues and overcoming limitations and shortcomings in the fields of Culture and Sports in 2018.
  3. Carrying out administrative reform and application of information technology; striving so that in 2019: 100% (76/76) administrative procedures of the Department will be implemented at levels 3 and 4; for 2018-2020 period, the administrative reform index of the Department will be included in the top 10 of the City’s departments and sectors.

 Departments and divisions of the Department of Culture and Sports received the Certificate of Merit from Hanoi City People’s Committee

  1. Constantly studying, innovating, diversifying measures and forms of propaganda, implementing to persistently, widely and effectively comply two codes of conduct among agencies, localities and residents of the Capital.
  2. Effectively carrying out the guidelines of the Central and City about reduction of staffs; facilities management; renovation of the organization and management system of public non-business units. Continuing to research and consult the City People’s Committee to implement the Strategy for developing Vietnamese cultural industries.
  3. Carrying out activities to serve for the political events and important holidays in the country and at the Capital and exchanging and cooperating activities with domestic provinces and cities and international in 2019; studying and consulting the City on carrying on holding world-class cultural and sports events in Hanoi and taking artistic delegations of Hanoi to perform in the provinces and cities domestically and abroad.
  4. Strengthening the management and investment to renovate and embellish historical and cultural relics and scenic spots combining with organizing activities to introduce, promote and preserve intangible cultural heritage with an aim to promote the potentials and unique values of Vietnamese culture and Thang Long – Hanoi cultures. Being proactive and creative in creating activities in order to increase revenues for relics, landscapes and cultural and sports institutions under the Department’s management.
  5. Researching and consulting City People’s Committee for guiding to effectively implementing provisions on examining and awarding titles of Cultural family, Cultural Civil group, Cultural village in districts, towns as stated in Decree No. 122 dated September 17, 2018 of the Government on ensuring that the criteria and standards must be substantive and practical.
  6. Reviewing traditional festivals in the City to direct the content and methods of organizing festivals for the people in the principle of resolutely eliminating the offensive elements in the festival, maintaining, preserving and promoting the traditional cultural values of festivals of the localities.
  7. Concentrating on implementing and completing the project of exhibiting at Hanoi Museum – the key project of the City for the 2015 – 2020 period to become the location of converging and preserving the quintessence and characteristics of Hanoi.
  8. Focusing on developing Sports for everyone, in which sports in schools acts as the foundation to improve the stature and physicality of the Capital’s people in the future and as the place to select, train and foster Sports talents to gain high achievements.
  9. Making preparation of athletes to attend the 30th SEA Games in 2019; the qualifier of the 32nd Olympic in Japan; actively deploying the preparations for the hosting of 31st SEA Games and 11th PARA Games in 2021. Coordinating with relevant agencies and units to prepare for the hosting Formula One Race – Vietnam in Hanoi city in 2020.

Also at the Conference for deploying work for 2019, Hanoi Department of Culture and Sports announced the decision on emulation and rewarding of the Ministry of Culture, Sports and Tourism and Hanoi City People’s Committee to individuals and collectives with outstanding achievements in the Culture and Sports work in 2018, including: Awarding Second-class Labor Medal to People’s Artist Tran Quoc Chiem – Former Deputy Director of Hanoi Department of Culture and Sports on his outstanding achievements during the working period, having actively contributed to the development of Culture and Sports sector of the Capital for the 2013 – 2017 period .
