Accordingly, the PAR Index 2021 for departments, agencies equivalent to departments and People’s Committees of districts, towns of Hanoi city is determined on the basis of a combination of assessment by the Appraisal Council and assessed through a sociological survey.
Departments, agencies equivalent to departments, People’s Committees of districts, towns by themselves self-assess and score the results of performing administrative reform tasks of their agencies according to the instructions and complete and send them to the Hanoi Department of Home Affairs before December 22, 2021. The members of the Council for Appraisal, Evaluation and Determination of the City’s PAR Index appraise the results of self-assessment of the performance of administrative reform tasks of departments, agencies equivalent to departments, People’s Committees of districts, and towns in January 2022.
For the sociological survey, opinions were collected from the following groups: Delegates of the Hanoi People’s Council; cadres, civil servants and public employees of the department; leaders of district-level divisions; enterprises and organizations having transactions in administrative procedures; people (individuals) having transactions in administrative procedures; delegates of the People’s Council at district level; cadres, civil servants and public employees of the district; leaders of commune-level People’s Committees; individuals, business households and organizations having transactions in administrative procedures; people (individuals) in the area. The survey period is from October to December 30, 2021; collecting information with each object of investigation according to the specific situation of the units.
Evaluation period: Collecting information on the results of administrative reform work of agencies and units arising from January 1, 2021 to December 30, 2021. Processing data and synthesizing results of sociological surveys to determine the index for evaluating administrative reform results in 2021 of departments, agencies equivalent to departments, People’s Committees of districts, and towns in January 2022.
Regarding determining the results of the PAR Index: Synthesizing appraisal results and sociological survey results, developing reports on the results of the PAR Index 2021 of relevant departments and agencies equivalent to departments, People’s Committees of districts, towns in February 2022.
Holding Meeting of the Council for Appraisal, Evaluation and Determination of the City’s PAR Index and submitting to the City People’s Committee to announce the results of the PAR Index in 2021 of departments, agencies equivalent to departments, People’s Committees of districts and towns in March 2022.
