Recently, Mr. Ngo Van Quy, Vice Chairman of Ha Noi People’s Committee, Head of the Steering Committee for the movement of “entire people’s unity in building the cultural life” chaired a conference to seek opinions to the draft scheme of “Improving the quality of a grassroots cultural model in the area of Ha Noi city” and “perfecting the system of cultural and sports institutions from the urbanity to the grassroots in the area of Ha Noi city”.
Pointing out the limitations
The draft scheme of “Improving the quality of a grassroots cultural model in the area of Ha Noi city” has made clear the positive aspects as well as constraints in terms of the quality of the cultural model at localities. Mr. Nguyen Khac Loi, Deputy Director of the Department of Culture and Sports noted that the scheme should have highlighted the current situations that this movement has been gradually given due concerns in the development of the models of cultured village, cultured family, cultured street group,.. which have contributed considerably to changes in the exercise of civilized way of life. However, one of the remaining problems is that the outcomes the movement has achieved are confined to the quantity, not quality. This is why, the scheme’s objective is to overcome the limitations and its criteria should be essential to life.

In addtion to that, the draft scheme of “perfecting the system of cultural and sports institutions from the urbanity to the grassroots in the area of Ha Noi city” has mentioned to the solutions to improvement of the quality and effectiveness the network of cultural, sports institutions, including the perfection and supplementation of the mechanisms and policies; the enhancement of manpower quality; the orientations for organization and operation of the cultural institutions.
Criteria to be appropriate with the realities
Acknowleging the comments and inputs, Vice Chairman of Ha Noi People’s Committee Ngo Van Quy requested Ha Noi Department of Culture and Sports that collaborate with the Departments, branches and funtional units to complete the draft scheme of “Improving the quality of a grassroots cultural model in the area of Ha Noi city”, so as to submit to the Municipal People’s Committee for consideration and adoption scheduled in May 2017.
