Hanoi to implement the “Year of improving the validity and performance of the political system 2018”

In order to build the e-government in the orientation of e-government, service, professionalism, modernity, validity and effectiveness, the City People’s Committee has promulgated the Implementation Plan for the ” Year of improving the validity and performance of the political system 2018”. Accordingly, the Plan will be implemented synchronously at all levels and branches from city..

In order to build the e-government in the orientation of e-government, service, professionalism, modernity, validity and effectiveness, the City People’s Committee has promulgated the Implementation Plan for the ” Year of improving the validity and performance of the political system 2018”.

Accordingly, the Plan will be implemented synchronously at all levels and branches from city to grassroots, focusing on the following contents:

1. To continue renovating and rearranging the organizational structure of the political system in the streamlined, effective and efficient manner under the Resolution No.18-NQ/TW regarding some issues on further renovation and rearrangement of the organizational structure of the political system in the streamlined, effective and efficient manner.
– For administrative agencies: To formulate a pilot scheme for management of urban government models. To continue reviewing, adjusting and rearranging the organizational structure of specialized agencies in the city. To follow the principle: “One thing, a single through focal point.” To simplify administrative procedures, shorten the time for settling administrative procedures, apply IT in settlement of administrative procedures. To formulate a pilot scheme for the examination and recruitment of some leading and managerial civil servants under the appointment of the City People’s Committee. To strictly comply with the regulations on the minimum personel and the maximum number of deputy leaders
– For public non-business units: To effectively implement the plan of rearranging non-business units according to the Plan of the City Party Committee for implementing the Resolution 19-NQ / TW of Party Central Committee Conference 6, Session XII. To closely control and supervise the personel of public non-business units guaranteed totally by or using a part of the city’s budget; to improve the quality of human resources in the category of public service delivery units. To innovate and improve the validity and performance of management modes and capacity of public non-business units, thereby ensuring the tightness and effectiveness, contributing to improvement of the quality of non-business service provision and meeting social requirements.
– For commune-level self-management organizations: To carry out the review of the number of non-specialized officers in communes, hamlets and residential quarters. To enhance the pluralism of the non-specialized positions in in communes, hamlets and residential quarters.
2. Accelerating administrative reform, implementing the Administrative Reform Plans for the 2016-2020 period and 2018 of Hanoi City: Continuing renovating the guidance, direction and management methods of governmentals at all levels in the close and drastical direction on the basis of 5 “specified things”: “Specify people, specify tasks, specifiy responsibilities, specify procedures, specify effectiveness”; ” One thing, a single through focal point ” which should be connected to the responsibility of the heads. To maintain the city’s lead in administrative reform in 2018 in the whole country.

To continue implementing comprehensively, synchronously and effectively the contents of administrative reform according to Resolution 30C of the Government.

  1. To define the responsibilities of the heads; To build the team of cadres, civil servants and officials at all levels who have the good communication and behavior; the capacity and professionalism in implementing the assigned tasks and public affairs in the spirit of “the satisfaction of people and the development of businesses as the evaluation criteria of the completion level”.
  2. To strengthen the supervision, inspection and examination of public affairs; To pay attention to specialized and irregular examinations.
  3. To continue building and perfecting mechanisms and policies on economic management, urban construction, socio-culture, security and defense.


To propose the central government the pilot implementation of the specific mechanisms and policies for the development of the Capital such as the management of urban and land plannings, investment; Finance- State budget….

  1. To closely follow and take advantage of the leadership and direction of the Government, ministries and branches at the central level and Party committees and the role of the People’s Council at all levels, and to closely coordinate with the Fatherland Front Committee, and effectively implement the grassroots democracy mechanism.
    7. To promote the propaganda and communication, to create consensus, advocacy and community participation in the management and administration of the City government.

Implementing ” Year of improving the validity and performance of the political system 2018″ is a part of the task of implementing the Plan No. 87 / KH-UBND dated April 14, 2017 of the City People’s Committee on continuing implementing the key tasks of the Scheme for “Improving the validity and effectiveness of management and administration of Hanoi’s administrative agency system at all levels in the Hanoi City for the 2012-2020 period”. The contents and activities should define the time and progress of implementation; identify the key focal point; and evaluate the implementation effectiveness.
