Accordingly, in order to make the festival activities in 2019 to be taken place safely, healthily, practically and effectively, satisfying the demands of residents and visitors, Cultural Division of grassroots have proposed Department of Culture, Sports and Culture and Tourism to consult People’s Committees of the provinces and cities under the Central solutions to effectively implement the guiding contents in the Official Dispatch No. 323/BVHTTDL-VHCS dated January 23, 2019 of the Ministry of Culture, Sports and Tourism on enhancing the management and organization of festivals in 2019. In addition, to review, carry out statistics and classify festivals: traditional festivals, cultural festivals, professional festivals and festivals originated from abroad.

Proposing solutions to limit burning of votive. Proposing to the provincial market management divisions  to control, recommend votives business establishments to restrict the trading of votive items not suitable with fine traditions and customs (such as bathing suits, underwear..); and the burning of the above-mentioned votives in worshiping places, relics, festivals, in spiritual belief activities of the people …

Besides, providing professional guidance, review, consolidate and coordinate with local authorities on the procedures of registration and notification of the festival organization as to proper authority, ensuring to comply with process prescribed in Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government. At the same time, strengthening the inspection, examination and handling of violations in festival activities.

 Previously, Ministry of Culture, Sports and Tourism has issued Official Letter No. 323/BVHTTDL-VHCS to People’s Committees of provinces and cities under the Central regarding the strengthening of steering the management and organization of festivals in 2019.

Accordingly, the Document No. 323/ BVHTTDL-VHCS signed by Deputy Minister Trinh Thi Thuy affirmed that the management and organization of festivals in 2018 nationwide saw a lot of positive changes, gradually in the right order. Majority of festivals were held solemnly, safely, economically and effectively with a large number of cultural activities, sports and folk games meeting the demands on cultural and spiritual activities of the people, contributing to educate the good tradition of festivals; honoring the merits of predecessors, historical figures, who had made great contribution to the process of establishing, developing the nation and promoting the national cultural identity of Vietnam. However, the management and organization of festivals still saw offensive phenomena, competing, jostling, pushing, taking fortune; burning a lot of votives at some relics, temples, palaces, causing pollution and waste, and risk of fire; making seals and giving seals inconsistent with historical origins and history of the relics.

Promoting the propaganda, introducing purposes, meanings, values of festivals, relics and characters to be worshiped and honored; selectively preserve the nation’s fine customs and practices in a healthy, progressive and economical manner, suitable with the socio-economic conditions of the localities, meeting the demands on belief of the people.
