Participants in walking space are required not to bring pets, livestock or poultry. Street vendors, bootblacks and salespersons stalking tourists are prohibited. It is also not allowed to use equipment and instruments such as speakers, radios, trumpets, drums to spread high-powered sound into the environment.

For business organizations and individuals, it is required to comply with regulations on commercial civilization such as: Communicate with customers in polite and courteous manner; do not compete to entice or do price squeezing; have a price list and sell products and services at the listed prices; use signs properly. In addition, organizations and individuals doing business during the operation of the pedestrian space must declare and register their business, and are only allowed to trade in goods in accordance with the planning according to the plan for organizing their service, trade and tourism activities approved by Hanoi city; do business on time; do not display goods and items encroaching on sidewalks and roadways; ensure safety when using electricity, safety in fire prevention and fighting and rescue; ensure food safety.
Organizations and individuals keeping vehicles must be licensed and not charge excessive parking fees at streets adjacent to streets in the pedestrian space of Hoan Kiem Lake and its vicinity. In addition, the regulations are also stipulated for organizations and individuals engaged in cultural, artistic, physical training and sports and other activities. In particular, it is worth noting that the organization of art performances in the walking space of Hoan Kiem Lake and its vicinity must be notified to the competent authority as prescribed in Article 9 of Decree No. 144/2020/ND-CP dated December 14, 2020 of the Government providing for performing arts activities at least 5 working days before the expected date of the art performance organization. In addition, the organization must ensure compliance with business operations, security conditions, social order and safety, fire prevention and fighting, rescue, and environment, etc. Organizations and individuals that bring audio equipment, instruments and devices into the pedestrian space of Hoan Kiem Lake and its vicinity to organize activities must present a written permission from a competent state agency. Advertisements are not allowed in any form without the permission of the competent authorities.
Regarding regulations on commercial civilization, business organizations and individuals must: Communicate with customers in a polite and gentle manner, dress neatly and not offensively, and do not compete to entice or do price squeezing, have a price list of and sell products at the correct listed prices; use signs properly.
Organizations and individuals doing business during the operation of the pedestrian space must declare and register their business, and are only allowed to trade in goods in accordance with the planning according to the approaches on organization of service, trade and tourism approved by Hanoi City (including: activities of displaying and introducing handicraft products, products of traditional craft villages; activities of organizing programs and events of culture, art, trade promotion, tourism and investment, services of culture, sports, art, refreshments, fast food); pay taxes and fees as prescribed.
Regarding public lighting, LED lighting with natural white light should be used. In service spaces, it is recommended to use energy-saving light sources (LED) with colors consistent with the building architecture and surrounding landscape.
Furthermore, it is also regulated to properly use the permitted business area; Do business on time, do not display goods and items that encroach on sidewalks and roadways. Organizations and individuals keeping vehicles must be licensed and not charge excessive parking fees on streets adjacent to streets within walking space, etc.
At the same time, guaranteed conditions, equipment, vehicles and staff fully participating in fire prevention and fighting training courses are necessary. Disease prevention work must be implemented in accordance with the direction of the Central Government and Hanoi City.
Along with that, it is required to ensure safe use of electricity; fire prevention and rescue; food safety; environmental sanitation; equipment of closed, covered waste containers which are collected daily./.
