With the target of heightening the awareness and responsibility of executive committees of the party hierarchy, authorities, political – social organizations, agencies, units, officers, party members, officials, public civil servants, membership and residents in natural calamity prevention and rescuing people from danger; being ready to respond to extraordinary weather changes, in order to implement well 3 following targets: ensuring the safety of the system of dykes, dams, reservoirs and irrigational works; ensuring the safety of people and the state’s assets, stablizing political and social security and order; Education Committee of Hanoi Party Committee issued Instruction No. 35-HD/BTGTU regarding communication on natural calamity prevention and rescuing people from danger in 2017
Accordingly, communication contents focus on dissemination of guiding documents of the Government related to natural calamity prevention and rescuing people from danger with the focus as Instruction No. 05/CT-UBND of the city People’s Committee dated 29 March 2017 of the city People’s Committee on natural calamity prevention and rescuing people from danger in 2017.
Disseminate instructions of the city in fire fighting and prevention, including taking initiative in timely preventing, overcoming situations which possbily occur. Pay attention to dissemination for major areas on dyke routes or those areas which are often flooded.
There are 18 locations which are often flooded in rains with rainfall of 50 mm/2h – 100 mm/2h in Hanoi
Disseminate on natural calamity in all kinds, provide basic knowldege and experiences in storm and flood prevention and fighting; calling and giving guidance for residents on preparatory methods and self-organiztion of storm and flood prevention and fighting, mitigation of natural calamity in the locality following the motto “4 in place”. Proiding training and implementing options to ensure the timely treatment for incidents caused by floodings and storms.

Dissemianating responsibilities of authorities at districts, towns, wards and communes in management and protection of dykes in combination with timely finding out violations on Dyke Law, preventing and advising the effective treatment for such violations, disseminating the Ordinance on storm and flood prevention and fighting, the Ordinance on exploitation and protection of irrigational works from their establishment; especially authorities, agencies and dyke-edge unitss.
Commend and introduce authorities, groups and individuals which have implemented well communication and dyke improment. Simultaleously, criticize authorities, groups and individuals which have not implemented well prevention and fighting of natural calamity, floods and storm.
Propaganda and Training Commission of the Party Committee is the clue agency which gives instruction, guidance and inspection for propaganda activities in the entire city.
Executive Committee of the party hierarchy, authorities, districts, wards, towns, heads of relevant unit, Propaganda and Training Commission at level focus on the dissemination of departments’ duties, flood and storm fighting, natural calamity mitigation in 2017 in line with actual situation and conditions of the locality and unit.
The Departments of Culture and Sports, the Department of Information and Communicaton shall coordinate with relevant units to frequently updated the information on natural calamity situation and disseminate methods on fire prevention and fighting; give information on dealing with cases of violations to Dyke Law, Law on natural calamity prevention and fighting; give instructions on broadcasting on grassroots’ loudspeakers with attention paid to time and quality of dissemination contents, ensuring the most effectiveness.
The Department of Education and Training shall make a plan in coordination with relevant deparments, People’s Committee of districts, wards and towns shall implement safety methods for pupils in natural calamity; integrated extracurricular activities on propaganda, dissemination of response methods to natural calamity into the curriculum of education at grades to heighten the awareness and understanding of pupils.
Fatherland Front and political-social organizations from city to grassroots shall take initiative in conducting deep propaganda for officers and members; call for their participation in prevention and fighting of floods, storms and natural calamity.
Newspaper, radio and news of the city shall coordinate with the Steering Committee for natural calamity prevention and fight at levels and relevant agencies shall open columns which reflect activities in prevention and fighting of floods, storms and natural calamity. Increase the duration of news, paper of propagandise, disseminate the city’s legal regulations on dyke, in prevention and fighting of floods, storms and natural calamity, rescuing people from dangers.
