For state management agencies

100% of the departments, divisions and units under the Department can use the City’s shared software; 100% of cadres and civil servants in the state management sector, leaders of non-business units under the Department can operate and use official email to exchange information at work; 100% of papers and documents (excluding confidential and top-secret documents) exchanged between departments, divisions and units under the Department, between the Department and the City’s state management agencies, are in electronic form on a Software system for document management and operation.

At least 20% of the Department’s periodic reports (excluding confidential content) are updated and shared on the City’s Information and Reporting System; the Government’s information and reporting system to effectively serve the management, direction and administration activities.

100% of internal processes in the settlement of administrative procedures in the fields of culture, sports and family that fall under the jurisdiction of the Department according to the Decision of the City People’s Committee approved by the City People’s Committee are declared and applied electronically on the City’s 3-level shared electronic one-stop system.

100% of departments, divisions and units under the Department update, correct and standardize information on property on the National Database of Public Property and declare information on public property under the scope of management of their units to ensure accurate, complete and timely data on related property on the National Database of Public Property must match the data on the records and reports of agencies and units.

100% records of officials, civil servants, managers of non-business units under the Department are managed in the network environment (the City’s human resource management software)

To strive to integrate at least 30% of online public services at levels 3 and 4 under their jurisdiction with the National Public Service Portal.

To continue to maintain the integration of the digital signature application with the document management and operation management system and the City’s official email system.

For people and businesses

To continue to maintain 100% of online public services at levels 3 and 4; To apply IT to promote, provide information and online public services in the fields of culture, entertainment, sports and family to organizations, individuals, businesses and tourists.

To establish close links between cultural, sports, family information and IT application to improve industry management, especially in the management of tangible and intangible cultural heritage and monuments body; in the management of athlete information; in IT application, modernization of Hanoi Library, towards building an e-library, in information and propaganda of outstanding political, cultural and sports events of the capital and the country.

To integrate digital signatures on mobile platforms according to the guidance of the Government Information Security Commission to carry out administrative procedures on the City’s 3-level shared electronic one-stop system, the system of the National Public Service Portal.

To build and complete information systems, databases, etc.; To build, perfect and deploy specialized software and management fields in a modern and more efficient manner, expand connection and share data with existing national databases according to regulations.

To maintain, upgrade, expand and update posting of information related to state management activities, articles, news and events on culture and sports on the Department’s Portal, the websites of the Department’s units; maintain updating and operating the Website http://Hanoidep.vn

Ensure safety and information security

To deploy network information security under the “4-layer” model under legal regulations and standards and technical regulations guided by the Department of Information and Communications.

To upgrade, replace and supplement equipment and technical solutions to ensure operation, safety and information security; perform forecasting, control attack detection, warning, timely prevent and troubleshoot in case of any attack.

To simultaneously apply protection measures such as hard and soft firewalls, installation of scanning software, anti-virus, data backup; to apply policies to ensure information security in combination with educating users about information safety and security; power safety, lightning protection, fire prevention, access control, server room security, etc.

IT human resource training

 100% of officials and civil servants in the state management sector, managers of units under the Department are trained and retrained in IT skills standards as prescribed in Circular No. 03/2014/TT-BTTT dated March 11, 2014, by the Ministry of Information and Communications to be able to manage and operate shared software and information systems and industry databases. 85% of key leaders are trained to improve IT awareness and skills.

Specific goals and targets are set to step by step digital transformation in the Department of Culture and Sports, provide open data to promote the development of the digital economy and digital society; To complete the basic foundation contributing to the development of e-Government towards the goal of forming an interactive, transparent, and efficient Hanoi Digital Government, providing new digital services based on the needs of people and businesses. At the same time, to ensure network information security for important information systems of Hanoi Department of Culture and Sports; To ensure the deployment of IT applications in the direction of overall, synchronous and unified common use on one system; To continue to promote the implementation and effective use of IT applications in direction and administration, improve the quality and operational efficiency of each department, division and unit under the Department to improve the capacity and operational efficiency of the State administrative apparatus and quality of service to people and businesses.
