Ha Noi Party Committee’s Programme No. 04 continues its implementation: CONCRETE NORMS TO BE DEFINED

After five years of implementing the Programme No. 04-CTr/TU initiated by Ha Noi Party Committee (XVth term) on the “Socio-cultural development, improvement of the Capital’s human resource quality, building of Hanoians’ civilized and smart life style for the period 2011 to 2015”, the socio-cultural development in the entire area of Ha Noi has witnessed positive..

After five years of implementing the Programme No. 04-CTr/TU initiated by Ha Noi Party Committee (XVth term) on the “Socio-cultural development, improvement of the Capital’s human resource quality, building of Hanoians’ civilized and smart life style for the period 2011 to 2015”, the socio-cultural development in the entire area of Ha Noi has witnessed positive strides and gained considerable achievements. Almost fundamental objectives and norms, and main tasks set out in the Programme have been fulfilled, which have helped accelerate the socio-economic development, safeguard national defence, security, expanding external relations and contributed positively to the common ends in the cause of the Capital construction. In further acting on  the Party Central Committee’s Resolution No. 9 of its XIth  session on “ Building and developing Vietnamese culture and people to meet the requirement of national sustainable development” and the Resolution of the City Party Committee’ XVI th Congress, in 5 years’ time, the Ha Noi City will concentrate on the following key goals:

  • Shaping Ha Noi Capital’s advanced culture, with deep national identities, on the basis of inheriting and bringing into play the traditional cultural values of Thang Long – Ha Noi “the City of thousand year civilized culture, of heroism and for Peace”; materializing the objective of building the civilized, smart life style among Hanoians; conserving and enhancing tangible and intangible cultural values, gradually turning the Capital of Ha Noi into a intrinsically sizable cultural centre.
  • Radically and comprehensively renewing and raising educational and training qualities; improving human resources qualities, especially the high quality manpower. Effectively carrying out the works of protection, care and upgrade of people’ health; stepping up research work and application of sciences and technologies; properly implementing social policies, ensuring welfares, gradually lifting up physical and spiritual life of the people.

By 2020, Ha Noi will strive to fulfil the following norms:

  • The household ratio which have been recognized and awarded the title of “Cultured Family” will be at 80%; likewise 62% of “Cultured Village”; 72% of “Cultured Street Cell”; 100% villages and communes with cultural house or communal life establishment; 100% villages with sports facilities under the new village criteria; 8 to 10% yearly budget will be earmarked for socio-cultural development, focused on improving the human resources of Ha Noi Capital and building Hanoians’ civilized and smart way of life.
  • 70% public shools, including kindergarten, primary school, basic high school and secondary school are of national standard; 95% youth of their age are able to obtain the secondary school degree or its equivalence; additional high quality 20 public schools will be constructed; the rate of trained labour forces will be increased from 70 to 75%.

5criteria of National Shool consist of: School structure, managerial personnel, teacher and staff, educational quality, facilities, equipments and educational socialized work.

  • Additional investments will be given to furnishing with the equipments, curriculum, teaching materials, to improvement of teacher quality for the 3 high end vocational schools in conformity with the occupational-oriented education model which is prevailing both internationally and regionally; more new employments will be created, targeting about 148 thousands per year; the municipal unemployment rate will be reduced to under 4%; and the rate of households living under poverty line will be less than 1.2%.
  • 100% communes, sub-districts and towns will be of national health care standards; striving to achieve the rates of 26.5% patient beds per 10.000 people and 13.5 doctors per 10.000 people respectively; the rate of malnutritious children under 5 will be cut down under 8.5%; over 55% people at the labour age are accessible to social ensurance; 45% labour forces are entitled to the unemployment ensurance; and over 85% population are able to have health care insurance.
  • Conserving and enhancing the tangible and intangible cultural values which have been recognized by UNESCO as world and national heritages; building and developing craft villages associated with tourism such as Bat Trang (Gia Lam District), Van Phuc (Ha Dong District), Duong Lam Ancient Village (Son
    Tay town).

Further conserving and bringing into play the world intangible cultural heritage – Giong Festival

 In 2016, Ha Noi will step up its efforts in generalizing and hightening the awareness of the Programme’s contents among the entire party levels as well as bodies, units within the City, i.e designing work plans for the whole term, studying to develop schemes, projects, sub-programmes and plan of actions in order to concretize the execution of the Programme. During the period of 2016 to 2019, these schemes, projects and action plans will have been carried out. The supervision and appraisal together with the mid term review of the Programme’s outcomes will be conducted on a yearly basis. By 2020, the implementation of the Programme will be verified, appraised and summed up in anticipation of the convening of the XVIIth Congress of the Municipal Party.
