The conference was held on the 68th anniversary of Capital’s Liberation Day (October 10, 1954 – October 10, 2022). In the speech at the opening ceremony, Mr. Tran Sy Thanh, Chairman of the City People’s Committee, Chairman of the Emulation – Commendation Council of Hanoi city recalled the heroic history of Hanoi capital on the occasion of the 68th anniversary of Capital’s Liberation Day. He affirmed that, looking back on the past journey, Hanoi was proud to have always fulfilled our role and historical mission well in the struggle for national defense as well as in the period of country construction and development; worthy of the “Heart of the whole country”, worthy of the noble titles and awards Gold Star Medal, Ho Chi Minh Order, “Heroic Capital”, “City For Peace”, etc awarded by Party, State and international friends.
Chairman of the City People’s Committee said that these achievement were due to the wise leadership of the Central Committee, the leadership and direction of the leaders of the Party, State, National Assembly and Government, the support of the central committees, ministries, branches and organizations, the effective coordination of localities, the cooperation and sharing of compatriots and soldiers nationwide. Especially, it is due to the support and consensus of generations of cadres, party members, armed forces and people of all classes in the capital, who had united, fought bravely, worked diligently, creatively, and actively participated in the patriotic emulation movements of the capital.
Comrade Tran Sy Thanh said, fulfilling the wish of President Ho Chi Minh during his lifetime: “Hanoi, the capital of the country, more and more good people, good deeds”, and according to the suggestion of the Advisor of the Central Committee of the Party, Pham Van Dong, Hanoi had become the first city in the country to launch and organize the emulation movement of Good People and Good Deeds since 1992.
With the active participation of the political system, the emulation movement of Good People and Good Deeds of the city has been implemented synchronously, seriously with many measures and contents which are suitable, close to reality and meet the requirements and aspirations of the majority of people in the capital over past 30 years. In particular, the patriotic emulation movement in general, the emulation movement of Good People, and good deeds in particular of the Capital spread up in the past 2 years, in the context of the complicated and unpredictable developments of the Covid-19 pandemic.
Chairman of the City People’s Committee acknowledged: “Over the past 30 years, the movement of good people and good deeds of the capital has become a cultural lifestyle and a unique identity of the land of thousands of years of civilization”.
Up to now, the city has had nearly 30,000 individuals awarded the title of “Good people, good deeds”, 119 individuals with positive and typical contributions, who have been awarded the title of “Elite Capital Citizen”. At today’s conference, the city has continued to award the title of “Good people, good deeds” to 747 individuals; awarded the title of “Elite Capital Citizen” to 10 typical individuals, who have contributed to embellishing the “flower garden” of good people and good deeds of the Capital.

In order to promote the positive results of the emulation movement of Good People and good deeds of the city in the past 30 years, to continue to deploy and organize the effective implementation of this emulation movement in the following years, on behalf of the Party, the government and the City Emulation – Commendation Council, Chairman of the City People’s Committee Tran Sy Thanh launched the emulation movement “Good people, good deeds” in 2023 focusing on 5 main contents.
Of which, the Chairman of Emulation – Commendation Council suggested that all levels and branches to grasp President Ho Chi Minh’s thought on “Good people, good deeds”, effectively implement the Directive of the Hanoi Party Committee on promoting the emulation movement of “Good people, good deeds” in the city, strengthen the leadership and direction of the Party committees, authorities and heads of each locality and unit so that the movement “Good people, good deeds” would become more and more substantive and pervasive, and become regular task of each level, each branch, each agency and unit. Emulating and striving to complete the socio-economic development goals and targets in 2022, facilitating for successfully implementing the tasks in 2023 and the 5-year socio-economic development plan 2021-2025 as well as the Decree No. Resolution of the 17th Congress of the City Party Committee.
The Chairman of the City People’s Committee noted that all levels and branches from the city to the grassroots continued to effectively detect, foster, propagate and replicate the role models and writing contests on the typical role models, good people, good deeds, to reward to right people, right job in timely manner, to create a spread in society. Focusing on rewarding to workers, farmers, officials, public servants, public employees who had made great contributions to the construction and development of the Capital.
“Doing a good deed for the community is multiplying joy and happiness for yourself. Giving, sharing and dedicating with practical actions, whether recognized or unrecognized, are all very appreciative. The historical and cultural traditions and the creative ability and persistent energy of the Vietnamese people in general and the people of the capital in particular, are the driving force for each of us to continue to promote our creative spirit and humanity through practical actions and deeds that bring joy and happiness to the community”, the Chairman of the City People’s Committee emphasized.
