The meeting heard the report on the implementation of Program 06-CTr/TU in the first 9 months of 2021. Immediately after the Program 06-CTr/TU by the City Party Committee was promulgated, despite many great difficulties and challenges of the Covid-19 pandemic, the whole city, with the spirit of solidarity and responsibility, proactively focused on implementing synchronously and comprehensively the key tasks and directing, solve well new tasks, unexpected tasks.
Propaganda, dissemination and mastery of the program’s contents are carried out methodically, scientifically, in various forms suitable to the actual situation. Steering Committee member agencies; People’s Committees of districts, towns actively develop plans, organize and direct the implementation of the Program in association with the performance of professional tasks and movements of the unit, focusing on leading, directing and encouraging implement and concretize the Program’s contents into specific targets, schemes, projects and plans in the locality to implement the Program.
In the first 9 months of 2021, cultural, art, and sports activities will be organized effectively and safely on the occasion of major holidays and political events of the country and the Capital, especially serving the 13th National Congress of the Party; the election of deputies to the National Assembly and People’s Councils at all levels for the 2021-2026 term by the Central leadership has created a joyful and exciting atmosphere among the people of the Capital for the country’s important political events of 2021.
Before the development of the pandemic situation, the City authority has promptly directed the adjustment of cultural and artistic activities following the context of the Covid-19 pandemic; promoted the application of information technology in the education sector; promptly deployed teaching on television and distance education methods to ensure the best learning program for students. In particular, the city has successfully organized the entrance exam to the 10th grade of high school in the school year 2021-2022 and the national high school graduation exam in 2021 to ensure strict regulations and absolute safety for students for the pandemic prevention and control; implemented the “Wi-Fi and computers for children” program, so far it has mobilized to support more than 7,000 computers, smartphones and online learning facilities.
The Steering Committee of Program 06-CTr/TU has focused on directing and removing many outstanding problems and solutions such as project of Hoang Thanh, Co Loa, Hanoi Museum; the City’s cultural and sports institutions; rate of schools meeting national standards, building regional models. The grassroots committees have focused investment resources in the field of culture and sports. In particular, the pandemic situation in the capital and the whole country over the past time has been very complicated, the spirit of mutual affection and support for each other in difficult times, the beauty of Hanoi’s culture and behavior is clearly expressed. It shows the height of the cultural level of Hanoi people, which is humanity, and the spirit of community.
However, besides that, there are still some limitations, namely, the projects and plans in the Program are still behind schedule. The impact of the Covid-19 pandemic resulted in most cultural and sports activities and events having to stop operating; closed monuments; the tourism industry has been severely affected. The selection of typical local content for building model sites associated with promoting traditional cultural values and building cultural families in the locality is still limited; reviewing the construction needs of squares, stadiums, cultural institutions of districts, towns is still slow. The organization of inspection and supervision of the implementation of the Program is still limited.
In the coming time, the City will promote the implementation of the Resolution of the 13th Party Congress and the 17th Party’s Resolution of the City Party Committee; leaders well perform the tasks in Program 06-CTr/TU associated with the prevention and control of Covid-19 pandemic. At the same time, in the last 3 months of 2021, it is necessary to complete the development and issuance of projects and plans to implement 18 targets and 03 key tasks of the Program. Continue to complete the draft and submit to the City Party Committee for promulgation a Resolution on “Developing the cultural industry in the capital for the period 2021-2025, orientation to 2030, vision to 2045”; at the same time, develop draft thematic resolutions, including: (1) The resolution stipulates the level of prize spending of contests and festivals in the field of culture, non-professional arts and mass sports tournaments in Hanoi city and participate in regional and national mass sports tournaments; (2) The resolution stipulates the financial spending regime for sports tournaments.
Besides, it is necessary to maintain effective propaganda about the Program in the mass media, coordinate with the City’s press and television agencies to promote and renew propaganda activities, and continue to promote the propaganda effectiveness of the grassroots radio system, the role of cultural institutions, sports facilities; accelerate the progress of transitional projects, ensure completion on time as approved, and expeditiously complete the investment preparation according to regulations for new projects for early implementation, in which prioritize key projects such as the project of Le Hong Phong Staff Training School, the project of Thang Long Imperial Citadel, etc.; continue to review special, national historical and cultural relics to establish renovation project in the spirit of Resolution 05-NQ/TU by the City Party Committee, advising the City People’s Committee to promulgate the City’s target program on preserving and embellishing relics in the area, especially historical and revolutionary relics.
In particular, it is necessary to develop a plan to welcome students back to school to ensure safety against the Covid-19 pandemic; organize cultural and sports activities associated with Covid-19 prevention and control in the new normal state…
