Many activities are implemented to enhance and promote values in families.
Accordingly, the Department of Culture and Sports has advised the City Party Committee and the City People’s Committee to issue many plans on strengthening the Party’s leadership in family building work in the new situation; implementing the work of family building and domestic violence prevention and control in the city in 2022; the implementation plan for the implementation of Decision No. 96/QD-TTg dated January 19, 2022 of the Prime Minister approving the program on ethics and lifestyle education in families up to 2030 in the city; Decision No. 2238/QD-TTg dated December 30, 2021 of the Prime Minister approving the Strategy for Vietnam Family Development to 2030 in the city. At the same time, it is planned to continue to advise the City People’s Committee to issue a plan to implement Decision No. 45/QD-TTg dated January 13, 2022 of the Prime Minister approving the Program on domestic violence prevention and control in the new situation up to 2025 in the city; Plan to implement the set of criteria for family conduct in the city according to Decision No. 224/QD-BVHTTDL dated January 28, 2022 of the Ministry of Culture, Sports and Tourism.
In addition, the Department also guided districts, towns to consider the title of Cultural Family according to Decree No. 122/2018/ND-CP dated September 17, 2018 of the Government; Pay attention to strictly follow the process of registration, consideration and recognition of the title of Cultural Family; Include the criteria of gender equality and non-violent families into consideration of cultural titles in order to achieve the goal of prosperous, progressive, happy and civilized families.
Along with that, the Department also promotes domestic violence prevention, diversifying forms of propaganda to raise awareness of all levels, sectors and local families in response to the National Action Month on domestic violence prevention and control (June); World Day for the Elimination of Violence Against Women (November 25); Action month for gender equality and prevention of gender-based violence (November). It is also expected to continue to replicate and maintain the domestic violence prevention model at the grassroots levels; Collect information and report on family and domestic violence prevention and control; Coordinate with departments, agencies and sectors and districts, townships to promptly take measures to intervene and handle people committing acts of domestic violence in accordance with law.
The Department of Culture and Sports also promotes domestic violence prevention and diversifies forms of propaganda.
Communication, education and advocacy work is also promoted to raise awareness about the position and role of family and family work among all levels, sectors, communities, and family members in the new situation. Organizing propaganda activities on the protection, care, and education of children; taking care of the elderly in families and preventing social evils from entering families should be implemented at the same time.
The Department also organizes legal propaganda, dissemination and education with various forms of family work in association with the International Day of Happiness (March 20); Vietnamese Family Day (June 28), National Action Month on Domestic Violence Prevention and Control, Action Month for Children (June); World Day for the Elimination of Violence Against Women (November 25); Action month for gender equality and prevention and response to gender-based violence (November). Simultaneously, the Department organizes training and developing knowledge and skills on family work and domestic violence prevention and control for officials and collaborators at all levels; makes compilation and printing of professional handbooks on family affairs to distribute to establishments; organizes the actual inspection, supervision and survey on family work and domestic violence prevention and control activities in the districts and towns.
The Department of Culture and Sports requires non-business units under the Department based on their functions and tasks to actively integrate activities related to family work and domestic violence prevention and control into their activities. It is also required to strengthen the propagation of traditional cultural and historical education to the city people in order to promote the traditional cultural values of the nation and selectively absorb the advanced values of the families in a developed society, helping family members live more and more responsibly towards themselves, their families and society; promote the good traditions of Vietnamese families, build families in the capital with prosperity, equality, progress, happiness and sustainable development.
People’s Committees of districts, towns are requested to promulgate programs, plans and guidelines for implementing and organizing family building work and domestic violence prevention and control in 2022. Human and financial resources should be arranged and ensured in the process of organizing regular family work activities in the locality. It is required to actively deploy appropriate family work activities according to the local situation in the new normal circumstances; coordinate and integrate family work with local movements and campaigns; organize training on family work content for staff in charge of family work and collaborators on population, children and families; strengthen inspection, supervision and urge the implementation of key contents in 2022 and other tasks arising in the implementation process; make periodical and regular reports on the state management of families in accordance with regulations.
Organized activities also aim to strengthen the leadership and direction of branches and levels in the city on family work, creating a positive change in awareness of Party committees and authorities at all levels, organizations, individuals, families and the whole community about the importance of family work, contributing to building prosperous, progressive and happy families as truly homes for people and healthy cells of society.
