Having been well aware of the harmful effects of tobacco on human health and the environment, the Hanoi Department of Culture and Sport organized various propaganda activities on tobacco harms, promulgated regulations on no smoking in the workplace into the internal regulations of the unit, implementing for a smoke-free environment and provisions of the Law on prevention and control of tobacco harms.
In response to the National Non-smoking Week, the Hanoi Department of Culture and Sports has coordinated with the Hanoi Department of Health to disseminate and guide the development of the “Smoke-free holiday destinations” model at tourist destinations such as Temple of Literature – the Imperial Academy, Ngoc Son Temple, Hoa Lo Prison; disseminate information on tobacco harm prevention and control to leaders and specialists of departments, units under the Department; Hang “No smoking” signs in the workroom, dining room, hall, stairs, etc.
As the standing body of the Steering Committee for the movement “All people unite to build a cultural life”, the City, the Department of Culture and Sports has coordinated with branches and unions to direct the districts, towns to promote the model of “Cultural Family”, “Cultural Village”, “Cultural Residential Group”, build a community without smokers.
The effective implementation of the propaganda and advocacy leads to gradual changes in the awareness and behavior of smokers. In the workrooms, halls, canteens, there is no smoking phenomenon. In addition, the Department also promotes the propaganda for officers and employees in the whole branch to mobilize their relatives to restrict the use of tobacco, proceed to not use tobacco in public places, workplaces, weddings, funeral and festivals, together with the implementation of 02 sets of codes of conduct for officers, civil servants, officials, employees in agencies in Hanoi City and the code of conduct in public places in Hanoi City including regulations on no smoking at workplace and in public places.
In 2018, the Department will continue to organize communication activities on Law on tobacco harm prevention at agencies and units to raise awareness of cadres and civil servants about the Law on Tobacco Control, Include non-smoking regulations in the workplace into the internal regulations of the unit.
Coordinate with the Department of Health to organize training courses on Law on prevention and control of tobacco harms for affiliated units; to carry out the supervision, investigation, inspection and handling with cigarette-smoking violations at places where cigarettes are banned in accordance with the Law on prevention and control of tobacco harm.
Actively propagate 02 Codes of Conduct for officers, civil servants, employees of agencies in Hanoi City and Code of Conduct at public places in the City, in which focusing on the advocating officers and the people of the Capital to follow the civilized lifestyle in public places contributing actively to build elegant and civilized Hanoian.
Regularly coordinate to implement the communication work on the harmful effects of tobacco; Law on prevention and control of tobacco harms and regulations on punishment for violation on the mass media, on the newsletters, printed leaflets on the Department’s website and affiliated units.
