Hanoi city has selected 2017 as ” the year of Administrative Disciplines “. This is a strategic option to successfully implement the resolution of the XII Party Congress as well as the resolution of the XVI City Party Congress term 2015-2020. Implementing the “Year of Administrative Disciplines”, each civil servant should keep up its role and responsibility in the process of carrying out its duties to raise such role and responsibility in front of the Party, the State and the people.

 

“One door” department of Ha Dong district

    Together with the urban districts and towns in the city, right from the beginning of the year, Ha Dong district has concentrated on implementing many solutions to achieve the highest results for the administrative reform. The departments of Ha Dong district expeditiously executed the plan for implementing the “Year of the Administrative Disciplines for 2017” and detailing the provisions in the “Administrative Disciplines Year” as well as the code of conduct of cadres and civil servants in the district, with the appropriate solutions, to focus on reviewing, adjusting and supplementing internal work processes in the direction of efficiency, quality and avoidance of formalism. To carry out the “year of administrative disciplines”; the contingent of cadres and civil servants shall efficiently use working time; observing office culture; particularly, attention should be paid to assigning tasks to departments, cadres in the direction of specialization of each stage, each task, department leaders must grasp the whole jobs and keep up the exemplary spirit of the one in charge. District People’s Committees will focus on managing the quality of work, adjusting the attitudes, responsibilities and behavioral culture of the cadres who directly handle administrative procedures. Implementing the “Five Administrative Disciplines”, along with strengthening the administrative reform towards simplification, transparency, lessening the contact points and shortening the issue-resolving time,  reducing the resolving time to the minimum; serving the organizations and individuals who come for  transactions; and following administrative procedures in the best possible way; promoting the application of information technology in the implementation of transactions on administrative procedures, applying information technology to support providing online services level 3 in all 17 wards and in the district, and at the same time, well implementing the Project 05-DA / QU of the Party Committee on building electronic companies heading toward  building electronic administration in Ha Dong District 2016-2020.

Administrative reforms bring practical results, meeting the requirements and beliefs of the people in the district

In addition, the district People’s Committee directs the specialized departments and sections of the one-door functions of the district and wards to publicly announce the administrative procedures to be handled according to their authority. The  one-door function of the district listed 272 procedures, the People’s Committee of the ward listed 175 administrative procedures and 160 processes of administrative procedures settling according to its authority. All procedures for handling administrative procedures are built according to quality management procedures aligned  with the national standard ISO 9001-2008.

Implementing the “Year of Administrative Disciplines in 2017”, each cadre, civil servant of Ha Dong District develops their own work programs and plans, focusing on training of attitudes, qualities and behavioral skills at work. When dealing with comrades and colleagues, contacting and serving the people, they must be considerate, affable and well-mannered, putting the interests of the people first, serve the people wholeheartedly. The district also requests departments, units, and people’s committees of wards to  be proactive in handling work under their jurisdiction, fully responsible for receiving and responding in a timely manner to requests and proposals from organizations and people; having good specialized knowledge , effective serving attitude in making contact and handling administrative procedures. In doing so, the administrative reform can bring practical results, meeting the requirements and beliefs of the people in the district.
