The notice clearly states that, for implementing the Work Program for 2021, the Department of Culture and Sports has issued plan No. 224/KH-SVHTT dated May 14, 2021, on organizing the 2nd contest “Friendly Residential Group Leaders” 2021 in Hanoi city in the form of live theatrical. However, due to the complicated situation of the Covid-19 pandemic, to ensure the prevention and control of the pandemic and the completion of tasks according to the set plan, the Department of Culture and Sports announced a change in the form of organizing the 2nd contest “Friendly Residential Group Leaders” 2021 in Hanoi city in the form of video clips.
In the preliminary round, the People’s Committees of districts, towns, based on the actual situation in the locality, organize a preliminary exam to select 1 candidate to participate in the City’s preliminary examination. Candidates participating in the preliminaries send 01 video clip (in the form of disk printing, USB) together with the registration document certified by the People’s Committee of the district, town or the Department of Culture and Information. The length of the video clip is not more than 10 minutes, including 02 parts: Introduction and Talent. The Jury will mark and select 10 candidates for the City level final exam.
10 contestants selected for the final round will also participate in the form of staging 01 video clip of no more than 15 minutes in length, which includes an Introduction (duration no more than 3 minutes) with an introduction to themselves, the locality of employment, achievements in the employment period; the gifted competition (no more than 06 minutes) presents 01 gifted performance in forms suitable to their forte (singing, dancing, drama, reciting poetry, etc.) praising the homeland, country, Party, Uncle Ho…; the presentation exam (duration no more than 06 minutes) focuses on organizing and implementing the movement to build grassroots cultural life.
Depending on the situation of the Covid-19 pandemic, the activities that take place must ensure the requirements of pandemic prevention and control, the directives of the Central Government and Hanoi City.
The “Friendly Residential Group Leaders” contest was organized to enhance the position and role of the leaders of the residential groups; consolidate knowledge and skills in organizing and implementing the movement “All people unite to build a cultural life” contributing to further promoting the construction of grassroots cultural life.
