The celebrating anniversary was co-organized by the Central Party Committee, the state president, the National Assembly, government, the Central Committee of   Fatherland Front of Viet Nam and Ha Noi People’s Committee.

Attending the anniversary, on the part of the central bodies, were Politburo member, Chairman of the National Assembly Nguyen Thi Kim Ngan; former Party Secretary General Nong Duc Manh; former Chairman of the National Assembly Nguyen Van An; former Chairman of the National Assembly Nguyen Sinh Hung; Politburo member, Permanent Party Seretariat Tran Quoc Vuong; leaders and ex leaders of the state and party, the Central Committee of Fatherland Front of Viet, revolutionary elders, heroes of the People’s Armed Forces, Labour heroes, representatives of the provincial and municipal National Assembly’s delegations.

On the part of Ha Noi delegates were Politburo, Secretary of Ha Noi Party Committee, Head of Ha Noi National Assembly’s delegation Hoang Trung Hai; Central Party Committee member, Deputy Permanent Secretary of Ha Noi Party Committee Ngo Thi Thanh Hang; Deputy Secretary of Ha Noi Party Committee, Chairwoman of Ha Noi People’s Council Nguyen Thi Bich Ngoc; together with the Standing Committee’s members of Ha Noi Party Committee, and others…

In her speech, Chairwoman Nguyen Thi Kim Ngan honourably recalled Nguyen Van To’s life and career – the first Head of the National Assembly’s Standing Committee of the Democratic Republic of Viet Nam. He was an intellectual with deep patriotism, a capable leader of the National Assembly and Government, a learned cultural activist of the nation, a closest and dearest associate of President Ho Chi Minh and a outstanding son of the motherland of Ha Noi.

 In her speech, Chairwoman of the National Assembly stressed the worthy and great contributions dedicated by Nguyen Van To to the whole common achievements.

On the 6th January 1946, in the general election voting for the first National Assembly in the entire country, Nguyen Van To was elected by the people as the National Assembly’ deputy and then on the 2nd of March 1946, at the first session of the 1st tenure National Assembly, he was voted as the first Head of the National Assembly’s Standing Committee of the Democratic Republic of Viet Nam.

National Assembly’s Chairwoman made clear that one of Mr. Nguyen Van To’s devotions in the capacity of the first Head of the National Assembly’s Standing Committee was that he had led the National Assembly in providing comments, constructing and approving of the 1946 Constitution – the first Constitution of our country, with the advanced contents and ideologies which have been bearing sustainable and deep meanings until today.

She also added: Celebrating the 130th birthday of Mr. Nguyen Van To was an opportunity to venerate and remember his great exploits and contributions to the revolutionary cause of Viet Nam as well as to show the Vietnamese people’ moral philosophy of “to be grateful to ones’ benefactors”.
