Implementing Decision No. 522/QD-UBND dated January 25, 2017 of the Hanoi People’s Committee on promulgating the Code of Conduct for cadres, civil servants, public staff and employees in agencies of Hanoi city and Decision No. 1665/QD-UBND dated March 10, 2017 on promulgating the Code of Conduct in public places in Hanoi city, Phu Xuyen District People’s Committee has issued many plans and documents of timely and effective implementation. The propaganda of 02 Codes of Conduct is carried out in many rich, diverse and practical forms, ensuring 100% of cadres, civil servants, public staff and employees in agencies and units of the district to respond and implement the emulation movement “Officers, civil servants, public staff and employees emulate the implementation of office and public culture”. Thereby, the awareness of cadres, party members, civil servants, public staff and employees in agencies and administrative units has been significantly improved. The agencies and units in the district have applied the content of the Codes of Conduct in their activities, built criteria and standards into action slogans for implementation, contributing to the good implementation of administrative reform and building professional administrative foundation; building a force of cadres, civil servants and public employees with “Discipline – Responsibility – Dedication – Friendliness”; building civilized behavior in offices and public places in the district.

Besides the achieved results, Phu Xuyen district still has some weaknesses such as a few cadres, civil servants, public staff and employees who have not seriously implemented working time and thrifty practices. The organization of propaganda and mobilization of the People to implement the Codes of Conduct in some units has not been paid much attention, especially the implementation of the Code of Conduct in public places still has some shortcomings.
In Thanh Oai district, Thanh Oai District Party Committee issued Program No. 04 on “Development of culture and tourism; improvement of the human resource quality; building of elegant and civilized Thanh Oai people in the period of 2021 – 2025″, in which the district identified the building of elegant and civilized Thanh Oai people as one of the three important contents of the Phase 1 within the Program of period 2021 – 2025, and promoting the implementation of the 02 Codes of Conduct is considered as one of the key tasks to ensure the effective implementation of the above content. The district has held deployment conferences to relevant divisions, sections and units of the district, People’s Committees of communes and towns with the participation of Fatherland Front Committees and socio-political organizations in order to widely execute the tasks, solutions and methods of implementing the 02 Codes of Conduct of the City with new ways, suitable to the actual situation of the district to a large number of cadres, civil servants, public staff and employees and all other people.

The district has printed and distributed 58,000 leaflets of the Code of Conduct in public places; 5,000 leaflets of the Code of Conduct of cadres, civil servants, public staff and employees in agencies; installed more than 250 visual propaganda panels; listed 596 large-format A0 boards of the Code of Conduct in public places; 155 large-format A0 boards of the Code of Conduct of cadres, civil servants, public staff and employees at the headquarters of agencies, units and schools in the district. The Home Affairs Department is directed to advise the District People’s Committee to establish a public service inspection team working on the implementation of the 02 Codes of Conduct, and to include the criteria for implementing the Codes of Conduct in the year-end review for cadres, civil servants and public staff in the agencies.
However, the propaganda work in some establishments has not been regular and extensive. Some employees still smoke and do not have a high sense of keeping the environment and workplace hygiene; Some people still violate traffic law, etc.

Through the meeting, the inspection team suggested that the districts continue to strengthen the propaganda of the two codes of conduct to create a widespread to all cadres, civil servants, public staff and employees in the district, associated with the emulation movements of the district and the city. It is also recommended to promote the inspection of official duties and professions of agencies and units on a regular basis; Launch peak emulation sessions, welcome activities to honor innovative individuals, good examples, practices, and models in the implementation of the 2 Codes of Conduct. Since then, the perception of cadres, civil servants, public staff and employees, members of mass organizations across the district will be transformed in a positive direction. The delegation also suggested the localities to perform well the work of emulation and commendation, and proposed the collectives and individuals that performed well in the emulation movement to implement the 2 Codes of Conduct for the City to reward. Simultaneously, it is directed to pay attention to, encourage and motivate the emulation movement, creating a vibrant atmosphere throughout the district, contributing to building the image of elegant and civilized Hanoians.
