Over the past nearly three years, the vigorous implementation of cultural development, the elevation of human resource quality, and the cultivation of refined and cultured Hanoians have been collectively pursued with fervor by the Thanh Tri District authorities and its residents, yielding positive outcomes.

According to Mr. Nguyen Van Hung, Vice Chairman of the People’s Committee of Thanh Tri District, as of now, 7 targets have been exceeded, 7 have met the goals for the term, and efforts are ongoing to ensure progress with the remaining 5 targets, aiming to complete and surpass them.

Within the district, there are currently 154 historical and cultural relics and 45 traditional festivals, comprising 88 recognized and ranked relics. Among them, 65 are nationally ranked, and 23 are city-ranked. Additionally, there are 8 places commemorating revolutionary events. The system of honorary plaques at Yen Phu communal house, Lien Ninh commune, Trieu Khuc communal house, Yen Xa communal house in Tan Trieu commune has been acknowledged as valuable and rare archival material.

There are currently 154 historical and cultural relics in the district.

The district boasts a diverse and rich system of intangible cultural heritage, including folk art performances, social customs, and folk knowledge, especially the traditional festivals maintained and transmitted through generations in various localities. An exemplar is the Trieu Khuc Festival in Tan Trieu commune. Notably, activities such as drum dance, lion dance, flag running dance, and coin veil dance have been recognized as National-level Intangible Cultural Heritage.

Given the extensive cultural and revolutionary heritage system, the Thanh Tri District authorities place significant emphasis on implementing preservation, enhancement, and valorization measures for these cultural assets. Right from the beginning of the term, the Thanh Tri District Party Committee directed the construction and approval of the project “Renovation, Improvement, and Promotion of the Values of Historical and Cultural Relics and Traditional Festivals in Thanh Tri District for the 2021-2026 period,” with a total budget of VND 356,138 million.

After 2 years of implementing the project, aiming to address difficulties in mobilizing social resources, and accelerate the restoration, improvement, and promotion of relic values, the District People’s Council has issued Resolution No. 37/NQ-HDND, deciding to allocate the budget for 100% of the original replacement items instead of the previous approach supporting 60% of the original items, as determined at the beginning of the term. During the period 2020-2025, the district has been actively executing 62 restoration and embellishment projects for historical sites, with an estimated budget of VND 814 billion.

Cultural activities develop widely

To enhance the quality of human resources, the district has concentrated on directing the serious and effective implementation of fundamental and comprehensive innovations in education and training linked to the needs of socio-economic development. As of June 2023, 63 out of 73 public schools in the entire district have met national standards, achieving 86.3%, surpassing the target by 4.3%. Among them, 17 schools meet national standards at level II, making the district lead in the proportion of schools meeting national standards within the district.

“In the upcoming period, the district will continue to vigorously implement the effective initiatives, plans, tasks, and solutions in each area outlined in Program 06 of the City Party Committee, closely tied to the execution of Program 07 of the District Party Committee Executive Board on “Development of social-cultural aspects; fundamental and comprehensive innovation in education and training; ensuring social welfare; building refined and cultured Hanoians during the 2020-2025 period.” We strive to complete and exceed the 19 specific targets of the program,” stated Mr. Nguyen Van Hung, Vice Chairman of the People’s Committee of Thanh Tri District.

Addressing the “bottlenecks” for sustainable cultural development

Speaking at the working session of Inspection Team 1 of the Steering Committee for Program 06-CTr/TU of Hanoi City regarding the implementation of Program 06 in Thanh Tri District on June 30, Vice Chairwoman of the City People’s Committee Vu Thu Ha asserted that Thanh Tri District has executed the specific, high-quality contents of Program 06 correctly, with a clear direction. The district has chosen focal points for implementation, yielding initial and distinctly positive results, with all basic indicators showing optimism and surpassing the set targets.

Preservation and development of intangible culture

Despite facing challenges and needing more efforts to transform the district into an urban area, the district has demonstrated innovative approaches in its implementation, yielding tangible results. Examples include investing in the construction of schools, building swimming pools, and implementing comprehensive swimming programs. Moreover, in public investment, the district has focused on implementing its assigned tasks and coordinated with departments/agencies to ensure progress, meeting requirements with seriousness, substance, and creativity.

In the forthcoming period, Vice Chairwoman Vu Thu Ha emphasized the need for planning, positions, investment plans, and ensuring that 100% of communes and towns have Cultural and Information Centers. Alongside preparing investment resources, there must be a model for efficient activity organization. In addition to focusing on investing in the restoration of historical sites, ensuring the original values post-restoration is crucial and requires careful attention during implementation.

Furthermore, attention should be given to collecting and digitizing data to preserve documents related to historical sites. The district also needs to calculate a reasonable budget to link national intangible cultural products with tourism development, reflecting the local cultural identity.

Vice Chairwoman of the City People’s Committee highlighted that investing in the construction of schools must meet the scale and population growth rate requirements. Prioritizing investment and allocating resources sensibly is crucial. Additionally, exploring options for cultural performance activities that directly meet the needs of local residents, with financial mechanisms and ordering mechanisms to mobilize various forces to participate, is necessary.

Widespread sports and physical fitness movement

Deputy Secretary of the Hanoi City Party Committee, Nguyen Van Phong, stated that Program 06-CTr/TU has garnered attention from the city, with a systematic and serious implementation featuring numerous specific solutions. This has led to a positive shift in awareness from the city to the grassroots. Notably, cultural life has spread to every alley and neighborhood. The program’s results have significantly contributed to enhancing the quality of life and education in the capital, positioning Hanoi as a leader in cultural development. Particularly in the past half-term, especially since 2022 when Resolution 09 was issued, several localities swiftly adopted robust measures, resulting in noticeable transformations.

Deputy Secretary Nguyen Van Phong proposed that Thanh Tri District take even more decisive measures to ensure the substantive implementation of Program 06, with its impacts reaching the people. Simultaneously, a calm, analytical evaluation of the district’s advantages and obstacles related to infrastructure, economy, culture, and residents’ lives is crucial for sustainable development.

He commended Thanh Tri District for implementing Program 06 systematically and seriously, with numerous specific measures, creating a positive shift in awareness from the district to the grassroots. This outreach extends to every alley, neighborhood, hamlet, and citizen. The program’s outcomes have actively contributed to improving the residents’ quality of life and education in the capital, playing a part in making Hanoi a cultural leader that preserves, honors, and absorbs the quintessence of human culture within the city.

Deputy Secretary Nguyen Van Phong also analyzed that, compared to suburban districts, especially those transitioning to urban status, Thanh Tri is a region rich in historical and cultural traditions, known for its scholarly traditions. However, it faces limitations in terms of transportation infrastructure, and an unplanned urbanization pace leading to population concentration in some areas, burdening the district’s technical infrastructure. Cultural and educational infrastructure is also limited, affecting cultural and spiritual aspects, and causing disparities.

He emphasized that Thanh Tri District needs to anticipate an increase in population scale upon urbanization, as this will impact the distribution of population, culture, and lifestyles, especially in traditional villages. Furthermore, the district should develop a specific plan to exploit and leverage its traditional values for tourism and cultural industry development. It should resolve two projects concerning the memorial area of Chu Van An and the renovation of the historical site in Ngoc Hoi, and build a more substantial cultural life in residential areas and new rural areas, particularly addressing environmental issues. The district should continue focusing on cultural infrastructure at schools, residential areas, etc.
