Driving Digital Transformation, Building Hanoi into a Smart City by 2025: Orientation to 2023

On August 4, 2023, at the headquarters of the People’s Committee of Hanoi, the Task Force for Promoting Digital Transformation in support of the Administrative Reform and Digital Transformation Steering Committee of Hanoi (referred to as the Task Force) held its first meeting to thoroughly understand the activities of the Task Force and finalize the draft Plan for Digital Transformation, building Hanoi into a smart city by 2025, with an outlook to 2030, following Resolution No. 18-NQ/TU dated December 30, 2022, of the City Party Committee.

Before this, the Chairman of the People’s Committee of the City, Mr. Tran Sy Thanh, signed Decision No. 03/QD-BCD on August 1, 2023, regarding the establishment of the Task Force to promote digital transformation to assist the Administrative Reform and Digital Transformation Steering Committee of the City (referred to as the Task Force).

Hanoi is driving digital transformation.

According to the Decision, Mr. Ha Minh Hai, Vice Chairman of the People’s Committee of the City, is the Head of the Task Force. Other members of the Task Force include leaders of departments, mass organizations of the City, universities, vocational schools, high schools under the City, districts, and towns participating in the implementation of the “Exemplary district, town digital transformation” model. It also includes experts from the Vietnam Software and IT Services Association (VINASA), the Small and Medium Enterprises Association of Hanoi, and the support team for the Head and Deputy Head of the Task Force.

Addressing the members about the Task Force’s duties, Vice Chairman of the People’s Committee of the City, Ha Minh Hai, stated that the Task Force would advise to propose, report to the Administrative Reform and Digital Transformation Steering Committee of Hanoi, and report to the People’s Committee of the City, the Chairman of the People’s Committee of the City on the principles, strategies, mechanisms, policies to create a legal environment promoting the digital transformation process. This includes the development of electronic governance, digital government, digital economy, digital society, and smart city; solutions to improve and enhance the City’s Digital Transformation Index (DTI).

Additionally, it will propose to the Steering Committee the contents to report to the People’s Committee of the City, the Chairman of the People’s Committee of the City to direct, inspect, urge, and coordinate the City’s departments, boards, and branches. The People’s Committees of districts, and towns in the implementation of programs, projects, and plans on digital transformation, the construction, and development of electronic government, digital government, digital economy, digital society, and smart city.

During the meeting, the Department of Information and Communications summarized the draft plan for Digital Transformation, building Hanoi into a smart city by 2025, with an orientation to 2030.

After listening to the opinions of the Task Force members, Mr. Ha Minh Hai, Vice Chairman of the People’s Committee of the City and Head of the Task Force, suggested that Task Force members should clearly understand the role and responsibilities of the Task Force in promoting the City’s digital transformation. They should directly advise, and direct the promotion of digital transformation in the fields, and areas under the managed unit, closely following the directions and orientations of the Ministry, branches, and the City.

At the same time, he assigned the Department of Information and Communications, in coordination with the Office of the People’s Committee of the City, to absorb the opinions of the Task Force members on the draft Plan for Digital Transformation, building Hanoi into a smart city by 2025, with an outlook to 2030. Particularly, it includes assigning the Leadership of the People’s Committee of the City to direct the completion of targets, and tasks in the draft Plan, ensuring compliance with the Working Regulations and the assigned tasks of the People’s Committee of the City. Additionally, they will refine the draft Plan, and report at the City People’s Committee collective meeting at the nearest session for consensus before issuance.
