On June 3, 2021, the Hanoi People’s Committee issued Plan 138/KH-UBND on the implementation of the National Action Program for Children in Hanoi in the period 2021-2030. The plan aims to raise awareness and commitment to responsibilities and actions of all levels, departments, sectors, mass organizations, communities, families and children themselves in the implementation of the Law on Children and international conventions that Vietnam has signed agreements related to children.

The National Action Program for Children in Hanoi in the period 2021-2030 sets out four target groups with 24 targets.

The goal of comprehensive child development, health care and nutrition for children with 7 targets

Target 1: The rate of communes, wards and townships meeting the standards of communes, wards and townships suitable for children will reach 85% by 2025 and 9% by 2030.

Target 2: The rate of children up to 8 years old accessing comprehensive development care support services by age will reach 90% by 2025 and 95% by 2030

Target 3: Reducing the infant mortality rate per 1000 live births under 1.5 by 2025 and below 1 by 2030; reducing the mortality rate of children under 1 per 1000 live births to less than 4 by 2025 and under 3 by 2030; reducing the under-5 mortality rate per 1000 live births by 5 by 2025 and under 4 by 2030.

Target 4: Reducing the rate of underweight malnutrition among children under 5 years old to 7.3% by 2025 and 6.8% by 2030; reducing the rate of children under 5 years old suffering from stunting to less than 12% by 2025 and under 11.5% by 2030; controlling the rate of overweight and obese children under 5 years old to less than 10% (inner urban areas), 5% (suburban areas) by 2025 and maintained until 2030.

Target 5: The percentage of children under 1 year of age who are fully immunized with 8 vaccines will reach at least 97% by 2025, and at least 98% by 2030; 98% of children under 5 years old will be fully vaccinated with all vaccines by 2030

Target 6: The rate of mother-to-child HIV transmission to less than 2% will be by 2030.

Target 7: Striving for 100% of educational facilities for children to be installed sanitation facilities by 2025 and maintain until 2030

Child protection goals with 7 targets

Target 8: The proportion of children with special circumstances per the total number of children is less than 1% by 2025 and maintained until 2030; 100% of children with special circumstances under the Law on Children will be cared for and supported in various forms by 2025 and maintained until 2030.

Target 9: The rate of child abuse per total number of children is less than 1% by 2025 and maintained until 2030.

Target 10: The rate of child and juvenile labor (up to the age of 17) is less than 1% by 2025 and maintained until 2030

Target 11: Reducing child injury rate to 100/100,000 children by 2025 and 80/100,000 children by 2030 Reducing child injury death rate to 100/100,000 children by 2025 and down to 8/100,000 children by 2030.

Target 12: Striving for 100% of children experiencing natural disasters to receive timely relief and support

Target 13: An average reduction of 3% per year in the number of child marriages and no consanguineous marriage in ethnic minority and mountainous areas; by 2025 and maintain until 2030, strive to prevent and basically eliminate child marriage and consanguineous marriage in ethnic minority and mountainous areas.

Target 14: The percentage of children under 5 years old who have been registered for birth will reach 98.5% by 2025, striving for 100% by 2030

Goals on education, culture, entertainment and entertainment for children with 7 targets

Target 15: Striving for the percentage of children under 5 years of age who are monitored for appropriate development in health, learning and psychosocial well-being to reach 100% by 2025 and maintain by 2030

Target 16: Striving for children to go to kindergarten at the right age will reach 99.2% by 2025 and 99.5% by 2030 and the rate of preschool universalization for 5-year-olds reaches 100% by 2025, maintain by 2030

Target 17: Striving for the percentage of students completing primary school will reach 100% by 2025 and maintain until 2030; striving to prevent elementary school students from dropping out

Target 18: The rate of students completing middle school will reach 99.4% by 2025 and 99.7% by 2030; strive to reduce the rate of lower secondary school dropouts to below 0.14% by 2025 and below 0.05% by 2030

Target 19: 100% of schools have counseling offices and provide child psychological support services by 2025.

Target 20: The percentage of schools with appropriate infrastructure and learning materials for students with disabilities will reach at least 55% by 2025 and 60% by 2030; the rate of children with disabilities with learning needs accessing special education, inclusive education and appropriate rehabilitation support will reach 80% by 2025 and 90% by 2030

Target 21: Striving for the percentage of communes, wards and towns with cultural and entertainment points for children will reach 50% by 2025 and 65% by 2030

Goals on children’s participation in children’s affairs with 3 targets

Target 22: Striving for 30% of children aged 07 and over to be consulted on children’s issues with appropriate forms by 2025 and 40% by 2030.

Target 23: Striving for 85% of children will be improved knowledge and capacity on children’s participation rights by 2025 and 90% by 2030.

Target 24: Children 11 years of age and older are allowed to participate in models and activities that promote children’s participation to reach 30% by 2025 and 40% by 2030

Along with that, the Plan also requires the Departments, divisions, branches of the City and People’s Committees of districts, towns and communes, wards and townships to develop the Plan, implement it seriously, synchronously and effectively. The results are suitable to the actual situation of each locality and unit, ensure the integration and connection of the implementation of the goals and targets in this Plan with the implementation of the Plans related to children being directed by the City People’s Committee with the implementation of socio-economic development tasks of 5 years, annual meeting of the locality and unit. At the same time, priority should be given to mountainous areas, difficult areas, groups of mothers with special circumstances and at risk of falling into special circumstances.

According to the Plan 138/KH-UBND on the implementation of the National Action Program for Children in Hanoi in the period 2021-2030, the Hanoi People’s Committee assigned the Hanoi Department of Culture and Sports:

To preside over the implementation of solutions to ensure the effective implementation of Targets 13 and 21 of the Plan

To direct and guide affiliated units to effectively manage children’s play facilities in the city; give priority to building cultural and sports institutions for children, especially in extremely difficult socio-economic areas; to ensure that art performance and creation activities have contents suitable to traditional culture and children according to the provisions of law.

To implement solutions to protect children, prevent child abuse in cultural and sports activities.
To promote moral education and healthy lifestyle in the family to step by step eliminate domestic violence, child marriage and outdated customs towards children; equipping families with knowledge and skills to protect children, prevent violence and child abuse, exercise children’s rights and promote children’s participation rights in the family.

To chair and coordinate with the Committee for Ethnic Minorities and localities, to make statistics, synthesize, monitor and adopt appropriate communication solutions to reduce and gradually eliminate child marriage.

To strengthen the inspection, examination and management of cultural products and the organization of cultural activities to ensure children have access to a healthy cultural environment.

To make annual reports on the results of the implementation of the Plan as prescribed.
