The People’s Committee of Hanoi City recently issued Plan No. 161/KH-UBND, dated May 31, 2023, outlining the implementation of initiatives to join the UNESCO Creative Cities Network in 2023.

The plan’s objective is to execute specific tasks in line with Hanoi’s initiatives and commitments upon joining the UNESCO Creative Cities Network. The aim is to garner interest and participation from various levels, sectors, organizations, businesses, residents of the capital, and the international community to support Hanoi in establishing itself as a Creative City. Activities are designed to closely align with the content outlined in Hanoi’s Candidacy File for joining the UNESCO Creative Cities Network, as well as adhere to UNESCO commitments and regulations, collaboration content, foreign affairs information from the Ministry of Foreign Affairs, the Vietnam National Commission for UNESCO, the Ministry of Culture, Sports and Tourism, and the realities in Hanoi, including provinces and major cities in other countries. It distinctly outlines the content, tasks, and appropriate key solutions for effective implementation. It ensures close, regular, and unified coordination among departments, sectors, localities, and relevant agencies throughout the organizing process for effective execution of the outlined content.

The plan details the implementation of initiatives and programs by Hanoi participating in the UNESCO Creative Cities Network, consisting of three local-level initiatives: Establishing the Hanoi Creative Design Center, constructing and supporting creative spaces in Hanoi, and implementing the Hanoi Creative Talent Television Program. Additionally, three international-level initiatives include organizing the Hanoi Creative Design Festival, hosting the UNESCO Creative Cities Network Forum in the Southeast Asia region in 2023, and establishing a network of young creative talents.

The People’s Committee of Hanoi City suggests the City Party Committee’s Propaganda Department’s involvement in coordinating the implementation of tasks according to the plan. It further recommends guiding and directing the dissemination of information about Hanoi’s commitment to participating in the UNESCO Creative Cities Network to the political system at all levels and the public. The Department of Culture and Sports, as the coordinating agency, will work in tandem with the UNESCO Vietnam Office, the City Party Committee’s Propaganda Department, and relevant units to implement the assigned tasks. Departments, sectors, agencies, and People’s Committees of districts, towns, and municipalities are urged to develop implementation plans to ensure progress. They are encouraged to proactively propose solutions to attract investment from non-budget sources, promote socialization, and mobilize legal resources to fulfill the goals, targets, and tasks outlined in the plan.
