To implement the administrative reform in a methodical and highly effective manner, the Hanoi Department of Culture and Sports has issued many documents on public administration reform; reviewed and submitted to the Chairman of the City People’s Committee to announce the list of standardized administrative procedures under the management of the Department in Decision No. 1612/QD-UBND dated April 8, 2021; Decision No. 4102/QD-UBND dated September 7, 2021, on the publication of the list of administrative procedures and administrative procedures abolished in the field of culture within the scope of state management functions of the Department of Culture and Sports; submitted to the Chairman of the City People’s Committee for approval of internal processes of handling administrative procedures in the fields of culture, sports and family.
Guiding citizens to complete the records
Information and propaganda work is focused on posting on the Department’s web portal and the network environment. To propagate and disseminate the annual theme of “Discipline, responsibility, action, creativity, development” and ensure the regular and complete provision of information on socio-economic development tasks, promote the administrative reform of the City and the Department in 8 fields: Institutional reform, administrative procedure reform; checking, inspecting and handling applications; building and improving the quality of cadres, civil servants and public employees; Public finance reform; Practicing thrift and fighting waste in accordance with the law; administrative modernization step by step and dynamism in administrative reform.
The list of administrative procedures of the Department is updated on the online public service portal of Hanoi City
Currently, standardized administrative procedures in 2021 under the management function of the Department of Culture and Sports include 118 administrative procedures, including 91 department-level administrative procedures, 20 district-level administrative procedures and 07 commune-level administrative procedures. The Department is continuing to submit to the City People’s Committee to announce the list of administrative procedures and administrative procedures that have been abolished in the cultural field within the scope of the Department’s state management functions, in which, 02 department-level administrative procedures, 02 district-level administrative procedures have been announced, 02 department-level administrative procedures, 02 district-level administrative procedures have been abolished. Administrative procedures, legal documents regulating administrative procedures under the receiving and handling competence of the unit are updated, timely and clear instructions are publicized at the head office and on the Department’s portal, and the National Public Service Portal.
Receiving and handling complaints and recommendations of organizations and individuals every Thursday by the leaders of the Department and the Reception Department. During the period of social distancing due to the Covid-19 pandemic, the Department temporarily stopped citizen reception, but still maintained the question and answer form on the Department’s portal.
As of September 6, 2021, the Department received a total of 1,108 applications, handled 1,121 applications, of which 99.64% were replied on time and before the due date. Overdue applications: 04 applications (with a written apology to organizations and citizens). Currently processing: 01 application.
In the first 9 months of 2021, 29 citizen receptions were held at the head office. On April 29, 2021, receiving 01 petition from citizens about providing a list of worshiping objects at Cau Do Communal House, Ha Dong; The petition has been transferred to the relevant unit for processing according to regulations.
The Department has reviewed and supplemented the 2021 planning, the 2021-2026 term planning; reviewed the job positions at the departments, divisions and units under the Department; introduced candidates for the City People’s Council and planning the Board of Management for the term 2021-2026; Reviewed and registered recruitment targets for civil servants and public employees in 2021; Implemented the periodic and serious evaluation of cadres, civil servants and public employees; Sent officials to participate in advanced political theory classes, intermediate political and administrative theory training classes; 100% of agencies and units strictly declared and publicized assets and income according to regulations.
Regarding public finance reform, the Department has strictly implemented the mechanism of decentralization of budget management between the Department and its affiliated units. Units under the Department have made financial disclosure for 2021 in accordance with regulations.
To modernize administration, the Department has issued documents to review the list of standardized online public services at levels 3 and 4 in 2021 according to regulations; Proposed implementation of 100% of administrative procedures within the scope of management functions of the Department provided with level 4 public services.
In the context of the Covid-19 pandemic with many complicated developments, the Department proactively and promptly advised the City People’s Committee on directing documents on the strict implementation of Covid-19 pandemic prevention and control measures in festivals and cultural, arts, physical training and sports activities under the management function of the Department, and simultaneously performed the tasks of socio-economic development under the direction of the Prime Minister, the City Party Committee and the City People’s Committee.
In the last 3 months of 2021, the Department will continue to promote the application of information technology in management and administration; encourage the application of IT in the areas of professional management in the departments, divisions and units of the Department, in the reception and settlement of administrative procedures to save costs and time for people and businesses, contributing to ensuring the prevention and control of the Covid-19 pandemic in the new situation. Strengthening information and propaganda to the people through the Department’s portal, at the One-Stop-Shop. Diversifying forms of information and propaganda on administrative reform, focusing on visual promotion; contests, exhibitions, seminars, talks, etc. Strengthening the state management of the industry, especially focusing on inspection, examination and handling of violations in the fields of culture and sports in the city, the focus is on the management and organization of festivals and outdoor advertising activities. Building a contingent of cadres, civil servants and public employees in the industry with standard communication attitude and behavior, competence and high professionalism in performing assigned duties and tasks in the spirit of “taking the people’s satisfaction and the development of enterprises are the criteria for assessing the level of tasks completion”
