Accordingly, the subjects to be studied and proposed to review, adjust and supplement mechanisms and policies to attract talents and sports talents that the City is aiming for are: Students, athletes who are studying, practice and compete at physical training and sports schools, sports centers, sports associations and federations, domestic private physical training and sports organizations, and Vietnamese athletes living, studying and working abroad. Including gifted athletes: students, athletes with psychological and physical qualities suitable for training and fostering to become professional sports athletes. Talented athletes: Athletes who won gold medals at the National Games, Southeast Asian Games and higher-scale games.
For coaches: Being athletes or persons, at home and abroad, have passion for sports, outstanding ability, practical experience in training and competition, good character and moral qualities, ability in learning, training, to be trained to become a coach (regardless of nationality).
For institutions that train talented and gifted athletes: Clubs, sports centers, cultural, information and sports centers, federations, associations, and sports associations, private units, etc. have sufficient conditions for human resources to perform the recruitment, and training of talented and gifted athletes.

The study and proposal of mechanisms and policies are based on reviewing, adjusting and supplementing the city’s regimes and policies on recruitment, training, fostering, recruitment and treatment of talents in constitution and sports. Developing a mechanism to attract high-quality human resources, encouraging domestic and foreign resources to participate, contribute to connection, enhance integration capacity, improve Vietnam’s sports capacity and standards to be on par with the continent and world. At the same time, discovering, selecting, training and fostering talented and gifted athletes in competitive sports of ASIAD, Olympic and other fields that are strengths of Vietnam, and talented, highly qualified coaches with professional reputation, rich experience, having special ability to train athletes getting medals in domestic and international games; Hanoi strives to maintain its title as the leading sports center in the country, contributing to gradually turning Vietnam into a country with a developed professional sports industry in the continent by 2030. The building of a mechanism to attract talents also promotes the socialization of physical training and sports, gradually builds a mechanism and market for athlete transfer, develops professional sports, brings into play the role of sports organizations, enterprises, sports federations and associations in the selection and training of high-achieving athletes.
By 2025, the City will perfect the system of mechanisms and policies to attract sports talents and submit them to the City People’s Council for approval. In period 2026-2030, they will be updated, adjusted and supplemented to suit the new demand.
