The discussion revolved around the implementation of the City’s two Codes of Conduct (COC) within the district for the year 2023. The inspection team was led by Mr. Dinh Manh Hung, Deputy Director of the Department of Home Affairs.

According to the report from Ung Hoa District, right from the issuance of the two Codes of Conduct, the People’s Committee of Ung Hoa District promptly formulated and implemented numerous effective plans and documents. The dissemination of the two Codes of Conduct has been carried out through diverse and practical means, ensuring 100% participation and adherence by officials, public servants, employees, and laborers in the district. This aligns with the participation and implementation of the movement “Officials, public servants, employees, and laborers strive to embody the culture of the workplace and public spaces.” Consequently, the awareness of officials, party members, public servants, employees, and laborers in administrative agencies has significantly increased. The administrative units in the district have integrated the content of the Codes of Conduct into their activities, establishing criteria and standards as action slogans to contribute effectively to administrative reform and the development of a professional administrative system. They are actively building civilized behavior both in the workplace and public spaces across the district. All agencies and units have developed internal rules and working regulations closely tied to the implementation of the Codes of Conduct and the requirements of the Public Service Culture Scheme. Monthly evaluations of officials, public servants, and employees in connection with the implementation of the two Codes of Conduct are conducted rigorously and in accordance with regulations.

Various departments and agencies have been allocated workspaces with an environment that ensures sophistication, friendliness, brightness, greenery, cleanliness, and beauty. The overall movement to maintain the cleanliness of offices and the initiative to plant and decorate greenery, as well as display informative posters, have received active participation, yielding significant results. The workspaces for officials, public servants, and employees are scientifically arranged, fostering connectivity and providing convenient conditions for organizations and individuals when coming for official business. This approach aims to create a sophisticated, friendly, and professional working environment. In the execution of their duties, officials, public servants, and employees adhere strictly to the codes of conduct and carry out a public service culture, ensuring excellence in their performance. There is a clear direction for officials, setting standards for resolving work-related matters with organizations and citizens, both within families and society. Gradually, the establishment of cultural standards for officials, public servants, employees, and laborers in the district is taking shape. This is fostering a dynamic atmosphere of competition, intending to enhance the quality and effectiveness of the district’s workforce in this new phase. The overarching goal is to build an elegant and civilized community in Ung Hoa.

The district has undertaken instructional sessions for hamlets and neighborhood groups to construct and revise regulations and commitments aligning with the criteria for constructing new rural areas. This involves incorporating the content of the Codes of Conduct into their practices. The implementation of these rules is factored into the evaluation criteria for cultural titles such as Cultural Families, Cultural Villages, institutions, units, and businesses meeting cultural standards within the district annually. Additionally, the district has established a task force linked to inspecting the implementation of these conduct rules, integrating the criteria for evaluating year-end performances of officials, public servants, and employees in various agencies.

Furthermore, the rules of public conduct have been extensively disseminated to hamlets and neighborhood groups across the district. The public has actively participated in spreading awareness of these rules through conferences and stage-like presentations. Banners and slogans have been erected at cultural houses, historical sites, and crowded places to ensure easy accessibility for the public. The district People’s Committee organized the “Ung Hoa Joint Effort in Building a New Rural Landscape” competition in 2022 and 2023, contributing to a neat and clean appearance from the district center to communes and towns. A project introducing the concept of self-managed cultural houses has been issued, leading to the establishment of cultural and arts, sports, and library clubs. Currently, there are 72 such models in operation across the district, receiving annual financial support of 2 billion VND from the People’s Committee to purchase equipment. These serve as platforms for local residents in hamlets and neighborhood groups to engage, learn, and appreciate cultural values during the nation’s integration and development. Moreover, Ung Hoa district has enacted and implemented plans for constructing “Exemplary Civilized Cultural Villages” in the district for the period of 2021-2025. A survey and construction have commenced for eight villages, with initial criteria gaining popular support from the residents. Measures include installing house number plates, and directional signs, creating clusters of decorative flags and propaganda banners, restricting the use of gold leaf at funerals, and increasing the cremation rate during funeral ceremonies in hamlets and neighborhood groups. Notably, limiting the presentation of funeral wreaths, which incurs unnecessary costs, has been surveyed and implemented at the grassroots level in eight hamlets: Cao Lam in Cao Thanh commune, Mieng Ha in Hoa Son commune, Bat Chua in Lien Bat commune, Nhan Hoa in Hoa Xa commune, Tram Long in Tram Long commune, Ngoc Truc in Dong Lo commune, Dang Giang in Hoa Phu commune, Ngoc Dong in Phuong Tu commune.

During the working session, the inspection team contributed insights aimed at improving citizen services and elevating public satisfaction levels. They emphasized the need to intensify communication through various channels, employing visual aids and organizing specific activities to ensure that Ung Hoa’s officials and the public are well-versed in the Public Conduct Rules. To foster a civilized and sophisticated environment, the district must rigorously enhance inspection activities related to unit discipline and human behavior in Ung Hoa. Additionally, the district should prioritize recognizing and commending individuals and organizations making diligent efforts in implementing the Public Conduct Rules. This recognition serves to motivate and propagate the admirable actions and qualities of Ung Hoa’s officials and residents. In their evaluation of the one-door departments, the inspection team acknowledged that the basic equipment was in order. However, they recommended a thorough review of investments to incorporate modern facilities to better serve the public. Suggestions included the addition of seating areas for entities and citizens during their interactions.

Consequently, Ung Hoa has strategically identified tourism and culture as its spearhead for future development. Given this clear direction, leadership and guidance in the cultural sector receive consistent attention and importance. The focus is on cultivating refined and cultured individuals, with a central emphasis on implementing the Codes of Conduct. The district’s work philosophy is defined by a commitment to 1) uphold the rule of law, 2) provide excellent service, and 3) consistently listen and demonstrate the practical integration of the Codes of Conduct into their daily operations. The district is striving to substantially improve its administrative reform ranking this year, emphasizing real progress rather than mere rankings.

In his concluding statements during the working session, Deputy Director of the Department of Home Affairs, Dinh Manh Hung, commended the meticulous preparation of the inspection report while urging the district to refine it further. The aim is to provide a clearer understanding of the effective implementations and distinct limitations that the district has encountered. Following on-site inspections, the delegation highly praised the district’s commitment to infrastructure investment at the grassroots level, particularly at the Van Thai commune’s administrative headquarters. The facility was noted for its well-appointed premises, sophisticated equipment, and spacious working environment conducive to the activities of officials and employees. Additionally, Mr. Dinh Manh Hung recommended that the district leadership provide guidance to officers in various departments, and units, especially those in the one-door departments, emphasizing the importance of organizing documents and files in an orderly fashion and augmenting greenery. Simultaneously, there is a call to elevate the quality of the civil servants, public employees, and workers team, thereby enhancing their capabilities to better serve the public.
