The “Good people, good deeds” movement is a central and important movement of emulation and reward work, a driving force to encourage and motivate officials, civil servants, public employees and employees to actively responds to the city’s patriotic emulation, and cultural tradition movements in association with performing the sector’s political tasks, practicing thrift against corruption and waste. Along with movement and linking with implementation of “Study and follow Ho Chi Minh’s thought, morality and style”, the emulation movement on “Officials, civil servants, public employees and employees emulate the implementation of office culture in public places” with the writing contest on advanced examples of “Good people, good deeds” and other emulation movements of the sector have created an exciting and widespread competitive atmosphere throughout the sector.

In 2022, as the standing agency of the Program 06-CTr/TU dated March 17, 2021 of the Hanoi’s Party Committee on “Developing culture, improving quality of human resources, building young elegant and civilized Hanoians in 2021 – 2025”, the Department has, so far, advised 11/20 items; implemented Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on development of Hanoi Capital during 2021-2030, with a vision to 2045; developed an implementation plan and promptly advised the Hanoi People’s Committee to include important contents on Hanoi’s cultural development into the implementation plan of Resolution 09-/NQ/TU of the Hanoi’s Party Committee. In addition, the contents of the City’s work programs are being consulted and implemented to ensure progress and quality as directed.
DOSC has advised the Hanoi People’s Committee to issue a plan to organize implementation of the emulation movement on “Officials, civil servants, public employees and employees of Hanoi’s Culture and Sports sector emulate the implementation of office culture in public places”, and various plans and documents directing the departments and units to implement 02 Codes of conduct of Hanoi in association with promoting “Study and follow Ho Chi Minh’s thought, morality and style” and the “Good people, good deeds” emulation movement; actively carried out a writing contest about good examples in implementing the code of conduct of officials, public servants, public employees and employees. As a result, through the writing contest, the Department introduced a good example in implementing the code of conduct and was rewarded by the Hanoi People’s Committee. DOSC has proposed the Hanoi People’s Committee to award Certificates of Merit to 47 collectives and 32 individuals who have made achievements in implementing the emulation movement on Officials, civil servants, public employees and employees emulate the implementation of office culture in public places” in 2019 – 2025 in Hanoi city.
The emulation movement is regularly promoted and associated with implementation of “Study and follow Ho Chi Minh’s thought, morality and style” according to Directives No. 03/CT/TW dated May 14, 2011 and. 05-CT/TW dated May 15, 2016 of the Politburo. After more than 10 years of implementing these 02 Directives, with regular and close direction of the Party Committee, the DOSC’s Board of Directors, active participation of officials, party members, employees, the “Study and follow Ho Chi Minh’s thought, morality and style” has achieved encouraging results, creating a strong and profound change in consciousness of cultivating, training and improving revolutionary morality of each official, party member, and fight against corruption, negative acts in building a clean and strong Party, contributing to successful implementation of assigned political tasks.
In propagandizing, discovering, fostering, summarizing and replicating good examples, DOSC has timely directed the commendation, recognition and honoring of good examples, good and effective practices in the patriotic emulation movement of collectives and individuals, good examples in all fields of the sector, in order to propagate and replicate good examples, motiving officials, civil servants, public employees and employees to successfully perform their assigned political tasks.
Responding to the writing contest about good examples, good people and good deeds launched by the City from 2014 up to now, the Culture and Sports sector of Hanoi has actively participated in. Up to now, the contest has been spread widely throughout the sector, many very simple, everyday but very humane examples are bright examples, beautiful flowers in the garden of thousands of good deeds of the Culture and Sports sector, worthy for each of us to learn and follow.
However, besides the achievements, the emulation movement still has some limitations such as: certain units have implemented the “Good people, good deeds” emulation movement and writing contest about good examples of “Good people, good deed” just in form, quality of their articles is not high, leading to failure to get the desired effect; The number of articles for the writing contest about good examples of “Good people, good deeds” is still limited.
In order to promote the achievements, overcome the limitations, in 2023, the Culture and Sports sector will focus on directing the implementation of the “Good people, good deeds” emulation movement and the writing contest about good examples of “Good people, good deeds”, with a focus on implementing a number of solutions such as: further promoting the dissemination and propaganda of the emulation movement and the contest in the patriotic emulation movement to raise awareness of the Party committees and authorities from the Department to the units about their important roles and positions in the new period; further promoting the close coordination among the government and the Party and Trade Union organizations, creating synergy, solidarity and unity in the implementation of the emulation movement, contributing to successful implementation of the sector’s political tasks; further promoting the “Study and follow Ho Chi Minh’s thought, morality and style” in association with the “Good people, good deeds” emulation movement and the writing contest about the good examples of “Good people, good deeds”. Opening the “Good people, good deeds”” section on DOSC’s website; promptly commending, and proposing to the Hanoi People’s Committee, DOSC’s Director to reward typical good examples of “good people, good deeds” discovered through patriotic emulation movements and writing contests, in order to propagate and duplicate the good examples, making it happen nationwide.
Participants in the meetings also join an exchange program and discussed various practical contents such as: the movement “All people unite to build a cultural life” – a fundamental factor in building and developing the cultural life at grassroots level; Promoting the “tradition of “when drinking water, think of its source”, showing gratitude to former politicians of Hoa Lo Prison; Effectiveness from renewing the propaganda about the “Good people and good deeds” movement, etc.

Speaking at the Meetings, Ms. Tran Thi Thu Ha, Deputy Head of the Emulation and Reward Committee of Hanoi city affirmed that Hanoi DOSC is one of the very few departments and sectors to organize the Meeting to commend “good people and good deeds” separately, to celebrate the 30th anniversary of the city’s launching the “Good people, good deeds” emulation movement and propose specific solutions to spread this beauty and make it a daily cultural lifestyle of the people of the capital. In the coming time, DOSC needs to deploy a more extensive movement to each family, each neighborhood group, continue to discover, foster, propagate and duplicate good examples, synchronously deploy solutions in each phase, each target group to innovate and promote quality and effectiveness of the movement, to meet the requirements and tasks of the city in the new situation.

On behalf of the Party Committee, the Board of Directors of the Hanoi DOSC, Ms. Tran Thi Van Anh, Deputy Secretary of the Party Committee, DOSC’s Deputy Director, Deputy Chairperson of DOSC’s Emulation and Reward Council, expressed her thanks to the Emulation and Reward Committee of the City and other departments and agencies for their attention and close coordination in implementing the emulation movements, especially the “Good people, good deeds” one. In 2022, DOSC has concretized its tasks with specific initiatives, creating the best conditions for grassroots cultural models to be effective in life; well performed its role as the standing agency in implementing the Program 06, Resolution 09 of the Hanoi Party Committee, organized holidays and events; fulfilled its commitment to UNESCO on building creative city; brought theater art into schools, implemented 02 Codes of Conduct in the city, especially contributed to the successful organization of the 31st SEA Games in Vietnam.
In the coming time, officials, civil servants and public employees of the culture and sports sector will focus on successfully organizing the 10th City Sports Festival and preparing forces to participate in the National Sports Festival that will take place in December 2022 and January 2023; further effectively promote the “good people, good deeds” movement with a more proactive attitude, more responsibility to well complete the assigned tasks.
At the meeting, the Hanoi DOSC commended and rewarded 88 individuals who won the title of “Good people, good deeds” at the Department level in 2022.
