The directive clearly states: The situation of the Covid-19 pandemic is complicated and unpredictable. Especially after the holidays of April 30 and May 1, people from pandemic-affected areas return to the city to work and study, posing a very high risk of disease transmission in the community. Following the direction of the Secretariat, the Government, the Prime Minister, the National Steering Committee for Covid-19 Prevention and Control, the Ministry of Health and the City Party Committee on pandemic prevention and control, it is to proactively prevent, to control the spread of the disease, the Chairman of the City People’s Committee requested to strengthen the drastic implementation of measures to prevent and control the Covid-19 pandemic in the new situation as follows:
The entire system of government at all levels of the city must identify the task of preventing and controlling the Covid-19 pandemic as an important, urgent and top priority task in the coming time, absolutely do not neglect, be subjective, lose vigilance, mobilize the entire system of authorities at all levels to participate, ensure effective control, do not let the disease spread to a large area in the city, continue to strictly implement the following viewpoints, principles and mottos:
Heads of departments, branches and heads of all levels in the locality shall direct, actively coordinate, update the situation in the country and the world, review to constantly improve and organize the strict implementation of preventive measures of the pandemic within the scope of management under the pandemic situation and actual requirements; not to be passive in possible outbreak scenarios; ensure strict, correct functions, tasks and authority, easy to implement, easy to supervise, easy to check and clear responsibilities of organizations and individuals.
Cadres, party members, civil servants and public employees must be exemplary, actively participating in and taking the lead in the implementation of measures to prevent and control the Covid-19 pandemic. Any case of negligence, subjectivity, loss of vigilance, irresponsibility, or improper implementation of regulations and directions on pandemic prevention and control must be identified with collective and individual responsibilities for strict handling according to regulations by of the Party and laws of the State.
Deeply grasp the concept of “fighting the pandemic like fighting the enemy”; drastically implement pandemic prevention and control measures under the direction of the Secretariat, the Government, the Prime Minister, the National Steering Committee for Covid-19 Prevention and Control, the Ministry of Health, the City Party Committee, the City People’s Committee and the City Steering Committee for Covid-19 Prevention and Control. Accelerate the implementation of measures for early detection of the source of infection, tracing, timely isolation, rapid zoning, and thorough suppression of the pandemic.
It is necessary to further strengthen the communication faster, more effectively, pay attention to communication on the radio system of communes and wards, mobile communication (such as communication vehicles of the Public Security, of the forces, etc.) ; promote the role of community Covid teams… to raise awareness and mobilize the whole political system and people’s participation in the prevention and control of the Covid-19 pandemic with the motto “checking each alley, knocking each house, checking each object”.
Communicating and mobilizing people not to go out unnecessarily and take measures to prevent and control the pandemic: Compulsory conducting medical declaration according to regulations; wearing masks when going out; not gathering in large numbers in public places, outside offices, schools and hospitals; keeping a minimum distance of 1m in case of contacting; frequently washing hands with soap or sanitizer; when showing signs of cough, fever, difficulty breathing or suspected symptoms of having Covid-19, immediately go to a medical facility for guidance, examination and timely treatment.

Ensure absolute safety in the pandemic prevention for medical examination and treatment facilities. At the same time, perform well the treatment of sick people, minimizing the number of deaths. Quickly trace to the end, take samples for testing and isolate F1 cases, strictly manage F2 cases according to regulations. Organize zoning according to the epidemiological investigation; ensuring the correct scale, level and a narrow number of subjects but tight. For areas that have been blocked, it is necessary to strictly control people not to enter and exit under the spirit of “Stay within the confines of the house”. Inside the isolation area: households must be isolated from home to house, people are not allowed to interact with each other.
Organize screening tests in high-risk areas, paying attention to areas with many experts, industrial parks, etc., and at-risk subjects (people returning from pandemic areas, people showing symptoms such as cough, fever, difficulty breathing, etc.) to assess the risk of disease and provide timely and effective prevention solutions.
All units from cities to districts, towns, communes, wards and townships must review pandemic prevention and control plans; increase capacity and capacity in tracing, isolating, testing, treating, etc. to be ready in case of a widespread pandemic.
Prepare enough isolation facilities, increase isolation capacity to ensure adequate isolation space in case of widespread pandemic. Tighten the management of concentrated isolation areas, especially isolation areas at hotels, absolutely not to allow cross-contamination in the concentrated isolation area and from the isolation area to the community.
Units assigned to organize concentrated isolation need to review their facilities to ensure close monitoring of quarantined people; isolated areas must be equipped with cameras for monitoring, the cameras must operate continuously and connect to the monitoring system designated by the Ministry of Information and Communications. Ensure strict compliance with regulations on organizing handover, taking and picking up people who have completed concentrated isolation to their places of residence as regulated.
Pandemic prevention in service, production and business establishments, passenger transport and in high-rise apartment buildings, service centers: Stopping operations for restaurants, street drinks, sidewalk iced tea shops, sidewalk coffee shops. Other production, business and service establishments must take measures to ensure safety for pandemic prevention and control, such as: equipping employees with protective equipment, measuring body temperature; arranging adequate facilities and supplies for hand washing and disinfecting at the establishment and ensuring distance when in contact. For restaurants serving food and drinks indoors, cleaning and disinfecting are required, maintaining a minimum distance of 1m between people or having a shield between sitting positions, do not use common items and encouraging takeaway sales.
Implement measures to prevent and control the pandemic in public passenger transport: Passengers and drivers must wear masks, make medical declarations, use solution to disinfect hands; make a list of passengers (full name, address, contact phone number) for inter-provincial passenger transportation; and arrange passengers to sit at a distance in the car.
Implement the prevention and control of Covid-19 at households, apartments, schools, offices, meetings, trade centers, supermarkets, convenience stores, wholesale markets, residential markets, residential areas, industrial parks, factories, etc. according to Decision No. 3888/QD-BYT dated September 8, 2020, by the Ministry of Health promulgating a manual to guide the prevention and control of Covid-19 in the community in the new normal.
Stop festival activities, religious ceremonies, sports tournaments, Karaoke, Bars, discos, Games, Internet; cinemas, movie centers; spa services, massage, sauna, gym; exercise activities, sports, mass gathering events in public areas, flower gardens, parks until there is a new direction from the City Steering Committee. Organize weddings and funerals in a civilized manner, minimize mass gatherings and ensure strict implementation of pandemic prevention and control measures.
Heads of agencies, units, organizations and establishments are responsible for carrying out pandemic prevention and control in their agencies and units: Do not organize unnecessary meetings and conferences of large numbers of people, do not organize festivals, celebration parties; encourage online meetings and use information technology in order not to delay work, especially jobs with deadlines and statutes as prescribed by law, public services serving people and businesses.
Implement drastic measures to prevent and control the pandemic in the election of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term. The city’s inspection teams at all levels strengthen the inspection, urge and supervise the implementation of pandemic prevention and control in combination with the election of deputies to the 15th National Assembly and People’s Councils at all levels for the term 2021-2026 in localities.
The Department of Health, based on the characteristics, nature and transmission mechanism of the virus strain in the city, directs the plan of zoning, isolation and testing according to the priority level of urgency suitable to each subject and area. To guide and coordinate the People’s Committees of districts and towns in directing, inspecting and promptly and effectively implementing detection, isolation and zoning thoroughly when detecting infection or an outbreak in the locality. When detecting a positive case, urgently surround and disinfect the relevant places according to regulations. At the same time, organize “speedy” tracing, identify as quickly as possible cases related to contact with the case to conduct sampling for testing and medical isolation according to regulations; resolutely, using all resources, by all solutions to thoroughly handle arising outbreaks.
Direct the city’s Center for Disease Control, medical centers to coordinate with hospitals and central units in the city to urgently test as quickly as possible under the direction of the central government and the city. Carry out screening tests in at-risk areas; testing for cases of cough, fever, difficulty breathing during medical examination at hospitals, suspected cases and other necessary cases to ensure early detection of cases for effective pandemic prevention and control.
Directing and strengthening the inspection of hospitals and medical examination and treatment facilities in the city to develop and organize the implementation of the plan for channeling, screening, and intensifying testing according to the guidance of the Ministry of Health to develop promptly detect cases, absolutely not to spread the disease in hospitals, medical examination and treatment facilities. Have a plan to ensure safety for officials, medical staff, people participating in the pandemic prevention and control, and patients, paying special attention to the elderly and people with underlying medical conditions; a serious patient is only allowed 01 caregiver, not visiting patients at local hospitals. Strictly implement safe hospitals and safe clinics according to regulations of the Ministry of Health.

Review, prepare resources and develop plans to respond to the pandemic situation. Implement the procurement of necessary medical equipment, tools and supplies to meet the requirements of pandemic prevention and control in the locality.
Departments, branches and units directly under the city, based on the functions, tasks and assignment of tasks of the City People’s Committee and the City Steering Committee for Covid-19 Prevention and Control, timely and effectively implement measures of the pandemic prevention and control; strengthen the inspection and strictly handle according to their functions the units that do not strictly implement the pandemic prevention and control.
The Department of Culture and Sports strengthens inspection and handling of violations of pandemic prevention and control in the field of culture, sports and festival management; communicate and organize the implementation of cultural lifestyles and the City’s codes of conduct, advises and guides cultural activities in the area to ensure absolute safety in the pandemic prevention.
People’s Committees of districts, towns shall take full responsibility for the prevention and control of Covid-19 pandemic in the area; strengthen inspection and strictly implement measures to prevent and control the pandemic under the direction of the Secretariat, the Government, the Prime Minister, the Ministry of Health, the City Party Committee, the City People’s Committee and the Steering Committee for pandemic prevention and control in Hanoi city; implement pandemic prevention and control according to the motto “4 on-the-spot resources”.
Continue to launch mass movements, coordinate with the Fatherland Front and local mass organizations to communicate to each neighborhood group, residential area, and household to voluntarily implement the city’s pandemic prevention measures. Direct communes, wards, townships, functional forces, especially the community Covid team to review cases, related people and people traveling from other provinces to Hanoi under the motto “ checking each alley, knocking each house, checking each object “, not to miss to promptly serve the pandemic prevention and control, require households to commit to the medical declaration.
Drastically direct to contact tracing, strictly manage isolation and post-isolation, medical monitoring at home. Manage temporary absence and temporary residence, promptly detect cases of illegal entry to the community, people returning from pandemic areas without medical declaration as prescribed. Direct agencies and units in the area, places of crowded activities (such as supermarkets, markets, train stations….) to have plans for pandemic prevention and control to meet requirements, equip themselves with necessary means and materials for the pandemic prevention and control.
Direct the strict implementation of concentrated isolation at isolation facilities at hotels and other concentrated isolation facilities in addition to those managed by the Hanoi Capital Command under the guidance of the Ministry of Health. Strengthen inspection and supervision of the implementation of pandemic prevention and control and strictly handle violations of pandemic prevention and control in the area according to regulations.
