Hanoi city will digitize administrative procedures at 100% of the “one-stop” department in 2021.

According to plan No. 161/KH-UBND, from 2021 to the end of 2025, the City People’s Committee will formulate 4 groups of tasks to implement the above content. To be specific, in 2021, the rate of completing the digitization of the valid administrative procedure processing results is expected to reach at least 30%, 20% and 15% at the city level, district level and commune level, respectively, ensuring the electronic connection and sharing of data in processing administrative procedures.

In 2022, the rate of completing the digitization of the valid administrative procedure processing results at the city level, district level and commune level is expected to increase by at least 20% compared to 2021.

In the period 2023-2025, the rate of completing the digitization of annual successful administrative procedure processing results is expected to increase by 20% for each administrative level, ensuring reaching 100% by 2025.

Also according to the above-mentioned Plan, Hanoi City People’s Committee has set a goal that in 2021, the process of digitizing records, papers, administrative procedure processing results will be performed in 100% of “one-stop” departments, departments, divisions, branches.

In 2022, the above tasks will be performed at the “one-stop” department of 12 urban districts, 1 town (Son Tay), 2 rural districts (Gia Lam, Hoai Duc) and 100% of the “one-stop” department at the commune level of the above-mentioned administrative units.

In the period 2023-2025, the process of digitizing records, papers, administrative procedure processing results will be performed in 100% of “one-stop” departments at rural district and commune levels, and the remaining units by 2025.

For the implementation of innovative solutions to enhance efficiency and labor productivity of “one-stop” department at all levels in line with actual conditions and requirements, the City People’s Committee has set out a target that in 2022, the waiting time of individuals/organizations at “one-stop” department will be reduced to an average of 30 minutes/ transaction.

In the period 2023-2025, average labor productivity in processing administrative procedures will be increased by promoting the application of information technology, socializing some jobs in the process of guiding, receiving and processing administrative procedures. Specifically, the average amount of records received by an employee at “one-stop” department in one year should be at least 1,800; the waiting time of individuals/organizations should be decreased to an average of 15 minutes/transaction, and the minimum time for receiving and processing dossiers is 30 minutes/record by 2025
