Ha Noi Municipal Party Committee has just given notice No. 818-TB/TU on the results of supervision of the direction, guidance, and organization of the implementation of the administrative reforming process; the enhance of morale, sense of responsibility, and quality of service to the people of the officials and civil servants; the implementation of the “Five Administrative Disciplines of 2017” program; and plan No. 01/KH-BCD197 dated March 3, 2017 of the Steering Board 197 on strengthening the inspection, monitoring, and handling of violations of traffic order and safety and urban order and public order on roadbeds, sidewalks, as well as violations of vehicle parking lots in the city.

The monitoring results showed that the Party committees and authorities of the monitored agencies and units understood thoroughly and strictly implemented program No. 08-CTr/TU of the Municipal Party Committee and State’s and city’s documents on administrative reforms, consolidated program steering boards, assigned officers to be in charge of administrative reforms, and implemented the six administrative reforming contents synchronously. Administrative reforming continued to be considered by the agencies and units as a key, cross-cutting, and breakthrough political task;

Agencies and units have developed and promulgated a number of documents to guide and direct the enhancement of implementation of administrative reforms to create a strong move in terms of morale, sense of responsibility, and quality of service to the people of officials and civil servants; to review, amend, or propose for amendment of legal documents; and to review administrative procedures under their jurisdiction in order to step by step raise the quality and rate of implementation of administrative procedures at levels 3 and 4.

The administrative reforming processes of the monitored districts and departments have gained positive results, contributing to enhancing administrative discipline, reforming the way of leadership, and enhancing sense of responsibility and efficiency in serving the people which was highly appreciated by the public. Facilities for administration reforming have also been invested in to increase the level of satisfaction of the people with state authorities.

Agencies and units have strictly implemented Resolution No. 39-NQ/TW issued by the Politburo, promptly implemented the decisions given by the Municipal People’s Committee on consolidating organizational structures, focused on building and enhancing the quality of officials and civil servants for better performance of public duties, and appropriately arranged officials and officers in their subordinate departments. The recruitment, transfer, rotation, appointment, planning, training, and fostering of officials and civil servants have been carried out publicly and democratically in accordance with regulations.

Plan No. 01/KH-BCD197 of the city has promptly been implemented as steering boards and interdisciplinary inspection teams have been set up and assigned specific duties within the program. Documents have also been issued to direct, guide, and promote the propaganda to mobilize the participation of the whole political system. The majority of agencies, organizations, and households have been motivated to obey law provisions on traffic safety and order as well as urban order. Deliberate violations have been handled strictly. The roads and streets in the district are beginning to be cleaner and more neatly maintained, ensuring the requirements on neat roads and clean sidewalks.

The management of traffic infrastructure system has been heavily focused on as various solutions to limit traffic jams and reduce traffic accidents were implemented synchronously. State management over transport has been enhanced as shown in the tightening of management of transport business activities; the rational arrangement and transfer of inter-provincial passenger transport routes which helped reduce traffic jams; the review and adjustment of flows, routes, and frequency of public passenger transport by bus which helped increase connectivity, improve service quality, and facilitate the people who travel by bus; the heavily focused guidance on inspecting and handling violations of unqualified cars and bus stations, violations in relation to illegal passenger pick up, contractual cars disguised for passenger transport, and oversized and overloaded vehicles; and the inspection and strictly handling of violations of illegal vehicle parking lots or those with overcharged prices.

Enhancing the quality of public passenger transport services

 Based on the monitoring results, the Municipal Party Standing Committee has required the Party committees of its subordinate units to:

Direct, instruct, and organize the implementation of the administrative reforming process, the “Five Administrative Disciplines of 2017” plan, and plan No. 01/KH-BCD197 of the Steering Board 197 with consideration of the comments of inspection teams who directly evaluated, gave comments, and directed the implementation process; continue to consider administrative reforming as a key and regular task of the committees, authorities, agencies, and units; continue to carry out the work of consolidation, propaganda, and dissemination of administrative reforming contents to officials, civil servants, and citizens; raise the sense of responsibility of officials and civil servants in performing public duties and settling administrative procedures for individuals and organizations; and ensure that 100% of administrative procedures will be handled through the “one-door” mechanism and “inter-level one-door” mechanism, with over 40% of which at level 3.

Regularly review and make proposals to promptly amend, supplement, abolish, or replace inappropriate administrative procedures and regulations; focus on reviewing, arranging, and perfecting the organizational apparatus of administrative authorities and non-business units and reduce the size and enhance the quality of the workforce in accordance with Resolution No. 39-NQ/TW of the Politburo, law provisions, and the city’s guidance with an aim to reach a minimum rate of workforce reduction of 10% by 2021.

Continue to thoroughly implement plan No. 01/KH-BCD197 of Steering Board 197 as well as policies of the Municipal People’s Committee to prevent misconduct that may cause dissatisfaction among the people.
