The official dispatch clearly states that in order to overcome the limitations, the Hanoi City People’s Committee requests the Vietnamese Fatherland Front Committee at city level, the city socio-political organizations, the heads of departments, branch, the chairmen of People’s Committees of districts, towns, and the city’s press and media agencies, in the coming time to continue to further propagandize the strictly compliance with Hanoi City Party Central Committee’s Directive No. 11-CT/TU dated Oct. 3, 2012 on maintenance of civilized lifestyle in holding wedding ceremony in the city, the Plan No. 141/KH-UBND dated Nov. 6, 2012 of Hanoi People’s Committee on maintenance of civilized lifestyle in holding wedding ceremony, the Decision No. 07/2012/QD-UBND dated Apr. 27, 2012 of Hanoi People’s Committee promulgating regulations on maintenance of civilized lifestyle in holding wedding ceremony, funeral and festival in the area, as well as other guiding documents made in appropriate form and with clear concise contents.

Propaganda should reach cadres, party members and people in the area, associated with the implementation of the movement “All people unite to build cultural life”, campaign “All people unite to build new countryside and civilized urban area”, in order to raise their awareness and attitude in following the civilized lifestyle with regard to holding wedding ceremony. The propaganda and implementation should also be combined with consideration and award of the tile “Cultural family, cultural village, cultural living quarter”, and “Cultural agency, unit and enterprise”.

The dispatch also emphasizes the importance of enhancing role and responsibility of the head in implementing the Directive and the Plan No. 141/KH-UBND dated July 21, 2016 on implementing the Program No. 07-CTr/TU dated Apr. 26, 2016 of the Party Committee on “Improving the efficiency of anti-corruption, thrift practice and waste avoidance in the period 2016-2020”. Members in a family/household should also be requested to follow the program.

The Department of Culture and Sport should further advise the city to combine the program of civilized lifestyle in holding wedding ceremony with the movement “All people unite to build cultural life” periodically organize preliminary seminars, final seminars, talk-shows regarding the implementation of the Directive 11-CT/TU in order to evaluate achievements and propose solutions for implementation in the coming years in a practical and effective manner.

People’s committees of districts and towns should continue to implement the program, include the criteria of holding wedding ceremony in a “Formal – Healthy – Economical” manner into the consideration for awarding the title “Cultural family, cultural village, cultural living quarter”, and “Cultural agency, unit, enterprise”, build new rural and civilized urban areas.

It is required to, on the annual basis, supplement the Directive No. 11-CT/TU of the City Party Committee, incorporate the Code of Conduct for cadres, civil servants, public employees, and employees in agencies in Hanoi city and Code of Conduct in public places into the Internal regulations of agencies and units and into regulations of village, hamlets, living quarters; to continue inspecting, supervising and dealing with cases of violation; to periodically report on the achievements every 6 months or annually (on June 25 and Dec. 25) to the People’s Committee.

Hanoi People’s Committee requests the city’s press and media agencies to make specialized pages, items, and themes, vividly reflecting the contents to be complied with; to propagandize organizations and individuals to follow the civilized lifestyle in holding wedding ceremony; to set good examples and encourage the civilized, economical, and simple model of wedding ceremony in accordance with social standards and traditional culture; at the same time, criticize the luxurious and wasteful wedding ceremony. The contents and programs must ensure the orientation and education to raise peoples’ awareness of building a civilized lifestyle in holding wedding ceremony.

Hanoi City People’s Committee suggests the Vietnamese Fatherland Front Committee, city’s socio-political organizations, and requests the city’s departments, branches, agencies, People’s Committees of districts, towns, and city’s press and media agencies to seriously carry out the program and periodically report to the City’s Party Committee and People’s Committee.

 Directive No. 11-CT/TU on maintaining the civilized lifestyle in the holding wedding ceremony in Hanoi city clearly states that: Officials, party members, especially leaders, managers at all levels of the city must be the good examples in holding wedding ceremony of them or their children, to be specific:

– Carry out marriage procedures in accordance with the provisions of law; Conduct marriage ceremonies in the spirit of “joyful – healthy – economical”.

– Number of guests invited to the party should be no more than 300 people (or 600 people in case of joint party between the two sides).

– Do not hold wedding party many times; do not invite guests during business hours.

– Do not hold wedding ceremony in costly places such as 5-star hotels and high-grade resorts, considering the living conditions and income of people and civil servants.

– Encourage the holding of simple party after the official wedding ceremony to announce the wedding news in replacement of holding another wedding party.
