The Plan aims to effectively implement the Strategy for Cultural Development to 2030 according to Decision No. 1909/QD-TTg dated November 12, 2021, of the Prime Minister in Hanoi city; thoroughly implement and propagate the content of the Strategy for Cultural Development to 2030, ensuring clear awareness, responsibility, and specific actions of the entire political system at all levels, sectors and the Hanoi people for the construction and cultural development of Hanoi capital; Focus on developing Hanoi’s culture and people to make the most of its cultural and human resources, creating internal strength, an important motivation that determines and contributes to implement the goal of rapid and sustainable development of the capital.

The city has set a goal to 2025, with a vision to 2030, to comprehensively develop Vietnamese culture and people, in line with the trends and the requirements of the Fourth Industrial Revolution and impacts of socio-economic development, natural disasters, epidemics and other factors; develop a healthy cultural environment in all areas of social life; improve the quality of cultural models; constantly improve the mental health of the People, gradually narrowing the gap in cultural enjoyment between urban and rural areas, social groups, and ethnic minorities.

Culture development is based on ensuring harmony between conservation and development, maximizing the potentials, strengths, and traditional cultural values of the thousand-year-old capital. International integration is promoted, absorbing the cultural quintessence of mankind to foster and develop the cultural value system of Thang Long Hanoi, build up an image of elegant Hanoians as well as further enhance the position of the capital city in Southeast Asia.

Hanoi intends to increase investment in cultural development in general, focusing on developing the capital’s cultural industries to become an important economic sector, creating a motivation for fast and sustainable socio-economic development. Hanoi is one of the cities having the leading and developed cultural industry, an influential Creative City in Southeast Asia. There are new mechanisms and policies to attract and utilize talents and mobilize resources to develop Hanoi’s culture and people.

The plan also sets out specific goals by 2030 with specific target groups, which are target group for building basic cultural life (Rate of typical families, villages, residential groups, etc.); target group for preserving and promoting the value of cultural heritage (the percentage of national or city monuments, etc.); target group on culture and art (number of plays staged annually…); target group on cultural industry; and investment targets.

With the target group on cultural industry, with the vision to 2025, the city has set the goal that the capital’s cultural industry would become an important economic sector, creating a new driving force for socio-economic development; improve synchronous and modern infrastructure relatively; complete institutions and be ready for professional cultural industry development. Cultural industrial products must be of high quality, diversity, showing the brand and cultural distinct of Hanoi. On this basis, Hanoi can compete with other regional countries, maintain, and develop the creative city brand, aiming to contribute about 5% of the City’s GRDP.

The vision to 2030: The capital’s cultural industry has basically become a spearhead economic sector, strongly promoting the development of other industries and fields. Hanoi is one of the top cities having the leading and developed cultural industry, an influential Creative City in Southeast Asia, contributing nearly 8% of the City’s GRDP and increasing investment in culture by at least 2% of the total annual budget expenditure…

To implement the cultural development strategy to 2030 in the city, the Plan also sets out 11 tasks and implementation solutions. Accordingly, in terms of raising awareness and promoting propaganda on cultural development, the city focuses on expanding access and raising awareness of people and the community about culture and art actively and promote the achievements of science, technology, and digital transformation. Hanoi would also focus on managing information on the Internet and social networks to orientate the people’s ideology and aesthetics, especially young people, and teenagers.

In term of the comprehensive development of Hanoi people, it is necessary to foster the ideology, morality, healthy lifestyle, and cultural life for society, gradually building standard values to meet the requirements of industrialization and modernization, the requirements of the Fourth Industrial Revolution and international integration, flexibly adapting to the impact of natural disasters, epidemics, etc, increase internal strength to overcome limitations; and prevent social moral degradation.

Besides, building a healthy cultural environment and creating a driving force for economic and social development and international integration are important targets. The City needs to improve the quality and efficiency of cultural activities, preserve and improve the cultural heritage’s values.

Regarding the development of the cultural industry, based on the principle of preserving and promoting the traditional cultural values of the nation and the capital, the help of international friends, Hanoi can make the cultural industry become a  spearhead economic sector and driving force to promote other sectors and fields’ development; contribute to development of  Thang Long – Hanoi cultural value system, build elegant and civilized Hanoi people towards the goal of becoming a global citizen. Hanoi would become a creative city in promoting the image of the capital and the country to the region and the world.

In the coming time, the city continues to complete the institutions and policies for cultural development; make a breakthrough in the development of cultural and artistic human resources; actively integrate and improve international cooperation and culture exchange; apply science and technology and digital transformation in culture; effectively promote development investment resources in culture.

The Hanoi People’s Committee assigned the Department of Culture and Sports to be the standing agency, the head to coordinate with relevant units to implement Hanoi’s cultural strategy to 2030, lead and implement the contents of the functions and tasks of the Department of Culture and Sports. Simultaneously, base on the Action Plan, the Department should implement the Cultural development strategy of the Ministry of Culture, Sports and Tourism. The Department of Culture and Sports advises on adjusting and supplementing this Plan accordingly, as well as monitor, inspect and supervise the implementation of the Plan every 6 months and annually, summarize and report on the implementation of the Plan.
