The third seminar was held to collect opinions from the Departments, branches and mass organizations of the City; districts, towns and townships; Management Board of a number of special national monuments and national monuments in Hanoi city to contribute and propose to the draft Scheme “Development of cultural industry in Hanoi capital period 2021 – 2025 with orientation to 2030, vision to 2045” and draft specialized resolution on “Development of cultural industry in Hanoi capital period 2021 – 2025 with orientation to 2030, vision to 2045”.
The seminar was chaired by Deputy Secretary of the City Party Committee, Head of the Steering Committee for Program 06/CTr-TU of the City Party Committee on “cultural development, improvement of the quality of human resources, building of elegant and civilized Hanoi people” Nguyen Van Phong, and attendees were Member of Standing Committee, Head of Propaganda and Education Department of the City Party Committee Bui Huyen Mai; Vice Chairman of the City People’s Committee Chu Xuan Dung; Director of Hanoi Department of Culture and Sports Tran The Cuong and representatives of departments, agencies, branches and mass organizations, districts, towns and townships and the management board of a number of special national monuments and national monuments in the city.

Speaking at the opening of the seminar, Head of Propaganda and Education Department of the City Party Committee Bui Huyen Mai emphasized that on the 20th anniversary of Hanoi’ title of “City for Peace” awarded by UNESCO, on October 30, 2019, Thanh Hanoi City continues to be honored (with 66 cities in the world) as a member of UNESCO’s “Creative Cities Network” in the field of “Design”. This event helped set the goal of developing a new culture, inspiring creativity and positioning a new brand for Hanoi in the international arena; a favorable step for the capital to promote the synergy of economic, political and social resources, especially, to exploit and maximize cultural and human resources, and at the same time decide to focus on transforming that resource into “soft power”, ensure to strongly promoting the inheritance and development of the cultural and creative flow of the thousand-year-old capital. That is also the task set after Hanoi was recognized as a “Creative City”.

At the third seminar, the City Party Committee consulted with the Departments, Boards, branches and mass organizations of the City; districts, towns and townships, the Management Board of a number of special national monuments and national monuments in Hanoi city as the units that will directly implement concretively when the Resolution is issued. This seminar focused on certain issues such as clearly identifying the potentials and strengths of their respective industries, localities and units in the fields of cultural industry; selecting the field of cultural industry that the sectors, localities or units consider feasible to implement, assessing implementation capacity, forecasting advantages and difficulties and challenges in the implementation process, proposing breakthrough tasks and solutions, creating clear changes to promote the cultural industry of branches, localities and units to contribute to promoting the cultural industry in the capital, at the same time, proposing ideas and initiatives for consultation and suggestion, solutions and recommendations to the City on mechanisms and policies to facilitate the development of cultural industries in industries, agencies, units and localities.

The seminar attracted more than 40 comments to contribute to the content of the draft Scheme “Development of cultural industry in Hanoi capital period 2021 – 2025 with orientation to 2030, vision to 2045” and draft specialized resolution on “Development of cultural industry in Hanoi capital period 2021 – 2025 with orientation to 2030, vision to 2045” towards goals in each period in order that by 2045, Hanoi “has a high quality of life; comprehensive and sustainable economic, cultural and social development; is a globally connected city with international competitiveness…”.

Speaking at the seminar, Mr. Pham Tuan Long – Chairman of Hoan Kiem District People’s Committee affirmed that Hanoi has an advantage in culture much greater than that of other localities. This is also the convergence of many writers and artists, many creative products created by Hanoi people recognized by the world. The system of craft villages and heritages of the capital is also very rich but still encountered many difficulties in development orientation; designs are not highly applicable; product promotion is not focused but mostly implemented by artisans themselves… With many advantages, but for the development of cultural industry, Hanoi needs to clarify which areas should be prioritized. Currently, the support for cultural development is insignificant; the artists are operating quite independently… “We need to pay attention to the artisans and artists and cultural products to create the good cultural environment so that they can promote their products, for example, in Hanoi, today, some galleries hold auctions of fine artworks to increase our revenue while also controlling art quality” – emphasized Mr. Pham Tuan Long.

Rector of the Le Hong Phong School of Staff Training Pham Minh Anh said that the potential and strength of the cultural industry in Hanoi is great, but the problem of piracy in the city is still quite common, not only discouraging innovators but also affecting healthy competition in the market. Meanwhile, Secretary of Me Linh District Party Committee Do Dinh Hong said that it is necessary to define a list of tasks according to a specific roadmap for effective implementation in which attracting investment for people – creators as well as enjoyers of creative products – needs special attention, from mechanisms and policies to support people to training and fostering to improve capacity and qualifications…

Deputy Director of the Department of Tourism Tran Trong Hieu said that Hanoi has great potential in developing literary tourism into a spearhead economic sector of the capital. Hanoi will need to combine tourism development with the preservation and promotion of cultural and historical values ​​of the capital and the nation, with the protection of nature and the environment in a sustainable way. Tourism development must pay special attention to the development of cultural tourism, taking cultural tourism as the basis, the foundation for the development of other types of tourism.

Soon concretizing goals and solutions to develop the capital’s cultural industry

Concluding at the seminar, Mr. Nguyen Van Phong – Deputy Secretary of the Hanoi Party Committee affirmed that Hanoi has determined that building and developing culture and people is one of the very important tasks and potential and advantages in promoting cultural soft power towards building a new appearance and cultural environment for the Capital. In the past several consecutive terms, the City has had a work program dedicated to building elegant and civilized Hanoi people and developing Hanoi’s culture. However, the results are still not as expected. The problem for Hanoi is to find an appropriate solution. Hanoi becomes a member of the Creative Cities network (design field) because the city is always interested in cultural development and exploiting and promoting traditional values. But now, in the context of globalization with great competition between countries, creativity is the decisive factor. The field of Design is very important content, governing and affecting many industries and fields, especially those related to the cultural industry. Focusing on that, we will both promote and exploit the tradition and take advantage and quickly approach the development of the world.

 Mr. Nguyen Van Phong – Deputy Secretary of the City Party Committee, Head of the Steering Committee for Program 06/CTr-TU delivered the closing speech.

Mr. Nguyen Van Phong noted the comments of the departments, agencies, branches and localities to complete the project. The project needs to be supplemented with necessary data, and at the same time specify the tasks in each stage, and the solutions must be feasible. For the Draft Resolution, it is necessary to readjust the structure, absorb and supplement certain solutions of planning and resources and coordinate to effectively exploit the cultural resources of the Central Government in the City.
Development of cultural industry in Hanoi capital period 2021 – 2025 with orientation to 2030, vision to 2045 “Development of cultural industry in Hanoi capital period 2021 – 2025 with orientation to 2030, vision to 2045” as the basis to suggesting districts, towns and cities to take the initiative in building early plans, orientations, projects and schemes. Localities need to pay attention to immediately reviewing the overall planning on culture in the area, and at the same time public investment in projects in the field of culture because one of the factors to assess the quality of life of the people today’s people are the social infrastructure and cultural life. “This is also an investment in-depth and related to the sustainable development associated with the creation of the identity of each locality and unit,” emphasized Mr. Nguyen Van Phong.
Mr. Nguyen Van Phong also suggested that the Party Committee of the City People’s Committee soon direct the departments and branches to immediately study solutions on mechanisms and policies such as the autonomy mechanism for art troupes, investment in facilities, liberation of the creativity of writers and artists within the framework of laws and policies on supporting businesses to build creative spaces… to soon realize and develop cultural industries into spearhead economic sectors with development in both quality and quantity, contributing to the overall growth of the Capital.
