Hanoi Department of Culture and Sports launches the contest “Innovative and effective models of law education and dissemination through cultural activities at grassroots level”

On March 25, 2022, the Ministry of Culture, Sports, and Tourism issued Decision No. 680/QD-BVHTTDL promulgating the plan to organize the contest “Innovative and effective model of law education and dissemination through cultural activities at grassroots level”. The contest aims to find, honor, and replicate typical initiatives and models of legal education and dissemination that are being implemented in practice or can be widely and effectively applied in practice through cultural activities at the grassroots; practically responding to the 2022 work theme of the Culture, Sports, and Tourism sector “Cultural environment building and staff organization at grassroots level”. All individuals and organizations are propagated and mobilized to participate in the work of law education and dissemination; forms of law education and dissemination are diversified to contribute to innovation and improve the quality and efficiency of law education and dissemination through cultural activities at the grassroots level. On April 12, 2022, the Contest Organizing Board issued the Contest Rules. Accordingly, the contestants include individuals and groups of individuals who are Vietnamese citizens, currently living, working, and studying in Vietnam and domestic organizations (Members of the Organizing Committee, The Jury and the Secretariat are not allowed to participate in the Contest).

Topics and content of the Contest: Effective initiatives and models through grassroots cultural activities for law education and dissemination (such as: Initiatives, models of mass art performances, mobile film screenings, mobile libraries, mobile propaganda, visual propaganda, community cultural activities, festivals, family conventions… by disseminating, propagating, introducing and thoroughly grasping new guidelines, policies and regulations of the law and mobilizing people and families to well observe the provisions of the law). Effective initiatives and models being implemented in practice or can be effectively applied in practice, thereby mobilizing people to raise their awareness of law compliance.

Contest forms: The contest is held in the form of a writing contest (it is recommended to illustrate with pictures, clips, documents, and other papers).

Content requirements: Correct topic, content according to the Regulations, do not violate the provisions of law on copyright, related rights, press and other relevant regulations. Have honest content, objective information, persuasiveness, practicality, applicability, and effective replication. Haven’t won prizes in other competitions. Do not copy other people’s work; The work must not be submitted to any other contests (if quoting content, images or documents for illustration, there must be specific and clear captions).

Form requirements: Entries are written in Vietnamese, short, easy to understand, clear, in the form of handwritten or typed (it is recommended to illustrate with pictures, clips, documents, and other papers).

The time to receive the entries starts from the date of the Contest’s launch to the end of September 30, 2022.

On the envelope of the letter of entry to the contest, the author should clearly state the contest entry “Innovative and effective model of law education and dissemination through cultural activities at grassroots level”.

The closing ceremony and awarding of the contest is expected to take place in November 2022 on the occasion of Vietnam Law Day (November 9).

In response to the Competition “Innovative and effective model of law education and dissemination through cultural activities at grassroots level”, the Hanoi Department of Culture and Sports asked the heads of departments and non-business units under the The Department performs the following tasks:

  1. Disseminate and fully implement the contents of Decision No. 680/QD-BVHTTDL dated March 25, 2022, of the Ministry of Culture, Sports and Tourism promulgating the Plan to organize the contest “Innovative and effective model of law education and dissemination through cultural activities at grassroots level” and the Contest Organizing Board’s Rules to all officials, civil servants, public employees, and workers, etc… of the units under their management in an appropriate form.
  2. Organize propaganda and mobilize cadres, civil servants, public employees, and workers … to participate in the contest to ensure quality and efficiency and submit the entries on time as prescribed, specifically:

– Regarding the number of entries: The number of entries is not limited, but each unit must have at least 01 entry.

– Regarding the topic, content, exam format and requirements of the contest entry: According to the Regulations of the Organizing Board of the Contest “Innovative and effective models of law education and dissemination through cultural activities at grassroots level” on April 12, 2022.

– Time and method of submitting the entries: Units may submit and directly send their entries to the Contest Organizing Board according to the provisions of Section 6 of the Regulations of the Organizing Board of the contest “Innovative and effective model of law education and dissemination through cultural activities at grassroots level”   At the same time, the number of submitted entries must be reported to the Department (via the Legal Department).

  1. Contents and activities related to the contest must also be posted and promptly updated on the Portal of the Department and the units./.
