Accordingly, the purpose of the plan is to arrange hospitals with sufficient conditions to be ready to accept and treat 8,000 moderate, severe and critical Covid-19 patients, in line with the pandemic situation; at the same time, use resources reasonably, safely, economically and effectively in the collection and treatment of Covid-19 in the city.

To implement the plan to meet 8,000 hospital beds to treat moderate, severe and critical Covid-19 patients in the situation that there are 40,000 cases in the city, the Chairman of the City People’s Committee requested the participation of the entire political system, departments, departments, branches and related units. There is close coordination between forces in the implementation of the plan.

At the same time, the plan also ensures the safety of pandemic prevention and control for the forces participating in the service; the conditions of physical facilities, adequate supply of medical equipment, chemicals, consumables, food and service conditions to give the best care to the patient.

The plan is to be implemented in 3 phases, including the phase to meet 2,000 hospital beds to treat moderate, severe and critical Covid-19 patients (in the case of 10,000 Covid-19 patients in the city).

The phase of meeting 4,000 hospital beds to treat moderate, severe and critical Covid-19 patients (in the case of 20,000 Covid-19 patients in the city).

The phase of meeting 8,000 hospital beds to treat moderate, severe and critical Covid-19 patients (in the case of 40,000 Covid-19 patients in the city).

The principle of classifying patients according to disease severity is based on the guidance by the Ministry of Health in Decision No. 3416/QD-BYT dated July 14, 2021, on guidance, diagnosis and treatment of Covid-19. Accordingly, 80% of patients have no symptoms; about 20% of moderate, severe and critical patients; 5% of patients require intensive care. Therefore, with the case of 40,000 Covid-19 patients, there will be 8,000 patients with moderate and severe symptoms (6,000 moderate ones, 2,000 severe and critical ones).

On the basis of classifying patients according to the severity of the disease, facilities for collection and treatment will be divided as follows: Facilities for collection and treatment of moderate patients; facilities for collection and treatment of severe and critical patients requiring intensive care treatment; facilities to collect and treat asymptomatic and mild Covid-19 patients (with separate options).

The dispatch of Covid-19 patients to the collection and treatment facilities from time to time is based on the patient’s clinical progress at the facilities assigned to collect and treat them.
