At the Hanoi Department of Finance, the interdisciplinary inspection team recognized the implementation of the 2 Codes of Conduct, which was organized in a methodical and serious manner, through the public and solemn printing of the Codes of Conduct system. According to the report, the work of propaganda, dissemination and thorough implementation of 02 Codes of Conduct has been deployed by the Department to all Party members, civil servants, public employees, contract workers, in various forms, 100% of Party members, civil servants, officials and employees in the agency are informed, thoroughly grasped and seriously implemented well.

In addition, the Department has also well organized the propaganda on communication and behavior culture in various forms at monthly working briefings, regular activities of the cell, professional activities, etc. topics, internal meetings, units, etc., through which there are timely rewards and criticisms. The Department also evaluates the implementation of 02 Codes of Conduct in departments and units, integrated in the annual inspection of official performance and included in the criteria for emulation assessment. In particular, the Department of Finance has applied information technology in handling administrative procedures, applying online public services with 16 of 16 administrative procedures.

The Department has directed and mastered the 1-door department to have a proper attitude and well observe the Codes of Conduct when communicating with people, businesses and organizations coming to work at 1-door; The Department also did not have any letter or complaint about service attitude, work handling, etc. Besides, the inspection team also commented that the working environment at the Department of Finance is modern with green space and friendly people. However, there are times when individuals have not voluntarily implemented or have not strictly implemented the Codes of Conduct; The discovery, proposal and replication of an advanced and prominent example in the movement “Officials, civil servants, public employees, employees emulate the implementation of office culture and public places” has not been common.

At the meeting with the Department of Planning and Investment, Deputy Director of the Department of Planning and Investment, Mr. Vu Duy Tuan said: The Department is the general advisory agency to help the Hanoi People’s Committee in state management of planning and investment in the City, with a total list of administrative procedures under its jurisdiction is 110 procedures with the highest number of administrative transactions in the City. Therefore, the implementation of the codes of conduct is always associated with the good performance of the reception of citizens, handling of administrative records, and administrative reform of the Department.

Through the actual inspection, the implementation of the two codes of conduct of the city at the Department are basically serious, reflected in the system of documents and annual plans issued to implement the Codes of Conduct; the investment in the training of staff in general and the one-stop shop in particular in terms of communication skills; The working environment is green, clean and beautiful, the working attitude from the 1-stop department, receiving and handling administrative records to the departments is very professional. However, there are still some limitations such as the slow processing rate; there are still opinions reflected on the attitude of communication; some employees still have the habit of smoking; internal inspection and supervision of the implementation of the Code of Conduct are still limited…

Sharing the above limitations, the Deputy Director of the Department of Planning and Investment, Mr. Vu Duy Tuan said that the Department is one of the units with a very large number of administrative transactions, reduced human resources, many jobs and administrative records are complex in nature, involving many branches and levels in the process of settlement, thus leading to delays.

The Code of Conduct is publicly listed at the one-stop shop of the Department of Planning and Investment.

Noting the results achieved at the 2 units, the Vice Chairman of Vietnam Fatherland Front Committee of Hanoi City, Mr. Nguyen Sy Truong, Head of the inspection team highly appreciated the implementation of 2 Codes of Conduct at agencies, especially the handling of administrative procedures at the 1-stop shop in a methodical and professional manner, bringing satisfaction to people, businesses and organizations when they come to contact us, etc. The inspection team also noted that there are still some officials who have not yet worn their cards; at the door of the Department of Finance’s department, there is no nameplate to identify, need to find a way to fix it soon. The head of the inspection team also suggested that agencies and units need to further strengthen propaganda and advocacy for the good implementation of the code of conduct system. It is noted to organize preliminary assessment, quarterly and annual reports sent to the standing agency every 6 months, 1 year. In particular, the inspection team also suggested that the Departments should pay more attention to the commendation, and propose to the Department of Culture and Sports – the standing agency on the implementation of the Code of Conduct – the individuals perform well, with advanced examples to have timely reward and encouragement policies, in order to spread the beauty in the office culture, contributing to building elegant and civilized Hanoi people.
