On June 14, the Hanoi City Party Committee issued Notice No. 329-TB/TU stating the conclusion of the Standing Committee of the City Party Committee on the organization of the City’s event “Receiving support for the Covid-19 prevention and control and the funds for buying Covid-19 vaccines”.
Accordingly, the Standing Committee of the City Party Committee agreed upon the policy of organizing the City’s event “Receiving support for the Covid-19 prevention and control and the funds for buying Covid-19 vaccines” at the proposal of the City’s Vietnam Fatherland Front Committee; at the same time, assigned the Party City Affairs Committee of City People’s Committee to assume the prime responsibility for, and coordinate with the city’s Vietnam Fatherland Front Committee and relevant agencies and units in organizing a program to ensure solemnity, efficiency, methodology and safety and Covid-19 prevention and control. In addition, it is required to promote socialization to proactively purchase Covid-19 vaccines; Party committees and authorities at all levels from the city to the district, town, commune, ward, township, hamlet, residential group, agencies, units and organizations propagate, mobilize and encourage people, businesses, and benefactors to actively support resources and vaccines for the city’s pandemic prevention and control.
The Party City Affairs Committee of City People’s Committee directs the management of the city’s Covid-19 prevention and control fund to ensure compliance with regulations, publicity, transparency, and thriftiness, effective and strict use. It is required to actively develop a plan to mobilize and encourage businesses and organizations to voluntarily sponsor the City’s Covid-19 Prevention and Control Fund to ensure the unity of the leadership and direction of the Central and the city on the Covid-19 prevention and control; the attention should be paid to the responsibilities of districts, towns and cities in contributing to the city’s Covid-19 prevention and control fund and the establishment and management of the local Covid-19 pandemic prevention and control fund.
Party committees and administrations from cities to districts, towns, communes, wards, townships, hamlets and residential quarters, agencies and units actively propagate, mobilize and encourage people and businesses to participate in supporting the City’s Covid-19 prevention and control fund.
Then, on June 15, the Hanoi Party Committee issued Notice No. 331-TB/TU stating the conclusions of the Standing Committee of the City Party Committee on the prevention and control of the Covid-19 pandemic; mechanism for mobilizing resources of Covid-19 vaccination for people and specific mechanisms in the Covid-19 prevention and control in the city.
The announcement clearly states that along with mastering the guidance of the Politburo at Conclusion No. 07-KL/TU dated June 11, 2021, on several key tasks to strengthen the prevention and control of the Covid-19 pandemic and socio-economic development, the Standing Committee of the City Party Committee directed to continue strengthening the propaganda, mastering and raising the awareness and sense of responsibility of all levels, disciplines and people on the prevention and control. It is required to continue to quickly track down F1 cases and related people, take advantage of the “golden” time to localize and handle the pandemic promptly and effectively, especially in areas where cases arise. It is required to continue to organize sampling for testing and screening in areas and establishments at risk; tighten the medical examination and treatment process, ensure absolute safety at hospitals and medical examination and treatment facilities in the city.
In addition, it is required to continue to direct the drastic implementation of pandemic prevention and control measures in industrial parks and export processing zones, strengthen the roles and responsibilities of the Hanoi Management Board of Industrial Parks and Export Processing Zones and business owners and the coordination role of the Party committees and local authorities.
The organization of receiving citizens from Bac Giang province and pandemic-affected areas to hand over to local authorities for strict management and supervision is under regulations. It is required to strengthen the roles and responsibilities of the party committees and authorities of communes, wards and townships in directing, managing and supervising in the locality; promote the supervisory role of the Fatherland Front, mass organizations at all levels, especially villages, residential quarters, community and people’s Covid-19 prevention groups…
The conclusion also agreed on some contents related to the mobilization of Covid-19 vaccination resources for people in the city for the period 2021-2022 and the draft Resolution of the Hanoi City People’s Council stipulating several specific spending mechanisms in the prevention and control of the Covid-19 pandemic in Hanoi city.

Following the direction of the Standing Committee of the Hanoi Party Committee, on June 15, 2021, the Inter-Agency of Hanoi City People’s Committee and Hanoi’s the Vietnam Fatherland Front Committee issued Plan No. 173/KH-UBMTTQ-UBND on organizing the event “Live TV show: Hanoi joins hands to fight against the Covid-19 pandemic”.
The program is organized to propagate the guidelines and direction of the Central and the city in the Covid-19 vaccination for personal and community health, striving to reach a large number of vaccinated people of the Capital to soon reach the threshold of Community immunity and return to a new normal.
Through the Program, Hanoi City also calls on organizations, businesses, units and individuals to continue to join hands to support the city’s Covid-19 prevention and control and Covid-19 vaccination in the City, encourages subjects to actively participate in responding to the City’s Covid-19 vaccination program to protect personal and community health, contribute, join hands, share with the City to have enough resources to deploy vaccination; recognizes and praises examples of businesses, organizations and individuals that actively contribute to resources for the Covid-19 prevention and control and Covid-19 vaccination in the city.
In addition to mobilizing socialization resources to join hands with the City to implement a free open Covid-19 vaccination program for the people of the Capital, the authorities of Hanoi City also focus on propaganda for people to understand and support this policy.
Specifically, Hanoi City People’s Committee issued Document No. 1835/UBND-KGVX dated June 11, 2021, to departments, agencies and People’s Committees of districts, towns on mastering the Covid-19 vaccination plan for people in the city in the period 2021 – 2022.
The document states that to ensure the implementation of Covid-19 vaccination for people in the city in the period 2021 – 2022 according to Plan No. 118/KH-UBND dated May 7, 2021, by the City People’s Committee and compliance with regulations, fairness and transparency and free vaccination for priority subjects according to the Government’s Resolution No. 21/NQ-CP dated February 26, 2021, the City People’s Committee requires the Departments, disciplines, People’s Committees of districts, towns to comply with some of the following:
People’s Committees of districts, towns develop plans, review and make a list of priority subjects for Covid-19 vaccination in the area under the direction of Plan No. 118/KH-UBND dated May 7, 2021, by the City People’s Committee.
It is required to coordinate with Vietnam Fatherland Front Committees of districts, towns and related units to effectively deploy the movement under the guidance of the Central Government and the City; mobilize socialization resources for the Covid-19 prevention and control and Covid-19 vaccination as directed in Document No. 1712/UBND-KT dated June 2, 2021, by the City People’s Committee.
It is required to direct the review, inspection and timely rectification of the promulgation of documents with unclear contents and inconsistent with the issued policies and plans of the City, regularly update the pandemic situation, innovate and create forms, edit contents, strengthen propaganda for people in the area to promptly grasp, implement and support the policies and guidelines of the Government and City.
The Department of Information and Communications continues to coordinate with the Department of Health and relevant departments, disciplines and units in carrying out communication activities; direct the city’s press and media agencies to coordinate with the central press and media agencies to strengthen propaganda on the meaning, purposes and policies of the city so that people can understand and promptly grasp information and support the policy of the Government and the City. The Department of Health assume the prime responsibility for, and coordinate with relevant agencies in developing contents and messages, promptly updating and guiding districts, towns and cities to propagate on the radio media at the grassroots level. It is required to capture the feedback of the People and public opinions, actively exchange and promptly guide the districts and towns.
The Department of Health performs the tasks of the Health sector under the direction of the Ministry of Health and the City, organizes the implementation of the Covid-19 vaccination plan on schedule, effectively and timely, coordinates with the Department of Information and Communications and related agencies in communication activities, develops the contents of media messages, press releases and media reports on the Covid-19 vaccination campaign.
With the drastic and synchronous solutions of the whole political system of Hanoi city in the prevention and control of the Covid-19 pandemic, especially the determination to implement free open vaccination for the people of the Capital, it is believed that Hanoi city will ensure the realization of the dual goal of “pandemic prevention and economic development” in both the short term and long term.
