Extensive propaganda about building cultural life
Determining that propaganda plays an important role and must be promptly conducted, Hoan Kiem district has conducted various forms of propaganda: mass media; portal; leaflets and flyers to agencies, organizations, households; conferences, meetings of the Fatherland Front and mass organizations, residential groups, People’s Delegate Conference; posters and projections at major annual events; seminars, workshops, contests, culture and art festivals, and sport competitions. Many propagandas have been performed on a large scale in the central areas of Hoan Kiem lake, main streets, old quarters, headquarters of the Party and government offices, brightly decorated with thousands of panels, banners, flags, and lights.
In 2018, the district upgraded the district’s portal, built websites of 18 wards, schools and especially 360-degree photographic website of Hoan Kiem district for tourism management and development in the district.
With the goal of enhancing quality of the movement “All people unite to build a cultural life”, the district has paid attention to improving the quality of cultural titles, promoting emulation movements and campaigns on building a civilized lifestyle, in association with the Program 03-CTr/QU of the District Party Committee; thereby giving rise to many effective models of activities such as: self-management team to preserve urban order, environmental sanitation in residential areas, sanitation in residential areas; cleaning program every Friday afternoon and Saturday morning.
Regarding the civilized lifestyle in holding weddings, funerals and festivals in the district, many positive changes have been made. Weddings, funerals and festivals have implemented synchronously and consistently in accordance with regulations, maintaining security, order, and sanitation and preventing any case of superstitions.
In addition, Hoan Kiem District Party Committee has actively and creatively organized the propaganda contest “Code of conduct of cadres, civil servants, public employees, and workers in agencies” in Hoan Kiem district, in combination with the satisfaction of behavioral culture criteria of people in the old quarters; has built agencies, organizations and businesses that meet cultural standards. The Fatherland Front and organizations have continued to promote and effectively implement emulation movements and campaigns such as the movement “Exemplary grandparents – Dutiful descendants” of the Fatherland Front, the movement “Capital women to actively study, work creatively, build happy civilized families “of the Women’s Union, the movement “Building the good image of children in Hoan Kiem district”, the movement “Cultural schools – Exemplary teachers – Elegant students”, the movement “Friendly schools – active students” of the Ho Chi Minh Communist Youth Union and the Department of Education and Training; has widely imparted the set of documents on “Education of an elegant, civilized lifestyle for students of the Capital”, etc.
Well conservating, embellishing and promoting cultural heritage values
Hoan Kiem district has many historical and cultural relics associated with historical and cultural traditions of Hanoi capital “thousand years of culture” with over 190 relics, many of which have been ranked and installed with nameplate. The most typical ones are National Relics of Hoan Kiem Lake and Hanoi Old Quarter. This is an advantage for the district to develop its commerce, services and tourism oriented economy. In the period 2016-2019, 14 households, 01 organization, 77 household members in 04 relics were subject to site clearance; 06 relics were rehabilitated, embellished and completed with a total cost of VND 108,565 billion; scientific documents for 08 relics were prepared to apply for ranking.

Along with the preservation of cultural and historical relics, the promotion of cultural heritage values has also been regularly implemented under the project “Organizing traditional festivals in the old quarters and surrounding areas of Hoan Kiem Lake” such as Bach Ma Temple Festival, Yen Thai Communal House Festival, Kim Ngan Communal House Festival, King Le’s Coronation Festival, Old Quarter Mid-Autumn Festival, Heroic Inter-Zone I Traditional Festival. Folk culture and art performances have been held, introducing traditional handicrafts combining craft streets with craft villages at relics in the district. Intangible cultural values have been introduced and promoted, associated with activities such as performing art, exhibiting paintings, photos, seminars, conferences, workshop to develop tourism, and enhance the value and image of the Old Quarters to domestic and international tourists, such as Dong Lac communal house at No. 38 Hang Dao, Kim Ngan communal house at No. 42, 44 Hang Bac, Heritage House at No. 87 Ma May, Old Quarter Heritage Information Center at No. 28 Hang Buom, Old Quarter Culture Exchange Center at No. 50 Dao Duy Tu, Hoan Kiem Lake Cultural Information Center at No. 2 Le Thai To.
In particular, to strengthen the propaganda, promotion and introduction of images and activities in the fields of service, commerce and tourism, and to introduce historical cultural relics associated with resistance wars and characteristics of Hoan Kiem district, the district has implemented the Project on building a 360-degree photographic portal system for tourism management and development in Hoan Kiem district in the period 2016 – 2020. This database applies modern technology that is integrated and updated on websites and information pages for visitors and interested individuals/organizations to access and use information effectively. The highlight is that the district has deployed many new models to promote its potentials and strengths such as pilot implementation of walking space of at Hoan Kiem lake area and surrounding areas; construction of Hanoi Book Street on December 19, Phung Hung Mural Street …
In the coming time, Hoan Kiem District Party Committee will strengthen the leadership of the Party Committees at all levels; promote the State management role of authorities at all levels; continue to enhance the propaganda about the contents and tasks of Program to people; pay attention to accelerating socialization and utilizing all investment resources for socio-cultural development; focus on building cultural institutions; pay special attention to solving and addressing problems in compensation, assistance and resettlement policies to speed up the site clearance to move households out of relics and schools; and renovate and embellish relics, renovate, repair, upgrade and build schools.
