Accordingly, the Plan aims to thoroughly grasp and implement the tasks and solutions of the Directive No. 06-CT/TW dated 24 June 2021 of the Secretariat on strengthening the Party’s leadership in the family building work in the new situation; Enhancing the roles and responsibilities of all levels, sectors and the whole society in family building work; Raising awareness of officers, officials, civil servants, employees and residents on the family building work in the new situation in the district; Building the image of elegant and civilized Hanoi people in accordance with the Resolution of the 17th Hanoi Party Congress and the 28th District Party Committee for the 2020-2025 term.
Bringing into play the strength of the whole political system, mobilizing socio-political organizations, communities, families and individuals to participate in building prosperous, progressive, happy and civilized families in association with implementing gender equality in the family, protecting and taking care of children and the elderly, meeting human resources for socio-economic development of the Capital and District in the period of industrialization and modernization.
The thorough grasp and implementation of the Directive No. 06-CT/TW of the Secretariat on strengthening the Party’s leadership in the family building work in the new situation must be extensive with diversified and abundant forms and in line with functions, tasks and actual situation; integrating the family building work in the implementation of socio-economic development tasks of each agency, unit and locality; The implementation of family work must ensure practicality and efficiency.

Strengthening the leadership and direction on family affairs in the new situation
The district has focuses on mobilizing resources and the participation of all levels, sectors, socio-political organizations, residential communities, families and the whole society in building prosperous, progressive, happy and civilized families in the area; Implementing regulations on coordination among agencies and units in leading and directing the implementation of goals and tasks on family affairs in association with the implementation of the district’s socio-economic development programs and plans.
Timely and effectively implementing the guidelines of the Party, policies and laws of the State on family affairs in the new situation. Upholding the role of families in nurturing, giving orientation on values, educating the young generation, building the image of elegant and civilized Hanoians. Improving the quality of commenting on the title of “Cultural family” in the movement “All residents join in building up cultural life” and in association with the implementation of the campaign titled “All residents join in building up new countryside and civilized urban areas”.
Strengthening socialization and mobilizing resources to implement family building goals; conducting research on scientific topics on family affairs and violence prevention.
Developing mechanisms and policies on family affairs
Implementing well family policies towards the goal of building prosperous, equal, progressive, happy and civilized families; focusing on children, the elderly and disabled. Paying attention to family economic development, giving priority to providing support for family economic development for policy families, ethnic minority families and poor households.
Encouraging the investment for the development of a system which provides basic social services for families; non-public service network to create favorable conditions for families and their members who experience family violence to access to basic social services in an equal and favorable manner.
Mobilizing individuals, social organizations and communities to support poor households, near-poor households, disadvantaged women in developing family economy; supporting families to develop sustainably and realizing gender equality; improving the quality of family life.
Thoroughly handling the family violence, trafficking in women and children, sexual abuse and mobilizing minors to work in contravention of the law; preventing negative effects of market mechanisms, pragmatic lifestyle, negative information on the internet and social networks.
Promoting effectively the cooperation between families, schools and the society in orienting values, educating the young generation on conduct and lifestyle

Capacity building in state management on family affairs
Implementing capacity building in state management on family affairs; continuously thoroughly grasping and effectively implementing the Law on family violence prevention; the Law on Marriage and Family; the Law on Gender Equality; the Law on children and documents related to family affairs.
Improving the effectiveness of state management on family affairs in association with gender equality and children. Improving the qualifications of those who undertake family affairs in the district. Implementing well policies on taking care of the material and spiritual life of families; implementing gender equality; effectively implementing the Code of Conduct in the families; public services to support families and family members who experience family violence; synthesizing database on family and family violence prevention.
Providing trainings for improving the expertise, knowledge and skills on family affairs for those who undertake family affairs from the district to the grassroots level to meet the assignment requirements in the new situation; establishing a regime for population collaborators who participate in family affairs in residential groups.
Promoting dissemination and education on the law on family
Promoting and renewing the dissemination and education on policies and laws on marriage and family, standards and values on family culture, knowledge and skills on family building, possible risks for families, helping residents proactively prevent negative effects on their families.
Strengthening the education on conduct and lifestyle in families. Promoting the role of families, the community and society in building a cultural environment, the image of Vietnamese people who are rich in kindness, tolerant, sincere, respect for morality, industriousness, hard work, thrifty, creative, aspirational, modern. Improving the efficiency and practicality in building “Cultural family” in the movement “All residents join in building up cultural life” and the movement “All residents join in building up new countryside and civilized urban areas”.
Promoting the dissemination and education to raise the awareness on the position and role of families and family affairs for all levels, sectors, communities and family members in the new situation; organizing propaganda campaigns for implementing the Party’s guidelines and the State’s policies and laws on marriage and family in various forms, helping families have knowledge and life skills, actively prevent and combat the penetration of social evils into the families, inheriting and bringing into play values of the cultural traditions of the nation and selectively absorb the advanced values of families in the developing society, helping family members live with higher responsibility towards themselves, their families and society; promoting good traditions of Vietnamese families, building a prosperous, equal, progressive, happy and developed families.
Implementing dissemination for eradicating old customs and backward practices in marriage and family, preventing social evils, family violence and fighting against a pragmatic, selfish and depraved lifestyle.

Implementing dissemination in a diversified and synchronous manner, especially through the electronic portal system, social networks (Zalo, facebook…) on the implementation of the Directive No. 06-CT/TW, the implementation plan of the City Party Committee and City People’s Committee. Disseminating outstanding results of localities, socio-political organizations and individuals which implemented well guidelines and policies on family affairs and the emulation movement on building up “Cultural family” and setting up the image of elegant and civilized Hanoians.
Organizing the dissemination and education on the law on family affairs in association with activities for welcoming the International Day of Happiness (20/3); Vietnamese Family Day (28/6); National action month on family violence prevention; Action Month for the children; International Day of Older Persons (1/10); International Day for the Elimination of Violence against Women (25/11); Action month for gender equality, gender-based violence prevention and response. Organizing contests on family topics to disseminate and introduce good people with good deeds and criticize violations of the law on family affairs.
Printing and distributing leaflets and video clips; raising the awareness of residents in all classes on building up prosperous, progressive, happy and civilized families. Strengthening inspecting and supervising works for family affairs, family violence prevention and the implementation of the Plan. Strictly handling violations of the law on the family field.
